Dear Members:
The Carmel Plan Commission offers you the following report on the application (Docket No. 04030042 Z)
of Pittman Partners, Inc. petitioning the Commission for a favorable recommendation to rezone properties
generally located at 1224 S. Guilford Road from the R-l/Residence zoning classification to the PUD/Planned
Unit Development zoning designation.
The Carmel Plan Commission's recommendation on the petition of the applicant is "FAVORABLE."
At its regularly scheduled meeting on August 17, 2004, the Carmel/Clay Plan Commission voted ten (10) in
Favor, zero (0) Opposed, zero (0) Abstaining, to forward to the Common Council the proposed Ordinance
No. Z-446-04 with a Favorable Recommendation.
Please be advised that by virtue of the Plan Commission's Favorable Recommendation, pursuant to IC 36-7-
4-608(f)(4), the Council has ninety (90) days to act on this petition before it becomes effective as Certified
by the Commission. Ninety days from the date of this Certification (August 19, 2004) is Wednesday,
November 17, 2004.

Please find enclosed one copy of the Preliminary Development Plan for the Townhomes at Rangeline. The
plans have been revised per various TAC comments. Revisions and/or comments are as follows:
1. Access Easements have been added to the plan extending access to the property South of the site.
2. Location Map is denoted on sheet P 100, in addition the site location (hatching) has been updated.
3. Adjacent Zoning is denoted on sheet P101
4. The public notice has been published and notices to adjacent property owners have been sent.
Proof of notices will be forward to your office prior to July 16th. '
5. Informational packets will be delivered to your office prior to noon July 9th.
Also enclosed are copies of our response letters to the various TAC review agencies.

plans have been revised per various TAC comments and your letter dated March 22, 2004. Revisions
and/or comments are as follows:
1. The offsite sanitary sewer is now denoted to lie along the East side of Guilford Road. In addition a
permanent 15' wide easement is depicted on the plans.
2. The Project Description, Item 2, Sheet P101 has been revised to denote the sanitary sewers will be
designed in accordance with the Clay Township Regional Waste District Standards.

The proposed project falls within the City of Carmel.
The proposed project does not fall within a wellhead protection zone.
The final design of the storm sewer system will be depicted in the site construction plans at a
later date. The storm sewer design will be coordinated with your office and the City of
Carmel.
The final construction plans and drainage calculations will reflect a release rate of no more
than 0.24 cfrs/Acre.
The developer is coordinating with PSI with respect to the. discharge of storm water onto their
site and will also be obtaining easements.
The outlet from the pond to the W.R. Fertig drain will be denoted on the final construction
plans.
The final construction plans, secondary plat and drainage calculations will be forwarded to
your office for review at a later date.

Dear Dick,
Please find enclosed one copy of the Preliminary Development Plan for the Townhomes at Rangeline. The
plans have been revised per various TAC comments and your letter dated June 15, 2004. Revisions and/or
comments are as follows:
1. A passing blister has been added along the East side of Guilford Road. The developer will be
working to acquire the needed right of way from the adjacent property owner.
2. A cross section has been added to the plan denoting a widening of the Guilford Road
pavement along the West side of the street.
3. The exact method of extending storm and sanitary sewers across Guilford will be included in
the f'mal site construction plans for the site. If open cuts are intended the developer will appear
before the Board of Works for approvals.
4. The entrance lane widths have been widened to 18'.
5. The interior streets are intended to be private. In addition a note has been added to the plans
stating the streets are private and to be maintained by the Home Owners Association.
6. The street cross sections have been updated to reflect the new City standards with respect to
asphalt specifications.
7. The pavement located within the Guilford Road right of way will be constructed to conform
to pavement section for collector streets. The constructions details will be denoted on the final
site construction plans.
8. The offsite sanitary sewers will be located within an easement. In addition, an easement is
denoted along the sanitary sewer.
9. The storm sewer is proposed to discharge into an existing pond on the PSI site. In addition,
the developer is coordinating with PSI with respect to access and easements.
10. No onsite easements have been denoted on the plans since all utilities will be located within
blanket easements (similar to the Townhomes at Hazeldell). The easements will be defined in
the covenants & restrictions.
11. The exact alignment and placement of walks will be denoted in the final site construction
plans.
12. Drainage along Guilford is proposed to flow into each of the two ponds. An open culvert
under the entrance drive is not proposed.
13. Drainage along the West property line is proposed to drain across the top of curb in that
location and into the onsite storm sewer system.
14. Preliminary flood routing has ~~d to the plan. The exact location, grades and route
will be depicted in the final s~~

