In reviewing the architectural concepts for the project, we wish to offer the following comments. We feel the building is moving in the right direction to try and have some re!ationship with its adjoining neighbors; however, we suggest that the owner consider making a bolder statement on Rangeline Road as part of the revitalization anticipated in Old Town. The items that should be considered for the project are: 2. 3. 4. Using amhitectural dimensioned asphalt shingles. Considering adding masonry band to the lower portion of the building. Making the windows taller for a more dramatic "Old Town" effect. Modify the porch area by maldng a stronger statement with the vertical columns as well as their masonry bases, 8u~ 200 ~.~,~,~pois, Indiana 4624O We have taken the liberty to oveday and sketch a front elevation reflecting our thoughts and recommendations for the project. W'~h regard to color schemes for the project, we would recommend the consideration of dark gray architectural shingles, a dark red brown brick for the masonry piers with a sroa[I stone cap, a medium to light beige colored hardboard siding with white/cream colored window frames and window bands and details. We also recommend using a rectangular window unit above the do~ble doom in lieu of the curved arch. In reviewing the site plan, the two parking spaces in front of the building will need to be moved to the rear since no parking in front of ~ building is allowed for the ordinance and quite possibly the building could be moved slightly closer to Rangeline Road to allow for the two additional parking spaces in ihs rear. We offer the lbllowing comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: · Street and Right of Way - City of Carmel (Rangeline Road). · Water - City of Carmel · Sanitary Sewer - City of Carmel · Storm Sewer - City of Carmel 3. Board of Public Works and Safety Approval Requirements: ·Water Availability. · Commercial Curb Cut. The request for Board approval should include 8 ½" x 11" exhibits that will indicate the existing curb cut, the proposed curb cut and all appropriate data and dimensions including width, radii, etc. Please indicate all existing and opposing driveways and their relationship to the proposed curb cut for this development. · Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to be located anywhere other the site of the permanent curb cut. · Consent to Encroach approvals for any permanent improvement to be installed within dedicated easements and/or dedicated right of way. If an irrigation system is plam~ed for this project, additional Water Availability approval will be required from the Board and additional Water Connection Fees will be due. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. TAC Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and sigmed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. If more than the minimum of five-sets are requested to be approved, the additional sets (maximutn total of two additional) must be submitted with the five required sets. 6. Please be advised that any installation of signs, walls, iiTigation systems, etc. within dedicated easements and/or right of way will require Consent to Encroach approval. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water and sanitary sewer main locations. 8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues. 9. I am including copies of the following with this correspondence: · Commercial Project Approval Procedures. · Permit Data, Contacts, etc. · Commercial Permitting Procedures. BONDING REQUIREMENTS 10. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates It does not appear that Perfommnce Guarantees will be required for this project. Street Cut/Right of Way Permit and Bonding Requirements Any work in the dedicated right of way of Rangeline Road will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way ~ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange permitting and bonding. PROJECT COMMENTS-CONSTRUCTION PLANS 11. Please provide drainage calculations for this project. We reserve the right to provide additional comments on the storm sewer/storm drainage plan after receipt and review of drainage calculations. 12. Is the Rangeline Road curb cut indicated on your plans an existing curb cut or a new curb cut? If it is an existing cut, do you plan any modifications? 13. Will the existing Rangeline Road sidewalk be impacted in any way with this construction? 14. If this is an existing shared curb cut or a new shared curb cut, is there an access easement or agreement between the two property owners':' Please provide a copy if there is. If not, this would be a requirement of approval. 15. Are you sure of the right of way dimension of 20-feet? The drawing indicates the existing brick walk being outside of the right of way of Rangeline Road. Our plans indicate a 25-foot west half right of way for Rangeline Road in this area. 16. Regarding the existing storm structure at the southeast comer of the site, where does the existing 12- inch RCP now terminate? 17. What assurance is there that storm water runoff from the curb turnout will be contained in the 2-tbot wide concrete swale at the connection angle of the turnout and the swale that is indicated? 18. The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed construction plans. It is critical that our office be made aware of all modifications made on the plans being re-subnfitted, particularly if any such changes are considered "new" or fall outside of our initial review. I) This report is an investigation relative to the'retention necessary on the tract; and the storm drainage facilities necessary to convey drainage. I I The detention/retention for the proposed facilities includes an individual stormwater management areas otherwise called "parking lot detention.". EXISTING CONDITIONS ! ! The existing onsite, totaling the watershed, is Miami type soils. No significant offsite was taken into the analysis fbr discharge comparison. The existing watersheds by surface water flow was in a northerly direction, but an.existing Eight (8) inch pipe tying into the existing curb inlet at the southeast comer of the property, may indicated that the existing facilities on site, tried directly into the Range Line Road storm sewer in the street. ! ! The existing Eight (8) inch pipe had serVed the property and with a controlled outlet, the proposed facilities with a stormwater management area limits the rate of discharge from the site to no more than the existing Eight (8) inch pipe capacity. Existing runoffcoefficient for the parcel was 0.30, or curve number 69. The existing permissible release rate was calculated for existing (vacant property) conditions. Based upon existing condition the following rates were adhered to: Total existing 2 Year 0.39 cfs 10 Year 0.50 cfs 100 Year 0.65 cfs ANALYSIS OF STORMWATER MANAGEMENT AREA. The inflow and outflow hydrograph,utilized the Rational Hydrograph, with a weighted runoff, Hydraflow Hydrographs 2002 by Intelisolve. This developed (the Q2, Q10 and Ql00 frequency storms). The following reflects the total hydraulic analysis of the Hydrographs, with the following results. The control structure for the proposed site area will be a an eight (8) orifice prior to the curb inlet fbr control and management of fluctuations and release rates.
