GPD GROUP City of Carmel BZA Member 1 Civic Square Carmel, IN 46032 2004087.05 November 11, 2004 Proposed Kentucky Fried Chicken & Long John Silver's Restaurant 1331 Rangeline Road Carmel, IN 46032 Dear Board Member, Kentucky Fried Chicken and Long John Silver's Restaurant are proposing to demolish the existing Kentucky Fried Chicken located at 1331 Rangeline Road. The existing building will be replaced with a single building that consists of both Kentucky Fried Chicken and Long John Silver's Restaurant. The new restaurant consists of six~ seats and is designed to conform to the new standard of architecture in the proposed Rangeline Road corridor. The proposed site consists of thirty-five (35) parking spaces and a twelve (12) car drive thru stack, both of which exceed the City's standards. A drive thru bypass lane is also provided. The proposed site will utilize two access drives, one ingress/egress drive and one egress only drive. The proposed building and parking lot are 6.5' east o~f the 45' right-of-way line, and are encroaching into the building and parking setbacks. However, the city requested that the building lot encroach into the setbacks because of the future zoning requirements of the area. On behalf of Kentucky Fried Chicken and LOng John Silver's Restaurant, we are requesting the following development standards variances. Please note the "Statement of Use" and "Statement of Support" for the requested variances below- 1. Buffer Yard Requirement (Chapter 26.04.05): The requirement for the rear buffer yard is 20-ft. The configuration of the existing KFC utilizes a 0-ft rear buffer yard. We are requesting a reduction of the rear buffer yard from 20-ft to 10-ft since it is not possible to create a 20-ft rear buffer yard and still maintain a parking area that is adequate for the proposed use. 2. 30-ft greenbelt (Chapter 19.06): The requirement for the rear greenbelt is 30-ft. The configuration of the existing KFC utilizes a 0-ft rear greenbelt. We are requesting a reduction of the greenbelt from 30-ft to 10-ft since it is not possible to create a 30-ft greenbelt and still maintain a parking area that is adequate for the proposed use. 3. Number of signs and type (Chapter25.07.02-09.b): Because the City has requested that the building be constructed at the proposed location, the proposed monument sign will be partially obstructed by the building. Since the monument sign will be partially obstructed, we are requesting two (2) blade signs, at 18 square feet each, be allowed to be placed on the front facade of the building. 520 South Main Street. Menu board sign area, height and number (Chapter25.07.05): The proposed menu board is 47.3 square feet and 7'-9 5/8" tall, and the proposed preview board is 19.57 square feet and 6'-4 1/4" tail. This deviates from the allowable 16 square feet and 6' tall menu board. Kentucky Fried Chicken and Long John Silver's Restaurant are established restaurants that operate throughout the Untied States As such, marketing research has been conducted and a menu board established that maximizes ease of perusal, expediency with the drive-thru experience, and product sales. All of the preceding are factors contributing to customer satisfaction and profitability. Compliance with all of the provisions of the City of Carmel' Sign Ordinance will require Kentucky Fried Chicken and Long John Silver's to custom order a menu board adding substantial cost and inconvenience. Furthermore, the custom-built menu board will be untested in providing adequate marketing and user friendliness. There are significant practical operating and marketing difficulties with a drive thru menu board smaller than the board request. On such a board, Kentucky Fried Chicken and Long John Silver's would have difficulty displaying the entire core menu, and making changes in the menu would require customized letters and numbers. Inability to display the core menu significantly hampers the restaurants ability to operate successfully. Approximately one-third to one-half of the projected sales at this location are expected to come through the drive-thru window. The industry norm is that customers be able to see an example of the food they are ordering. Thus, the menu board is crucial to the marketing and ordering of the food. 5. Front yard setback (Chapter 19.04.02): The proposed front yard setback is 6.5'. The required setback is 25'. However, this setback is requested by the City to allow our proposed building to blend with the future setback requirements of the district. 6. Ground sign setback (Chapter 25.07.02-09.e): Because the building is required to be constructed so close to the right-of-way, it obstructs the visibility of the proposed signs. Therefore, the proposed monument sign and directional sign are set back 0' from the right-of-way in lieu of the required 5' setback. Any smaller menuboard would not allow KFC and LJS to adequately display their menu options.