Please find enclosed one copy of the Preliminary Development Plan for the Townhomes at Rangeline. The
plans have been revised per various TAC comments and your comment letter dated June 16, 2004.
Revisions and/or comments are as follows:
1. There are 4 existing homes, various outbuildings, septic tanks, etc.. located on the site that are
proposed to be demolished or removed. A demolition permit will be obtained prior to
earthmoving. Additional information and details will be included in the final site construction
plans at a later date.
2. Construction trailers, model homes etc.., have not yet been determined. If later proposed, the
developer will obtain a temporary use application/permit.
3. Buildings are proposed to be 3 stories in height.
4. Specific information regarding the fire wall separation, sprinklers (if needed) square footages of
units, etc.., will provided at the time final site construction plans and detailed building plans are
prepared.

Dear Mr. Sexton:
We have received the submission for this project which is scheduled for the June 16, 2004 Technical
Advisory Committee meeting. The Department of Engineering has no issues or objections to the subject
rezone. We do offer the following comments on the Preliminary Development Plan.
1. If adequate right of way is available on the east side of Guilford Road, we request the construction
of a passing blister. If it is not currently available, we request that the acquisition of adequate right
of way be pursued with the property owner to allow this construction.
2. We will defer to the Department of Community Services regarding additional perimeter road
improvements. However, it will be our intent to request that the west half right of way pavement
section of Guilford Road be widened from the existing 10'+ to our standard subdivision street
(half) width of 15' with 3' stone shoulders.
3. If the storm sewer and water main crossings on Guilford are intended to be open cuts, Board of
Public Works and Safety approval will be required.
4. The lane widths at the entrance are very narrow. We typically request a minimum of 18 feet back-
to-back where medians are involved.
5. Are the interior streets to be private or dedicated?
6. If the streets are to be constructed to City of Carmel standards, be advised that we are in the
process ofrevi~ing our pavement section for subdivision streets. The surface asphalt specification
will remain the same. The Y' #9 HAC Binder is revised to 5" 5D Base. The 9" #53 Compacted
Stone base is revised to 7" #53 Compacted Stone Base. Additionally, the statement "All asphalt
paving is to be completed in the same construction season" will be added to the pavement section.
7. The right of way pavement section for the entrance will conform to the pavement section for
Collector Streets.
8. Is the sanitary server being installed in an offsite easement?
9. Is the storm sewer discharging to an existing pond? Why is the outlet pipe at an angle?
10. There are no easements labeled. Are all utilities to be private?
11. Sidewalks are not aligned across streets in certain places.
12. Is drainage provided in right of way for street drainage under the new drive?
13. Is a swale required along west property line?
14. Please indicate flood rating in the event of clogged inlets or extreme storm events.
We reserve the right to provide additional review and comments upon receipt of detailed construction
drawings.

We have reviewed the preliminary plat submitted to the Hamilton County Surveyor's Office
on March 22, 2004, 2004 for this project and have the following comments:
1. The proposed project falls in the City of Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. Please coordinate the storm sewer design with both the City of Carmel Engineer
Department and this office.
4. The proposed site falls in the W.R. Ferfig watershed, which has an allowable
release rate set at 0.24 els peraere, by the Hamilton County Drainage Board.
The Hamilton County Surveyor's Office will require letters from Cinergy and
IDNR approving the discharge into the pond that is part of the designated wetland
area. A private easement agreement will need to be provided to this office for the
outlet pipe across the ground owned by Cinergy.
6. Proof of an adequate and functioning outlet from the wet pond to the W.R. Fertig
regulated drain will need to be shown in the construction prints.
7. Please submit construction plans, secondary plat, and drainage calculations for
review by this office.
8. Please note that further comments may be necessary at a later date.
