12-13h. Carmel/Clay Schools - West Side Transportation Facility
The applicant seeks the following special use amendment and Development standards variance approvals:
Docket No. 04080024 SUA Chapter 5.02 special uses
Docket No. 04080041 V Chapter 27.03.02 curbed parking
The site is located southeast of Shelbome Rd and 126th St. The site is zoned S-I/Residence-Estate.

Analysis'.

The site has a Master Plan, which includes an area set aside for this bus maintenance facility. Existing
is a middle and elementary school. The maintenance facility is seeking a variance to have uncurbed
parking, so that it can reduce its construction costs.
Findings of Fact: bus maintenance facility
1.) The grant of this variance will not be contrary to the public interest, due to the existence
of a special condition such that enforcement of the zoning ordinance will result in
unnecessary hardship because:
The use proposed (bus maintenance facility) complements the existing school uses.
2.)
The grant of this variance will not be injurious to the public health, safety, morals, and
general welfare of the community because:
The use proposed (bus maintenance facility) complements the existing school uses.
3.)
The use or value of the area adjacent to the subject property will not be substantially
affected in any adverse manner because:
The use proposed (bus maintenance facility) complements the existing school uses.
4.)
The need for the variance arises from a natural condition peculiar to the subject property
because-
Thc school uses already received Special Use approval; this proposal is an expansion of that
use.
5.)
The granting of this variance does not substantially interfere with the Carmel/Clay
Comprehensive Plan because:

1.) The approval of this variance will not be injurious to the public health, safety, morals,
and general welfare of the community because:
The parking lot, while uncurbed, will have landscaping surrounding it to provide the visually
pleasing view; the uncurbed parking lot may not be noticed as much with a visual buffer.

Recommendation'
The department recommends positive consideration of Docket Nos. Docket No. 04080024 SUA and
Docket No. 04080041 V.
