TRANSCRIPT CERTIFICATE OF THE SECRETARY
OF THE CITY OF CARMEL PLAN COMMISSION
I, Ramona Hancock, do hereby certify as follows:
1. I am the duly qualified and acting Secretary of the City of Cannel Plan
Commission (the "Plan Commission"), and as such officer, I keep and maintain the papers,
records and minutes of the proceedings of the Plan Commission and other documents pertaining
to the governing of the Plan Commission.
2. The transcript of which this Certificate is a part contains, among other documents,
a full, true and correct copy of all proceedings had and actions taken by the Plan Commission
relating to the establishment of the Illinois Street Economic Development Area (the "Area"). All
such proceedings had and actions taken have been duly recorded by me in the proper records of
the Plan Commission now in my custody and remain in full force and effect, unchanged.
3. The copy of Resolution No. __, adopted by the Plan Commission on April 20,
2004, included in the foregoing transcript, has been compared by me with the original thereof
and is a full, true and correct copy of the whole of such resolution, and the resolution has been
duly signed by the proper officers as indicated on the copy, and has been recorded by me in the
permanent records of the Plan Commission and is in full force and effect, unchanged.
4. The transcript of which this Certificate is a part contains a full, true and correct
copy of the minutes of the meeting of the Plan Commission held on April 20, 2004.
5. There is no litigation pending or threatened affecting (a) the existence of the Plan
Commission and (b) any of the proceedings taken by the Plan Commission as set forth in the
foregoing transcript.
6. All actions taken by the Plan Commission relating to the establishment of the
Area were taken at meetings open to the public and held in compliance with Indiana
Code 5-14-1.5. Notice of the meetings was given in accordance with Indiana Code 5-14-1.5. No
such actions were taken by secret ballot or by reference to agenda number or item only. If an
agenda was used it was posted at the entrance to the meeting room prior to the meeting.
Memoranda were kept during the meeting and made available as required by Indiana
Code5-14-1.5. No executive sessions were held except those permitted by Indiana
Code 5-14-1.5.

RESOLUTION OF THE CITY OF CARMEL PLAN
COMMISSION DETERMINING THAT RESOLUTIONS AND AN INTEGRATED
ECONOMIC DEVELOPMENT PLAN & AMENDED REDEVELOPMENT PLAN, AS
AMENDED, APPROVED AND ADOPTED BY THE CITY OF CARMEL
REDEVELOPMENT COMMISSION CONFORM TO THE PLAN OF DEVELOPMENT
FOR THE CITY OF CARMEL AND APPROVING THE RESOLUTIONS AND PLAN
WHEREAS, the City of Carmel Plan Commission (the "Plan Commission"), is the body
charged with the duty of developing a general plan of development for City of Carmel, Indiana
(the "Citf'); and
WHEREAS, on February 10, 2004, the City of Carmel Redevelopment Commission (the
"Redevelopment Commission"), as the governing body for the City of Carmel Redevelopment
Depar~ent (the "Department"), pursuant to Indiana Code 36-7-14, as amended (the "Act"),
adopted thc following resolutions:
(1) Resolution No. 4-2004 which amended and expanded the Integrated 126th Street
Corridor Economic Development Area and approved an Integrated Economic Development Plan
& Amended Redevelopment Plan, including the 2004 Amendments thereto, dated February 10,
2004 (as so amended, the "Integrated Plan");
(2) Resolution No. 5-2004 which amended and expanded the Old Meridian Street
Economic Development Area and approved the Integrated Plan ir/connection therewith;
(3) Resolution No. 6-2004 which amended and expanded the North Illinois Street
Economic Development Area, re-designated such area as the Illinois Street Economic
Development Area and approved the Integrated Plan in connection therewith;
(4) Resolution No. 7-2004 which amended and expanded the Plum Creek/Hazel Dell
Parkway Economic Development Area and approved the Integrated Plan in connection
therewith; and
(5) Resolution No. 8-2004 which amended and expanded the 96* Street/Hazel Dell
Parkway Economic Development Area and approved the Integrated Plan in connection therewith
(Resolution Nos. 4-2004, 5-2004, 6-2004, 7-2004 and 8-2004 are hereinafter collectively
referred to as the "Redevelopment Commission Resolutions"); and
WHEREAS, the amendments referred to above expand each of the respective Economic
Development Areas by more than twenty percent (20%); and
WHEREAS, the Redevelopment Commission has submitted the Redevelopment
Commission Resolutions and the Integrated Plan to the Plan Commission for approval pursuant
to the provisions of Section 16 of the Act, which Redevelopment Commission Resolutions and
Integrated Plan are attached hereto and made a part hereof; and
WHEREAS, in determining the location and ext~nt of the new ~reas to be included in the
respective Economic Development Areas, the Plan Commission has determined that no residents
of the City of Carmel will be displaced by the proposed development thereof; and
WHEREAS, the Plan Commission has reviewed the Redevelopment Commission
Resolutions and the Integrated Plan and determined that they conform to the plan of development
for the City, and now desires to approve the Redevelopment Commission Resolutions and the
Integrated Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF CARMEL PLAN
COMMISSION, THAT:
1. The Plan Commission hereby finds and determines that the Redevelopment
Commission Resolutions and the Integrated Plan conform to the plan of development for the
City.

