The Special Studies Committee considered the following items:
1. Docket No. 11070019 CA: The Woods at Lions Creek Commitment Amendment
The applicant seeks approval to amend the commitments for this development. The site is located near
13700 West Road., and is zoned S- 1/Residential. Filed by Steven Hardin of Baker Daniels, LLP on
behalf of Pulte Homes of Indiana, LLC.

Typical is a 3X4 format, horizontal or vertical, more pedestrian scale, better suited for the area
Proposed sign does not really fit the overall, aesthetic character of Old Town, even though the size does

Petitioner states horizontal sign fits better with their logo; a more narrow sign produces a lot of white space.
The petitioner would like to maximize square footage available in the Ordinance. The "30 South Range Line"
address is not part of the design and the numbers will be on the building; the sign will have the website.

7. Docket No. 11110012 ADLS Amend: Strategic Marketing Research Signage
The applicant seeks approval to place one new wall sign on the east elevation of the building and to place
one new ground sign on the property. The site is located at 11708 N. College Ave. and is zoned B -2. It is
not located within any Overlay Zone. Filed by Kristen Kohl of Sign Craft Ind. on behalf of the owner.

The applicant seeks approval to place one suspended ground sign on the property. The site is located at 230
N. Range Line Rd. and is zoned B -1. It is located within the Old Town Historical Range Line Rd. Sub

10. Docket No. 11080018 DP /ADLS: The Bridges PUD HealthSouth Rehabilitation Hospital.
The applicant seeks site plan and design approval for a rehabilitation facility/hospital on 6.5 acres. The site
is located at approximately 11405 Spring Mill Rd. and is zoned PUD/Planned Unit Development.
Filed by Elizabeth Liles Mann of HealthSouth.

HealthSouth is the first development within the Office Residential Use Block of The Bridges PUD
HealthSouth's proposal fully complies with the PUD requirements
HealthSouth is a 40 -bed facility, 40,000 square feet including administration facility
Potential to expand to 60 beds in the future and occupy 60,000 square feet
Site access is via two drive cuts on Illinois Street access to an east/west drive that connects to Spring
Mill Road
Pathway connections provided between the building, the site, adjacent properties, Illinois St
Landscaping provided in the form of trees hedgerow to screen parking from Illinois St adjacent
drives
Grass sculptural mounds provided on south perimeter
Hedgerow is 42 inches in height and provides substantial visual screen
Ponds on perimeter, far south west comer of site, will be "goose- proofed"
Pedestrian connectivity plan presented at full Commission meeting on 11/15 was reference only
Plan now denotes in red pathway along Spring Mill Road, along Illinois Street, along 111th Street, and
in orange, the existing path along 116 Street
In addition to perimeter pathways, developer is required to provide 3 east/west connections (in blue)
Will be a pedestrian connection along the east/west drive proposed for construction, and a third
east/west connection starting at the southern -most entrance on Illinois Street and terminating near the
entrance to Williams Mill neighborhood on the opposite side of Spring Mill Road
There will also be a north/south connection through the site
The southem -most entrance along Illinois Street will have a sidewalk added from the parking lot to the
Illinois Street location
From the southwest building corner to the internal drive, an additional sidewalk has been added for
pedestrian access near the bike lockers and other parts of the facility without having to walk thru the
middle of the parking lot or vehicular drive to get to the future drive at the south of the property

Dept Comments, Angie Conn:
Engineering is OK with the construction documents
Concern that if site south of the hospital is not developed, and retention pond stays, the pedestrian
connection may not be built. The Dept would like a commitment regarding the east/west connection
timing construction
After concerns addressed, Dept recommends forwarding this item to full Commission with a positive
recommendation
Response, Jon Dobosiewicz:
The connection is not on the HealthSouth site. The petitioner will return at the January meeting with the
DP /ADLS for the berm the perimeter along 111 Street and Spring Mill Road. Jon will submit a response for
a definitive date for the east/west connector; no one available this evening that can commit to that. This can be
made a part of the proposal at the January Plan Commission meeting.
The petitioner is asking for consideration for the walks proposed along the north side of the HealthSouth site,
the west perimeter of the HealthSouth site the walk that exists along Illinois Street. The only difference is
the width. The requirement in the PUD is a 5 -foot internal, minimum, and the walk within the right -of -way
the City requires 10 feet.
The only sign HealthSouth is asking approval for is on the north/south elevation and directional signs internal
to the project. In January, a proposal will likely be made for the entryways and any interior, directional signage
The lighting impact on surrounding residential areas on the south and west is Zero the fixture height for lights
is 25 feet base plus pole

11. Docket No. 11090004 OA: Sign Ordinance Update.
The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order to
update and revise the regulations for signage. The applicant also seeks to update Chapter 3: Definitions,
Chapter 19: B-/Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C -2 /Old Town
District, Chapter 20G: OM/Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone,
Chapter 23C: US Highway 421 Michigan Road Corridor Overlay Zone, Chapter 231): Old Town District
Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 23F: Carmel Drive Range Line
Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and
Architectural Design, Ekterior Lighting, Landscaping Signage Regulations, Chapter 25: Additional Use
Regulations, and Chapter 29: Administration in order to update other chapters containing sign standards

Timing cost is cumbersome possibly have joint fees for sign and ADLS review at same time

Visual Guide would have examples drawings specifics visual would reflect the Sign Ordinance but not
be an actual part of the Ordinance. Sign package submissions would move toward staff approval for existing
buildings. Dept would like to keep ADLS review for existing buildings at Committee level.
Rachel will work on ADLS section review process and have available for next meeting. Rachel would like to
combine ADLS sign applications would simplify the process would also need to look at fees.
Mo Meroff Barbara Eden agree there needs to be specificity in the Ordinance, more sign criteria specified;
must be consistent rules should not change in the middle of the game. Chamber would support making
permanent sign process easier and quicker.
Permanent Sign Section A thru H is a new section to give specificity remove repetitive sections now in
Permanent Sign Section only.
Green area for sign bed is to be defined and will also be incorporated into the landscape ordinance definition
appears in landscape green area goal is to have the definition linked all words that are capitalized have
definitions and clearly defined
Wall signs should fit not cover the architecture of the bldg ......make a better illustration in the guide some
new language developed
Right of way issues with proposed or actual right of way change wording "should" "must" to shall re-
write Ordinance to require a recorded commitment for re- locating signs within the right of way by property
