VINCENT MEDICAL OFFICE BUILDING (filed as Medical Office Building, Carmel, Indiana) BW PARTNERS OCTOBER 25, 2004 CARMEL/CLAY BOARD OF ZONING APPEALS NARRATIVE OF VARIANCE REQUESTS 04090018 V (Number of Signs) 04090019 V (Ground Sign Height) 04090020 V (Fagade Pro]ectionslRecessions) 04090021 V (Sign Oriented North) 04090022 V (Sign Oriented South) BW Partners requests variances associated with development plan and architectural, design, landscaping and signage approval to provide for a 39,400 square foot medical office building, known as St. Vincent Medical Office Building, at approximately 10801 Michigan Road (immediately north of an existing Marsh supermarket). ZONING AND COMPREHENSIVE PLAN The property is zoned B-2 and within the US Highway 421/Michigan Road Corridor Overlay. The Comprehensive Plan recognizes this site within a Low Intensity Regional Commercial Employment Area, of which the medical office use is ideally suited. BUILDING TYPE, ARCHITECTURE, AND DETAILS Respecting the overlay zone, BW Partners proposes a two-stow medical office building in the Georgian style. The building would be faced with red brick and lighter cast stone accents. Rooftop HVAC units would be blocked from view from all sides, with screening walls incorporated with E.I.F.S detailing. Additionally, extensive landscaping is proposed along the Michigan Road frontage, as well as the entire perimeter and within the parking areas. Some tree preservation, where possible, would be provided in the south perimeter, with significant foundation plantings and no landscaping variances requested. PREPARATIONS FOR FUTURE DEVELOPMENT The St. Vincent Medical Office Building and related parking would be constructed at the south end of an existing overall parcel of 9.188 acres. A new detention pond would be located north of the building, engineered to service this southern portion of the overall site, as well as a future development to the north. ACCESS None of the site would have direct access to Michigan Road, but would gain access from a new private frontage roadway to be constructed. This frontage roadway would connect Weston Pointe Boulevard in the north to the Marsh adjacent to the south. Access to the Marsh site would be provided utilizing a long-standing easement established for access and potential drainage purposes. Therefore, the St. Vincent Medical Office Building would be accessed via Weston Pointe Boulevard and/or the Marsh site. SIGNAGE Three wall signs are proposed, one on each of the north, south and west facades. None of these signs would exceed the maximum 75 square foot standard. One ground sign would be located in the north of the overall property near Weston Pointe Boulevard, the frontage road and Michigan Road. VARIANCES Number of Signs (petition 04090018 V; Chapter 25.07.02-10.B): Three (3) wall signs are proposed, one on each of the north, south, and west facades. These wall signs are necessary to provide for adequate building identification for motorists traveling along Michigan Road. Each wall sign will meet the size standards (square footage) of the Sign Ordinance. Additionally the number of wall signs is necessary due to the lack of direct access to Michigan Road. The west faCade sign will be limited to only the address of the building. The three wall signs will be blue in color and internally illuminated. Ground Sign Height (petition 04090019 V; Chapter 25.07.02-10.D)' One (1) ground sign is proposed for the overall site, including future development northward, with a height of 7 feet. The additional one-foot in height is warranted, given the potential number of tenant spaces and the signage needs of the adjacent undeveloped portion of the overall site. The ground sign will meet the size standards (square footage) of the Sign Ordinance. The ground sign will be limited to bronze opaque panels, with white letters. Fa(;ade Projections/Recessions (petition 04090020 V; Chapter 23C.09.D): The south side of the building would have a 10-foot projection/recession at an 83-foot interval, while the overlay ordinance would otherwise require an g-foot projection/recession at a 60-foot interval. Although the interval would be incroasod, tho actual projoction/rocession would also bo incroasod to offset tho visual difference. Additionally, the south fagade will be oriented toward a supermarket loading dock area (Marsh) on the adjacent property, which is without superior architoctural troatmonts envisioned by the ordinance. Sign Oriented North (petition 04090021 V; Chapter 25.07.02-10.B): As identified with petition 04090018 V, one wall sign will be oriented north to provide for buildin§ identification for southbound motorists on Michi§an Road. The wall sign will be blue in color and internally illuminated. Sign Oriented South (petition 04090022 V; Chapter 25.07.02-10.B)' As identified with petition 04090018 V, one wall sign will be oriented south to provide for building identification for northbound motorists on Michigan Road. The wall sign will be blue in color and internally illuminated. COMMITMENTS Nine commitments have been entered into the record associated with the DP/ADLS for the St. Vincent Medical Office Building, as detailed herein. These commitments provide significant use restrictions and additional requirements, related to construction activity, for the adjacent Weston Place neighborhood. VINCENT MEDICAL OFFICE BUILDING DEVELOPMENT PLAN AND ADLS Conditioned on Plan Commission approval of Docket No. 04070033DP/ADLS (St. Vincent Medical Office Building), the Petitioner Duke Construction Limited Partnership sets forth to the following commitments to be made as part of the Development Plan and ADLS Approval. In addition to the commitments contained in the Application and Plans and Specifications submitted in support of the Application, Petitioner commits to the following: o Outdoor construction activity (including construction related noise) shall be limited to 7:00 a.m. to 7:00 p.m., and shall not be permitted on Sundays or Thanksgiving Day, Christmas Day or New Year's Day ("Holidays"). Hours of outdoor construction on Saturdays and the day after the three (3) Holidays defined above shall be 8:00 a.m. to 7:00 p.m. , Construction traffic shall not utilize any street in the Weston Place subdivision, including Monitor Lane. o Outdoor wall-mounted lights along the east side of the building shall be limited to safety-related lights above the doors, as required by code. ° The property shall not be a destination for ambulances on emergency runs. o Any "immediate care" or "urgent care" use shall be restricted to the first floor only. The entrance for any future immediate or urgent care shall be limited to the main entrance on the north elevation. o A contact person of the general contractor should be provided to the Weston Homeowners Association and to each adjoining property owner for their information for any necessary communications during construction. o These commitments are binding on the owner of the real estate and each subsequent owner of the real estate and persons acquiring interest in the real estate following approval of the pending applications unless the commitments are modified or terminated by the governmental authority authorized to make such modification. o The undersigned agrees to record these commitments in the Office of the Recorder of Hamilton County, Indiana upon granting of the approval of the applications. -- 904700 , These commitments may be enforced by the City of Carmel, Indiana Planning Commission.
