EXHIBIT "C" STATEMENT OF COMPLIANCE WITH THE COMPREHENSIVE PLAN This property is designated as a "Regional/County Employment Area" by the Carmel/Clay Comprehensive Plan. Figure 2 of the Carmel/Clay Comprehensive Plan, entitled "Carmel/Clay Township Proposed Growth Policies, Regional/Community Employment Areas" indicates that the character of low intensity commercial development includes one to two story offices, office showroom floor space, and industrial warehouses. The proposed townhomes are a less intense use than contemplated by the Comprehensive Plan.
