Engineering Manager Insight Engineering, Inc. 9765 Randall Drive Indianapolis, IN 46280 RE: Main Street Plaza Development - Project Review 2 Dear Mr. Phillips: The City has received your conmaent letter and revised drawings dated June 18, 2004. Thank you for addressing the City's comments. Based on a review of your conunents and the submitted drawings, the issues from the City's first review on February 13, 2004 were satisfactorily addressed with the following exceptions: 1. The detail for the City straight curb has not been added to the plans and the keynote which references the curb has not been revised. Please add the City standard detail to the detail sheets and reference the detail itself rather than the text "Per City of Carnrel Standards". Based on the same City review, the City offers the following conunents: Site Platt 1. The west half of the north entrance is somewhat confusing. The walk appears to be integral curb and walk (Keynote "N") yet the keynotes define that it should be constructed as separate curb and ~valk (Keynotes "B' and "M") immediately adjacent to each other. Please clarify on the drawings. 2. The ADA ramp at the intersection of Main and Guilford shows that the ramp would terminate at a straight curb. Please revise so there is not a 6-inch curb at the ramp end. 3. There are no apparent keynotes on the Site Plan that reference Keynotes "C', "K" and "V". 4. The City understands that the Outdoor Seating area is included as an Alternate on the plans for pricing pnrposes. Please understand that this Department's approval of the drawings will not include the Outdoor Seating Area as drawn. Please provide a note on the drawings that states the Outdoor Seating Area is pending Board of Public Works and Safety approval and cannot be constructed withont this approval. 5. There is one keynote for ADA ramps and two details. Please clarify on the drawings. 6. ls the walkway shown behind the xvestern wing of the building integral cnrb and walk or is this walkway flush with the existing pavement? Grading Platt 7. It is apparent from the grading plan that the ADA ramp on the west side of the north entrance xvill trap walcr. Will the ramp landing be pitched towards the parking lot? 8. Thc City understands that grading down to thc west property line is a critical area, however, will thc parking lot grading in this area down to the inlet south of the dumpster pad create ponding problems in the parking lot? Although not a condition for approval, the City recommends creating Fxx 317 571 2i3) Mr. Darrell G. Phillips 8/2/2004 Page 2 of 2 a valley gutter at the front of the parking stalls to channel water directly towards the inlet rather than directing it west and then back easterly to enter the inlet. Utility Platt 9. Typically, the Utility Department requires existing water main services to be capped at the main, not at the property line as shown. Please contact the Utility Department for clarification. 10. The detail for the detention pond outlet references the Utility plan for dimensions for the openings. The City did not see these dimensions. Please label the critical detention pond and outlet piping elevations on the plan or the detail to ensure that the structure is ordered and installed correctly. Details 11. Please edit the Right-of-Way pavement detail from that requested on our previous review to be the following: 1.5" H.A.C. Surface #11 over 5" H.A.C. Base #5D over 7" Compacted #53 Stone over 4" Compacted #2 Stone. 12. Are the thickened edge/interface sections to be installed within the existing and proposed right-of- way? 13. The Curb Turnout detail is labeled for installation in existing curbing. Will this detail be implemented on existing or proposed curbing? 14. Please delineate the bedding and initial backfill limits on the RCP Trench Details. The lin'fits are iuferrcd but not specific. Please show the imits of initial backfill to be 6-inches above the spring line of the pipe for both details. 15. Is the Trench Cut at Pavement and Bituminous Asphalt Patching details for the same application? Please delete one of the details if this is the case. Your letter was forwarded to me, as attorney for Main & Guilford Plaza, LLC. Please understand that my client does not propose any "auto body shop" to operate on the southwest corner of Main & Guilford. While there will be auto repair and service, it will not include any repair of wrecked or junked vehicles, nor will it require storage of any such vehicles. Additionally, and in response to your questions concerning other proposed operations, them will be no gasoline/fueling island or pumps, and no underground storage tanks. There will be above-ground (275 gallon) tanks lbr used oil, transmission fluid, and similar liquids. Those tanks will be properly emptied by third parties and will be kept away from ignition/heat sources. The facility will have adequate bay space and ventilation so that work will be performed inside, and there will be no release of noxious fumes into the air. As you probably saw at the Plan Commission hearing, my client proposes a first class mixed use center for this comer. Because there will be other tenants in the building, them is every incentive for Joe's Auto Service to operate in a manner which is compatible with those tenants, and the surrounding neighborhoods. It is my client's intention to turn this former gas station into a project that the residents of Carmel can be proud of, and I believe what they have submitted to the City bears that out. We live in Wilson Village and our homes are along Guilford Road. We fear that the presence of an auto-body shop at this location would detract from the esthetic and monetary value of our homes. An auto-body shop, by nature, is a noisy and odiferous business as well as a visually unattractive one. The fumes produraxi by this type of industry are not conducive to the health of our neighborhood. We have asthmatics and individuals suffering from emphysema in the very near vicinity. The parking lot would be used to park cars waiting to be repaired, some of which would be damaged in collisions, thus giving the area a "junk-yard" appearance. This would not be the impression that we wish to give to those who are passing by our homes, visitors or potential buyers. For the reasons stated above, we strongly object to the proposal regarding an auto-body shop in this area and respectfully ask the board to prevent any change in the zoning that would allow this to occur. That request will be placed on the Plan Commission agenda for consideration on March 16, 2004. It is likely that the Plan Commission will forward the item to committee for discussion on March 30 and return it to the full Commission on April 20, 2004 for forwarding to the City Council. Th.e heating in front of the City Council would likely occur on May 3~ with final action taking place on May 17t~ or June 7t~. With that said we would ask the Commission to review your application and approve it subject to the favorable resolution of the rezone request. The following comments are based on review as if the property were zoned OM/MU: Architectural Design: 1. EIFS shall not be used within 8' of the ground. Cast stone would be a suggested material. 2. The building needs a def'med base. 3. Make all cornice work 360 degrees around elevated fagade. 4. The elevation of the trash enclosure attached to the building is not consistent with the width represented on the site plan. Please revise. 5. Show building / brick detail on south and west elevations. 6. Is there a rear customer door into the Auto Service area? If so, where on elevations? Signage: 7. Provide greater detail of proposed signs for this application as well as Variance requests. We need to further discuss the requested relief for signage. The Department will support some level of relief. In the past the BZA has provided relief for this type of building allowing it to be considered as a Multi-tenant Ground Floor w/th Multi-tenant Building Complex ground signs.
