Dear Board Members:
Mr. Dave Barnes of Weihc Engineers, Inc., representing the owner of the property at 630 North Rangeline
Road, has requested the Board sign the Dedication of Public Right of Way documents presented for
approval.
Mr. Nick Kestner, the Owner of the prope~y and proposed office building at 630 North Rangeline Road
and pursnant to the City of Carmel 20-Year Thoroughfare Plan, has agreed-to dedicate additional right of
way adjacent to the cast boundary of his property to meet the 45-foot half right of way requirement for
Rangelinc Road.
On behalf of the City of Carmel, I would like to thm~ Mr. Kestner for this Dedication of Right of Way. I
recommend the Board accept the right of way dedication and sign this document.

We have reviewed your subnfission of Fcbraary 6, 2004. We offer the following conunents:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Linfits.
2. Jurisdictions:
Street and Right of Way - City of Carmel (Rangeline Road).
· Water - City of Carmel
· Sanitary Sewer - City of Carmel
· Storm Sewer City of Carmel
3. Board of Public Works and Safety Approval Requirements:
·Water Availability.
· Commercial Curb Cut. The request for Board approval should include 8 ½" x 11" exhibits that
will indicate the existing curb cut, the proposed curb cut and all appropriate data and dimensions
including width, radii, etc. Please indicate all existing and opposing driveways and their
relationship to the proposed curb cut for this development.
· Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to
be located anywhere other the site of the permanent curb cut.
· Cousent to Encroach approvals for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water Availability approval will be required from the Board aud additional Water
Connection Fees will be due.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Anj, submission to the Board reqaires prior final approval by the Carmel Clay Platt Commission

Committee. All written requests to bephtce on the Board's agenda must include the appropriate

4. Water and Sanitary Sewer Availability and Connection Fees:
Water and Sauitary Sewer Availability (acreage) Fees Not applicable fnr this development.
Water and Sanitary Sewer Counection Fees - If this is to be an office building, please provide the
square footage of the building. Connection Fees for office buildings arc based upon 0.5 EDUs per
1000 square feet @ $1,310.00 per EDU for water and $795.00 per EDU for sanitary sewer.

5. TAC Review/Drawings submitted for approval:
We request that all conunents and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel U'tility issues must also re resolved. The
design engineer nrust certify all drawings submitted for final approval. This office will require a
minimum of five-sets (maximnm of seven-sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the
constrnction site at all times. Carmel Utilities will receive two-sets. Our Public Works Inspector will
receive one-set and one-set will be maintained in the Department of Engineering. If more than the
minimum of five-sets are requested to be approved, the additional sets (maximum total of two
additional) must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
9. I am including copies of the following with this correspondence:

· Pemrit Data, Contacts, etc.
· Conmrercial Permitting Procedures.
BONDING REQUIREMENTS
I0. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees/Engineer's Estimates
It does not appear that Performance Guarantees will be required for this project.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Rangeline Road will require a Right of Way Permit and a
License and Permit Bond. The bond amount will be determined by the number of instances of work in
the right of way ~ $2,000.00 per instance. Open pavenrent cuts in dedicated streets require approval
by our Board of Public Works and Safety. Please contact our Right of Way Manager, Fred Glaser, to
arrange permitting and bonding.
PROJECT COMMENTS-CONSTRUCTION PLANS
11. Please provide drainage calculations for this project. We reserve the right to provide additional
comnrents on the storm sewer/storm drainage plan after receipt and review of drainage calculations.
12. Is the Rangeline Road curb cut indicated on your plans an existing curb cut or a new curb cut? lfit is
an existing cut, do you plan any modifications?
13. Will the existing Rangeline Road sidewalk be impacted in any way with this construction?
14. If this is an existing shared curb cot or a new shared curb cut, is there an access easement or agreement
between the two property owners? Please provide a copy if there is. If not, this would be a
requirement of approval.
15. Are you sure of the right of way dimension of20-fcet? Tbe drawing indicates the existing brick walk
being outside of the right of way of Rangeline Road. Our plans indicate a 25-foot west half right of
way for Rangeline Road in this area.
16. Regarding the existing storm structure at the soutbeast comer of the site, where does thc existing 12-
inch RCP now terminate?
17. What assurance is there Ibat stm'm water runoff fi'om the curb turnmlt will be contained in file 2-foot
wide concrete swale at the connection angle oftbe tnrnout and the swale that is indicated?
18. Be advised that extruded curb will not be approved for installation in dedicated rigbt of way.

19. Will there be more detailed construction plans forthcoming? Do not see any water or sanitary sewer
information on this plan. ~
We reserve the right to provide additional comments when detailed construction drawings are submitted.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. A second
review will focus only on detailed construction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"

This letter is in response to your DP/ADLS Application for the 630 N Range Line Building. This is a preliminary letter to
let you begin on revisions. Additional comments will be made by members at the TAC Meeting on February 18. Please
complete the following items after you have received additional comments at the TAC Meeting.
1. Please provide a list of all adjacent property owners, certified by Hamilton County Auditor's Office.
2. Please provide copies of all of your correspondence with the TAC members.
3. Please provide color elevations or renderings, with dimensions (width and height) for review by February 4e.
Please label the material that thras the windows.
5. Please label roof pitch (minimum pitch of 8:12).
6. Please present material and color samples to the Plan CotlixBission Meeting.

20. Please provide the height of the tallest dimension of the nearest two contributing buildings.