Thank you for this opportunity to address the new Carmel Plan Commission on behalf of the
Cannel Redevelopment Commission (CRC). There are several purposes for our visit this
evening, and we will attempt to summarize those purposes and then ask for your cooperation.
HISTORICAL PERSPECTIVE
The Carmel Redevelopment Commission (CRC) began its work in the 1990% with the initial
intent of assuring that the development in the area of the Science & Technology Park was of the
highest possible quality. In addition, the CRC was later asked to play a role in addressing traffic
problems through new road construction on the Hazel Dell Road improvements. Both of these
CRC roles were specifically and deliberately undertaken for the purpose of supporting the work
of the Plan Commission in assuring the highest quality of new development, as well as the
continued improvement of the city's thoroughfare systems.
As time passed, the CRC grew proficient in these roles, and over time, the CRC has provided
leadership in the development of the various portions of the City, as well as in providing
thoroughfare improvement funding for necessary roadway projects. The CRC has played a key
role in a broad range of projects and plans since the original plans and projects were crafted.
As development in these key areas increased, the size of the economic development areas grew,
and as the CRC's expertise increased, the role of the CRC in economic development in Carmel
also grew.
In 2000, the CRC took an extremely uncommon step. We are aware of no other municipality in
Indiana which has gone back and integrated its economic development planning in order to
assure smooth and methodical future growth. However, in 2000, the CRC took such a step,
and the result of that extra effort served to streamline and simplify the economic development
process for the next four years.
PURPOSE OF THE 2004 AMENDMENTS
The purpose of the 2004 Amendments to the Economic Development & Redevelopment Plans
represents the second update and integration of the CRC's planning effort. The central purpose
of the 2004 Amendments is to pull together the policies and practices of the CRC and to adjust
new groundwork for the CRC's activities for the immediate future. This document has been
carefully crafted, attempting to enable any reader to understand how the role of the CRC has
evolved with time, and to set forth the policies and developmental intentions of the CRC as it
moves froward from 2004.

