Enclosed are the revised drawings based upon the April 20, 2004 Plan Commission
Meeting and May 6, 2004 Special Studies Committee comments from your office
regarding the above referenced project. The following is the response that address

Signage: One wall sign is all that the bank is asking to have on the building.
The green sign by day and white sign by night has been addressed by Ken
Sebree in a submittal packet to Jon Dobosiewicz on May 12, 2004.
The dumpster enclosure has been relocated away from Michigan Road, and
the has been modified to match the building materials (Also submitted to Jon
Dobosiewicz on May 11, 2004).
The roof top mounted equipment has all been screened from view as shown
in submitted wall elevations.
Color elevations of all four sides of the proposed building have been provided
to Jon Dobosiewicz on May 12, 2004.
All questions from both Commission meeting were addressed, and approved
4-0 in the Special Studies Committee pending the submittals to Jon
Dobosiewicz.
Hamilton County Surveyor's Office has approved the outlet request (copy
attached)
Plans have been re-submitted to Clay Township Regional Waste District for
final approval (May 13, 2004).
TAC comments were addressed and re-submitted to Jon Dobosiewicz on
April 8, 2004.
Scott Brewer has given his verbal approval April 14, 2004. He has not sent a
comment letter or approval letter to date.
Hamilton County Soil & Water has been re-submitted for approval (May 13,
2004).

Response to the TAC comments
Dear Jon:
The following are the responses to the comments from you and Scott Brewer in the March 17th TAC
meeting,
I have meet twice with Scott Brewer and addressed all of his landscaping and planting
concerns· Scott has told me that the Landscape Plan in this submittal meets all of Carmel's
requirements and is approved by him. The steel edging concern discussed in the TAC
meeting has been addressed with Scott. National City Bank has contracts with landscaping
companies to do bi~weekly maintenance and up keep of all their properties~ Scott said the
"Steel Edging" can remain on the plans.
John South's comments have also been addressed and he has our final construction plans
as well. John has done a quick review and told me that it looks like I have addressed all his
comments.
An up dated Lighting and Landscaping Plans are in this submittal. The lighting matches KITE
Development's master lighting specs and type that had been approved by your office earlier
this year.
4. The entrance drive lines up across from each other on the private drive.
5. The architect is working on the NCB sign with Kite first before submitting plans to your office.

Dear Mr. Skoog:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on March 3, 2004 for thls project and have the following comments:
1. The proposed site falls within the Park Northwestern-Watershed.
2. This proposed site DOES NOT fall in a Carmel Well Head Protection Area.
3. This proposed site is pm of the master plan for Weston Park and the site drainage
has been included in thc drainage calculations.
A stub pipe from structure 26 was included in the regulated drain system to
service lot 3. Please try to utilize tiffs stub as the outlet point for the site. The
HCSO will not allow another structure to be set into the proposed 30" RCP nm
without it being approved by and coordinated with the oflsinal design engineer.
The existing stub to lot 3 will also need to be properly terminated, if it is not
utilized.
Please show and label the regulated drain easement per the Weston Park plat
recently aplxov~l by this office. The easement information can be attained from

We have reviewed the proposed revised construction plans, for the above mentioned project,
submitted to the Hamilton County Surveyor's Office on Febmery 26, 2004 for this project
and have the following comments:
1. Please submit the following procedural items to this office, non-enforcement
request for subdivision, (cannot locate page 2 - information sheet).
2. Please change siructure #26 to a full size manhole to meet the HCSO Standards.
Please change the direction of the outlet end section to point in a more down stream
direction. This is to help the flow of water to follow the natural water course
pattern and help min/mizc future maintenance issues.
Please add underdrains (per HCSO Standards) to thc proposed dry detention basin
on the existing lot 2. This will be to help eliminate standing water problems in thc
dry detention basin.
5. Please provide the latest approved landscape plan.
6. Once all about comments are addressed, please submit 7 copies of the construction
plans for approval by this office.

We have reviewed the revised consu'uction plans submitted to the I-hmilton County Surveyor's
Office on February 17, 2004 for this project and have the following commants:
Per the HCSO Lake Standards (D6 thru DS) the emergemcy spillway and overland
routing for detention ponds need to be at the 100 year flood elevation, The current
plans have the emergency spillway set a I foot about the 100 year elevation.
2. Please add dcbrb 8uards, per HCSO Detail, to structures 604, 61 I, 607, 651, and
651.
3. Please add Standard Details 05 and D21 to the cousiruction plans.
Please make sure the Lake Cross-section detail in the plans is the one that is being
used for the detention basins. Also, make sure the Lak~ Outer Detail matches the
Lake Cross-section detail used ('D-6 with D-9, D-7 with D-10, and D-8 with D-l 1).
5. Please include our approved Storm Structure Data Table, standard D-19, on the site
development plan. I cannot locate this table on any sheet in the current plans.
Please submit the following procedural items to this office, petition for regulated
subdivision, utility crosstng permit, engin~r's estimate, and all associated bonds for
100% of construction cost. The applications are available on our website at
www.co.hamiiton.in.us, go to Departments, Surveyor, and Documents for
Download. I am aware the developer is in the process of submitting some of these
items.

approval of the Hamilton County Drainage Board. All the current proposed storm
sewer system will become part of the rcgnlated system with the exceptions of the
stubs to serve the individual lots.
Please submit the following procedural items to this office, petition for regulated
subdivision, non-enforcement request for subdivision, engineer's estimate, and all
associated bonds for 100% of censtruction cost. The applications are available on
our website at http://WWw.co.hamilton.in.us, go to Departments, Surveyor, and
Dralrmge Permits.
This proposed project will also involve a 52.5 reconstruction hearing for thc Park
Northwestern Regulated Drain by the Hamilton County Drainage Board. I will
send an e-mail that has the correct petition attached in the very near future.

4. Before reconstruction of thc regulated drain beings, 3 risers will need to be placed
on the regulated $SD for the Park Nolthwestem drain. This will be to allow us to
monitor the function of the $$D during and after construction.
5. Please add a note to the construction prints that states "Any damage to the Park
Northwestern sub-surface drain during the reconstruction process will be repaired
by the developer or contractor, at their expense."
6. Please provide plan and profiles for the proposed regulated storm sewer.
7. Please include all appropriate HC$O Dcsi/n Standards in the construction plans.
8. Please include a storm structure data table, on sheet CD. 1, using thc approved
format from HC$O Standard D-19.
9. Please make sur~ all rcgulatcd drain pipe bas a minimum of 2 feet of cover and
havc adequate cover undcr thc curb linc.
