1. Docket No. 11120018 ADLS Amend: Wolfies Grill — Signage.
The applicant seeks approval to place two new wall signs (south & east elevations) and to change the roofline
design of the building. The site is located at 1162 Keystone Way and is zoned B-8/Business (not located
within any Overlay Zone). Filed by Don Miller of A Sign By Design on behalf of the owner, Scott Wolf
The Committee re- ordered the agenda and allowed Docket No 11120018 ADLS Amend to be heard first.
Scott Wolf presented.
• The theme for the property is a northern woods grille. He would like to use cedar and green
paint on the front with a log cabin type design to give it a lodge type feel.
• Take the strip center and make it look like a free standing building rather than part of the strip
center.
• The roof will be raised 8 ft., and all the metal will be painted a hunter green. So the overall look
will be cedar with hunter green accents.
Staff
• There was some concern originally about the nail tenant, but Rachel Boone indicated they are just staying
until their lease is up.
• What does the back of the peak look like
o It will just be painted black to match the roof, the roof metal will be green to match the hunter
green

• In the event that the nail salon leaves and the landlord leases out the space is this sign the maximum
amount allowable —
o Trying to avoid conflict if a new business comes in
o We do not know the answer — his sign was based on only his sign request
o Asked about the green color — reviewed examples brought in
o What color will be channel letters be side will be black, front will be white
o Will there be outdoor seating — yes , the area will be cleaned up

2. Docket No. 11080011 Z: Monon Overlay Rezone, Natural Section North.
The applicant seeks approval to rezone properties which abut the Monon Greenway north of First Street NW,
to include them in the Monon Greenway Overlay Zone. This overlay district is super- imposed over the
primary zoning districts, and its regulations shall supersede those of the primary zoning districts. The
properties which are included in the rezone consist of properties which abut the Monon Greenway from 146"'
Street to First Street NW. Filed by the Carmel Dept. of Community Services on behalf of the Carmel Plan
Commission.
3. Docket No. 11080013 OA: Monon Overlay Ordinance Amendment.
The applicant seeks approval to amend Chapter 23H: Monon Greenway Overlay Zone of the Zoning
Ordinance in order to modify the regulations as need be during the rezoning of the affected parcels in the
Natural Section North. Filed by the Carmel Dept. of Community Services on behalf of the Carmel Plan
Commission.
Review of the previous agreed to changes:
• In packets the changes are highlighted. Red and blue texts are changes you have seen. Yellow are the
changes made last meeting
o Clarity has been added to the Purpose and Intent section to make sure it is clear that the 33 ft.
associated with the Monon Greenway on either side of the center line
o We changed the boundary from the center line from 90 ft. to 88 ft. so that figure is concurrent
with the largest set back possible.
o Page 3 the set back section — was simplified to 45 ft. from the center line of the Monon
Greenway
o In the Natural Section - setbacks shall be measured from the center line of the Monon
Greenway which encompasses the
o Clarifying where additional buildings would be counted if necessary just added a parentheses
o Intent was there in the last draft and
o Since January 2012 is passes, consider pushing date back - since this has to go to Council we
can choose a date or let the Council change the date. If council changes date, it will go back to
PC just for housekeeping
o Page 4 stated set back is 88 ft. from center line

• Page 3 last change item 2 what PUD's current exist in this area? Traditions on the Monon, Village green,
Cobblestone Commons are all PUDS
• In the past we have amended our ordinance to say where PUD "s can and cannot be. A PUD is a zoning
district in itself
• At the bottom of page 3, the parenthetical phrase "you can create more buildings than existed "should we
say "on that lot" John Molitor will rewrite this section and Adrienne will insert in the final document
prior to the Plan Commission meeting
• Move paragraph 2 to section 23 h .1.04 — how the overlay zone does and does not dovetail with rest of
zoning ordinance — Adrienne will make the change.
• The Parks Department — private residence connections are ok, but some fill in drainage ditches and Parks
want to at least take a look at them even for residential . in case where they are brmging in steps, etc.
they want to get a handle on that. Should Parks get involved enforcing drainage issues? If there a
defined process for putting in access to the trail what is the goal so they can design to that this was put
into to make a bridge between the property owner and the Parks Department - simply to say you may not
come into the easement. John will call attorney for Parks and make sure there are no issues. He will
have an answer prior to the Plan Commission meeting.
• Existing buildings do not come before the Plan Commission, but the Director of the Parks Department
could sign off on changes.
Mr. Doug Cannen who is representing himself along with the Schneiders and Medleys spoke regarding their
concerns on the 88 ft. setback at 146`h street near their properties that currently has no building on it.
Adrienne since it is a current subdivision this would be grandfathered unless they would move to replat, if
they did this is would come under the new ordinance.
Steve Lawson made a motion to send: Docket No. 11080011 Z: Monon Overlay Rezone, Natural Section
North and Docket No. 11080013 OA: Monon Overlay Ordinance Amendment to the Plan Commission