The 2004 Amendments are being presented for the review of the Plan Commission, as well as the
City Council. Once those bodies have had the opportunity to review the Amendment, the CRC
will hold a public hearing to discuss the Amendments and their role in the future economic
development of the City of Carmel.
CRC's REQUESt, OF THE PLAN COMMISSION
The CRC is making a very specific request of the Plan Commission with regard to the 2004
Amendments. Your specific, statutory role is to review the document to assure that it conforms
to the comprehensive plan. The statute is quite specific to this end, and the policies of the CRC
are specifically designed to induce the CRC to act on conformity and deference to the role of the
Plan commission in governing development of the City.
CRC'S POLICY 1'0 ASSURE CONFORMITY TO rile COMPREHENSIVE PLAN
It is the CRC's policy to only consider economic development projects which conform to the
comprehensive plan. In no case in the history of the CRC has the CRC approved any project
which had not been approved by the Plan Commission. Furthermore, the CRC anticipates no
situation in which any project considered by the CRC would ever propose to alter the
comprehensive plan, or to conflict with the provisions of the comprehensive plan. In every case
of which I am aware, the CRC only took action to support a specific project after the Plan
Commission has completed its review and approval, thereby assuring conformity to the
comprehensive plan. These policies effectively reinforce and assure the community at large that
the CRC is acting in conformity with the with the comprehensive plan, as required by statute.
CONTENTS OF THE 2004 AMENDMENTS
The 2004 Amendments to the Economic Development & Redevelopment Plans performs several
tasks, briefly identified as follows:

To amend the boundaries of the economic development areas and redevelopment
areas, as shown;
To amend the list of projects which might be undertaken by the CRC in support of
economic development and redevelopment;
To re-design and redefine tax allocation areas for the purpose of supporting high-quality
economic development through tax increment financing; and
To bring all of the CRC's individual actions and activities since 2000 under one,
integrated planning document.
In all, the CRC proposes to amend the boundaries of the following Economic Development and

As Carmel moves forward, the CRC further re-states its vision that the City Center area be the
central focus of arts and cultural activities of the City. In addition, the creation of the North
Illinois Street Economic Development Area and the Old Meridian Economic Development Area
are specifically undertaken to support the efforts of the Plan Commission to assure extremely
high-quality development in these areas.
THE REASON FOR A SINGLE, INTEGRATED DOCUMENT
Thc 2004 Amendment was developed as a single, integrated document for the very specific
purpose of forcing the reader to confront the full scope of the historical activities of the CRC. It
is understood that thc most frequent readers of the document are likely to be the CRC members,
and despite the cumbersome structure of the 2004 Amendment document, the CRC ultimately
felt that the best govcmment policy would be formed when CRC members were forced to
confront not only the immediate situation of the moment, but the historical context of the issue,
as well.
Therefore, the 2004 Amendments took the 2000 Integrated Plan and incorporated the 2004
Amendments into each section of the 2000 Integrated document. In so doing, the CRC attempts
to assure that a single issue cannot be easily removed from context and advanced without
precedential basis, thus protecting the community from erroneous policy making.
APPROVAL OF RESOLUTION TO SUPPORT ROAD IMPROVEMENTS
Tonight the CRC is asking the Plan Commission to approve a resolution which enables thc CRC
to andertakc road improvements in the C-210 annexation area. These road improvements are in
conformity to the comprehensive plan and are being undertaken to support the developmental
growth in western Clay Township.
INVITATION FOR FURTHER INTERACTION
The CRC openly invites the Plan Commission to continue to interact with the CRC on matters of
development policy. They recognize that Carmel is developing on multiple fronts
simultaneously, and that such extensive economic growth is, by nature, complex.
Therefore, as the Plan Commission moves forward with its role in defining the future of the city
of Carmel, the CRC issues an open invitation to interact cooperatively with the Plan Commission
on future matters which relate to the future of Carmel. Although the statute clearly separates the
roles of the CRC from those of the Plan Commission, it has long been the policy of the CRC to
entertain a diversity of opinions and thoughts with regard to matters of economic development
and redevelopment.

approving the various amendments/expansions to existing economic
development areas in the City and the Integrated Economic Development
Plan, all of which were approved by the Redevelopment Commission at its
February 10, 2004 meeting. You will need to attach to the resolution
copies of all 5 of the Redevelopment Commisssion Resolutions identified
in the second recital, as well as the Integrated Plan (which I believe
Mike Shaver may have already delivered to you). We would like to place
this resolution on the agenda for the April 20 Plan Commission meeting.
