The Special Studies Committee considered the following item:
1. Docket No. 11090004 OA: Sign Ordinance Update.
The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order to
update and revise the regulations for signage. The applicant also seeks to update Chapter 3: Definitions,
Chapter 19: B-/Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C -2 /Old Town
District, Chapter 20G: OM/Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone,
Chapter 23C: US Highway 421 Michigan Road Corridor Overlay Zone, Chapter 23D: Old Town District
Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 2317: Carmel Drive Range Line
Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and
Architectural Design, Exterior Lighting, Landscaping Signage Regulations, Chapter 25: Additional Use
Regulations, and Chapter 29: Administration in order to update other chapters containing sign standards.
Filed by the Carmel Department of Community Services on behalf of the Carmel Plan Commission.
Copies were distributed of the Village of WestClay PUD and Clay Terrace PUD sign language for comparison
to the newly proposed Multi -Tenant Buildings Section.
Discussions involved:
Importance of Additional Signage for Secondary Entrances to retail/office spaces, both for
identification and access
Why rear entrance signs are only allowed for bldgs that have front yard depth of less than 15 feet
Rachel is to research and find out the reasoning for the 15 -foot rule
Is there Staff Discretion of the 15 -foot rule?
If the range of the sign was 16 -18 feet, would the sign still be allowed?
Street Frontage:
Overall, the use of the word "Street Frontage" should be adjusted/replaced due to changing
development patterns in Carmel. Ideas included:

Customer/Pedestrian Access

Thoroughfare /Alley Access
Need to Define "Public Entrance/Access"
Need to Determine the language for allowing additional signs on facades
Need to Define Primary Secondary Entrance to help distinguish the type of sign location allowed,
i.e. Secondary entrances could be allowed a smaller /non illuminated sign in addition to a main
identification sign
Visual Guide Example to be created of "Tenant Fagade" for clarification illustration as to where a
Secondary Projecting Sign is allowed for placement (to assure it is only placed on that particular
tenant's property)
For Less Confusion, Change definition of "Multi- tenant, Multi -Level Non Retail Service Building"
to Single Office Building
