Docket No. 11120022 ADLS Amend: Carmel Walk— Signage. The applicant seeks approval to place one new ground sign on the property. The site is located at 1305- 1329 S. Range Line Rd. and is zoned B -8 /Business, located within the Carmel Drive/Range Line Rd. Overlay Zone. Filed by David Fineberg of the Fineberg Group, owner. Present for Petitioner: David Fineberg, Fineberg Group, requests approval of ADLS Amendment for a new ground sign located at 1305 -1329 South Range Line Road Overview: Petitioner requests approval for a new ground sign Sign will be illuminated Petitioner states sign will be no closer than 5 feet from right -of -way Petitioner agrees to remove sign if right -of -way changes vision turning radius become an issue Petitioner has already acquired variances for the sign Dept. Comments, Rachel Boone: Grand fathered sign on site will come down be replaced with sign that meets current code Carmel Drive, Range Line Road Overlay would not allow ground sign 45 sq ft allowed by Sign Ordinance proposed sign complies Dept supports this request recommends approval Motion: Alan Potasnik to approve Docket No. 11120022 ADLS Amend, Carmel Walk Signage, seconded by John Adams, approved 4 -0. 2. Docket No. 11120026 ADLS Amend: Parkwood Crossing Bldg. 5 Signage. The applicant seeks approval to place one new wall sign on the east face of the building. The site is located at 510 E. 96 St. and is zoned B-6/Business, within the US 31 Corridor Overlay Zone. Filed by Steve Granner of Bose McKinney and Evans on behalf of Duke Realty Limited Partnership, owner. Present for petitioner: Steve Granner, Zoning Consultant, Bose McKinney Evans; Blaine Paul, Duke Construction. Overview: Bldg 5 at Parkwood Crossing has a variance to allow 2 wall signs on north facade Only one sign physically exists on north facade Variance for 3` sign on east facade of bldg 5 Sign is for future tenant will allow Duke to do more competitive marketing Sign will be similar in color lighting with what has already been approved Dept Comments, Rachel Boone: Variance was approved for 3` wall sign Specifications for size height of sign are similar to other bldgs within development meets existing sign package Sign is approximately 120 sq ft meets the ordinance Dept recommends approval Motion: John Adams to approve Docket No. 11120026 ADLS Amend, Parkwood Crossing Bldg 5 Signage, as presented to the Committee; seconded by Steve Lawson, Approved 4 -0 3. Docket No. 11110009 DP /ADLS: Fifth Third Bank. The applicant seeks site plan and design approval for a new bank building. The site is located at 205 E. Carmel Dr. The site is zoned B-8/Business and lies within the Carmel Dr. Rangeline Rd. Overlay Zone. Filed by Kurt Prosser of GPD Group. Present for petitioner: Jeff Wagner, 1000 Town Center, Southfield Michigan; Kurt Prosser, GPD Group, Civil Engineers, Columbus, Ohio; Mike Sexton, Project Manager Overview: Petitioner says he has addressed most all comments in Dept Report Petitioner has eliminated interference at stairwell, proposed a clear window at mechanical area Two open items: Spandrel glass placement Dept asked that it be eliminated or minimized Spandrel glass at bathroom area and janitor closet petitioner could leave as Spandrel or institute a similar treatment such as CVS or utilize a blank wall. Petitioner has eliminated interference at stairwell, clear window at mechanical; remaining issue is toilet rooms and janitors closet. Monument sign background will not be lit at night base material will match base of bldg Note: Dept approves leaving Spandrel glass at bathroom area; every other window is clear glass. Question outstanding: Cross Access Easement petitioner to indicate how parking lot will tie into the connector dept requests connector be built now. Petitioner requests condition of final site approval that cross access easement will include definition of where connector will be located, but installed when access road is built. Petitioner commits to install connector, but at a later date; connector road to be made a part of Cross Access Easement. Note: Dept is OK with installing connector road at a later date, if made a condition of approval and commitment to install is submitted in writing to the Dept. Petitioner agreed to commit in legal document to construct the connector at a later date when the location is determined. Dept Report, Angie Conn: Petitioner has addressed all comments in Dept Report Petitioner is single tenant in the building Committee has final voting authority Petitioner to submit legal document committing to construction of connector road Motion: Steve Lawson, "To approve Docket No. 11110009 DP /ADLS, Fifth Third Bank, conditioned upon petitioner submitting a legal document committing to construct a connector road to be made a part of Cross Access Easement;" seconded by Alan Potasnik, Approved 4 -0 4. Docket No. 11090004 OA: Sign Ordinance Update. The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order to update and revise the regulations for signage. The applicant also seeks to update Chapter 3: Definitions, Chapter 19: B-/Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C- 2 /Old Town District, Chapter 20G: OM /Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone, Chapter 23C: US Highway 421 Michigan Road Corridor Overlay Zone, Chapter 231): Old Town District Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 23F: Carmel Drive Range Line Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and Architectural Design, Exterior Lighting, Landscaping Signage Regulations, Chapter 25: Additional Use Regulations, and Chapter 29: Administration in order to update other chapters containing sign standards. Filed by the Carmel Department of Community Services on behalf of the Carmel Plan Commission. Present for petitioner: Rachel Boone, DOCS. Also Present: Mo Merhoff, Executive Director, Chamber of Commerce; Ila Badger, member of the public. Topic: Window Signs nothing changes but a lot deleted because of redundancy Window Signs section now comprises a very small section of the Ordinance Number of signs, sign area, location Rule is 30% of total window area for a non illuminated window sign Window Sign is covered in the definitions Drive thru menu service signs: New wording will be consistent with formatting and will include preview board menu board. Menu Board can be 30 square feet, preview board 16 square feet, and still 6 feet in height; must be shielded from view, no restrictions on copy, illumination permitted. Definition Section will now include definition of preview board "per establishment" language to be added. New combined Section: "Old Town and Old Meridian" to be governed by sign size chart will now include a multi -tenant sections. If signs are tied to the type of building, it would be desirable to define the building. The consensus of the Committee is to move away from specifying areas and tie the signs to the building. 3 Carmel Drive/Range Line Road not previously specified in the Sign Ordinance now incorporated. Ground signs are prohibited, wall signs allowed in other areas besides Old Town. Rachel will re -work the Carmel Drive/Range Line Road Overlay Section with appropriate changes made in the Overlay Section itself. Post Arm -type signs allowed in other areas besides Old Town will be incorporated in the appropriate section. Last Section of Permanent Sign Section is newly created to have a place for some signs such as ATM, Barber Poles, Parking Lot Identifiers, etc. This will be relocated and reworked into the Exempt sign section.
