Project Narrative
Miller Surveying Inc is acting as an agent and surveyor for Arley and Claudia Pryor, who
is the owner and developer of the subject parcel. The subject parcel is located at 12899
West Road in Zionsville being in the Southwest Quarter of Section 30 Township 18
North, Range 3 East. The subject parcel contains 15.29 acres, more or less.
The owner plans to construct a new single story structure containing 10,080sqtt. The
owner plans operate a proposed riding arena for personal use. The new barn will provide
comfort and safety to horses and riders. The barn will consist of the following: 60'x120'
indoor riding arena, staging area, tack room, wash room, and 12 stalls as shown in the
attached floor plan.

TECHNICAL ADVISORY COMMITTEE MEMBERS (TAC)
The plans were delivered to all the Technical Advisory Committee members and here is the list of
TAC Findings and Concerns and Resolutions
1. Gray Hoyt, Fire Marshall
A Knox Box will be installed per Mr. Hoyt request see attached letter.
2. Steven Broemann, staff engineer
This project lies within the limits of the city of Cannel. See attached letter.
3. Gregory Ilko, P.E. Crossroad Engineering
An underground drain will be install and connect to the guttering system and the
concentrated flow with be directed south to the Boone Creek, Regulated drain. See
attached letter
4. Greg Hoyes, Plan Reviewer, Hamilton County Surveyors Office
Mr. Hoyes concerns with Storm Manholes in the fields will be fenced off where the
horses will not have access. A filter strip along the top of baiak with open drain will be
installed per discussion with Mr. Hoyes about water quality. See attached letter and
attached filter strip detail per Hamilton county surveyor's office standard plan OD-9.
5. Cindy Feltner, Director of administration and custom service, Clay Township Regional Waste
Has no comment on the Variance being requested, see attached letter
6. John South, P.E., Natural Resources Plan Review
The size and scope of this project does not require the filing of an NOI for Rule 5
A filter strip along the top of bank with open drain will be installed per discussion with
Mr. Hoyes about water quality. See attached letter and attached filter strip detail per
Hamilton county surveyor's office standard plan OD-9.
7. Angelina Corm, Cannel Planning
1. Addition variance applications for each variance are included.
2. The plans were delivered to all the Technical Advisory Committee members.
3. A 5-ft side and rear yard setback has been added to the drawings.
4. The animal waste will be contained and spread over the 15 + acres.
5. The proposed roof height is 31 feet.
6. The fence line will be a perimeter fencing as shown on the drawing.
7. The Access drive will be installed as shown on the drawing.

1. Will this building be protected by an automatic fire suppression system? If so a meeting will
need to be scheduled to discuss the location of the fire department connection.

Dear Mr. Althouse:
This letter is in response to your request of constructing a new single story structure containing
10,080 square feet on the above mentioned property. As a consultant to the City Engineer, I
defer to that office to make recommendations requiring the need to detain for additional
impervious area added and the necessity of the respective drainage calculations. However, I do
offer one comment with regards to the concentrated flow from the gutters/down spouts of the
proposed structure. This discharge should not be directed to the north or west, as the potential
/hr adversely impacting adjoining properties with this runoff exists. Tile from the down spouts
should be directed away from the foundation of the proposed structure to the south, ensuring that
the collected discharge flows directly towards the Albert Shaw Drain.

We have reviewed the special usc information submitted to the Hamilton County
Surveyor's Office on December 6, 2004 for this project ami haVe thc following
comments:
1. This project falls within the jurisdiction of the City of Carmel.
.The Hamilton County Surveyor's Office has concerns related to Phase II
Storm Water Quality issues. This project is located adjacmt to an open
regulated ditch and has direct flows into that open ditch. This office will rely
on the guidance from .rolm South, with Hamilton County Soil and Water
Conservation District and Amanda Foley, City of Carmel Storm Water
Administrator. Our office would suggest a good disposal program of the
animal waste product and a grass filter strip along the open drain~
.
Thc Albert Shaw Regulated Drain crosses this parcel from the pond of
Claybom¢ Estates to the open ditch in RCP and manholes. These manholes
are solid lid casting and should be visible at thc surface. Thc Hamilton
County Surveyor's Office or Hamilton County Drainage Board will not be
responsible for injury or damage to the horses ifthey would come in contact
with the manhole castings.

TAC Comments for December 15 meeting
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the December 15, 2004 TAC meeting. Please feel free to copy and distribute this
e-mail or attach it to your meeting minutes. For future reference, we post all CTRWD TAC
comments to the Construction page of our website.
Tom Wood Nissan
This project is not located within the District's service area, but our Force Main runs
along north side of 96th Street. Please submit plans for review.
Village of WestClay, Sec 10012
Sanitary sewer construction plans need to be submitted for review by the District,s
engineers. The District has received two sets of plans, two'sets of plans need to be
submitted for review by the District's engineers. District project application needs to
be completed and sent to the District. An IDEM construction permit will be needed. All
IDEM submittal information should be provided following the District's plan review.
Mayflower Park, Park 6 - Stanley Steemer
Plans have been received and reviewed. Revisions have been requested. Revised plans
along with the District application need to be submitted before a sewer connection permit
can be issued. Building permits should NOT be issued unless the District has issued
connection permits.
Mayflower Park, Block 6, 3-4 replat
The District has no comments on the replat.
Mayflower Park, Block 6 - Fuller Engineering
Plans have been received and reviewed. Minor revisions have been requested. Revised
plans along with the District application need to be submitted before a sewer connection

This is a poorly drained soil with a seasonal high water table at 0.0 to 1.0 ft. This soil is located
on depressions and is subject to pondin8; slopes are 0 to 2 percc~nt. The native vegetation is
water tolerant grasses and hardwood trees. The surface layer is silty clay loam and has moderate
to high organic matter content (2.0 to 6.0 percent). Permeability is moderately slow (0.2 to 0.6
in/hr) in the most restrictive layer above 60 inches. Available water capacity is high (10.0 inches
in the upper 60 inches). The pH of the surface layer in non-limed areas is 6.0 to 7.3. This soil is
hydric. Wetness is a management concern for crop production. This soil responds well to tile
drainage; it is designated not highly erodible (class 3) in thc Highly Erodible Land (HEL)
classification system.

Permeability is moderate (0.6 to 2 in/hr) in the most restrictive layer above 60 inches. Available
water capacity is high (11,6 inches in the upper 60 inches). The pH of thc surface layer in non-
limed areas is 6.0 to 7.3. Wetness and il··ding hazard are management concerns for crop
production. This soil responds well to tile drainage; it is designated not highly erodible (class 3)
in the Highly Erodibl¢ Land (HEL) classification system. Because of the flooding hazard, this
soil has a severe limitation for most non-ag uses.
