RE: Personal Use--Horse Barn at 12899 West Rd., Zionsville IN
My husband and I have owned a riding stable in Clay Township located at our residence
at 2626 W. 141 st for the past 18 years. Our day-to-day activities include feeding and
caring for our horses. We also ride our horses on the property and in our outdoor arena.
We currently have 9 horses and 2 ponies. We have sold a horse and boarded that horse
for the new owner until she could find a suitable facility.
We intend to transfer this operation to our new address without making any changes
other than we would like to have an indoor arena to ride in. We have found that there are
many days that we are unable to ride without wind and rain. The topography in Clay
West is very flat and there are no hills or woods available to ride behind to escape from
the strong west winds that we experience in the country during October through March.
The indoor arena would allow us to be able to exercise our horses without freezing in the
wind and rain.
We hope that this answers any questions that you might have concerning personal use.

Brookston silty clay loam
This is a poorly drained soil with a seasonal high water table at 0.0 to 1.0 ft. This soil is located
on depressions and is subject to ponding; slopes are 0 to 2 percent. The native vegetation is
water tolerant grasses and hardwood trees. The surface layer is silty clay loam and has moderate
to high organic matter content (2.0 to 6.0 percent). Permeability is moderately slow (0.2 to 0.6
in/hr) in the most restrictive layer above 60 inches. Available water capacity is high (10.0 inches
in the upper 60 inches). The pH of the surface layer in non-limed areas is 6.0 to 7.3. This soil is
hydric. Wetness is a management concern for crop production. This soil responds well to tile
drainage; it is designated not highly erodible (class 3) in the Highly Erodible Land (HEL)
classification system.
CrA Crosby silt loam, 0 to 3 percent slopes
This is a somewhat poorly drained soil with a seasonal high water table at 0.5 to 2.0 ft. This soil
is located on rises on till plains; slopes are 0 to 3 percent. The native vegetation is hardwood
forest. The surface layer is silt loam and has moderately low to moderate organic matter content
(1.0 to 3.0 percent). Permeability is very slow (< 0.06 in/hr) in the most restrictive layer above
60 inches. Available water capacity is moderate (6.2 inches in the upper 60 inches). The pH of
the surface layer in non-limed areas is 5.1 to 6.5. Droughtiness and wetness are management
concerns for crop production. This soil responds well to tile drainage; it is designated potentially
highly erodible (class 2) in the Highly Erodible Land (HEL) classification system.
MmB2 Miami silt loam, 2 to 6 percent slopes, eroded
This is a moderately well drained soil with a seasonal high water table at 2.0 to 3.5 ft. This soil
is located on rises on till plains; slopes are 2 to 6 percent. The native vegetation is hardwood
forest. The surface layer is silt loam and has moderately low organic matter content (1.0 to 2.0
percent). Permeability is very slow (< 0.06 in/hr) in the most restrictive layer above 60 inches.
Available water capacity is moderate (6.1 inches in the upper 60 inches). The pH of the surface
layer in non-limed areas is 5.1 to 6.5. Droughtiness and water erosion are management concerns
for crop production. This soil is designated potentially highly erodible (class 2) in the Highly
Erodible Land (HEL) classification system.
Sh Shoals silt loam
This is a somewhat poorly drained soil with a seasonal high water table at 0.5 to 2.0 ft. This soil
is located on flood plains; slopes are 0 to 2 percent. The native vegetation is hardwood forest.
The surface layer is silt loam and has moderate organic matter content (2.0 to 4.0 percent).
Permeability is moderate (0.6 to 2 in/hr) in the most restrictive layer above 60 inches. Available
water capacity is high (11.6 inches in the upper 60 inches). The pH of the surface layer in non-
limed areas is 6.0 to 7.3. Wetness and flooding hazard are management concerns for crop
production. This soil responds well to tile drainage; it is designated not highly erodible (class 3)
in the Highly Erodible Land (HEL) classification system. Because of the flooding hazard, this
soil has a severe limitation for most non-ag uses.
IAdditional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
The size and scope of this project does not require the filing of an NOI for Rule 5.
A water course crosses the property and pollution from livestock is likely. The SWCD
can assist the owner with a plan to minimize the water quality impacts from grazing
animals and improper manure management.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Pryor Riding Arena
and has approved the plans subject to the following:
1. Will this building be protected by an automatic fire suppression system? If so a meeting will
need to be scheduled to discuss the location of the fire department connection.
We are requesting the installation of a Knox box for fire department access. If the building is
sprinklered, we will be requesting the Knox fire department connection cap(s). An application for
Knox products is available through our office.
If the building is equipped with a fire alarm system, we are requesting that the enunciator panel
be located at the main entrance.

Dear Mr. Althouse,
We have reviewed thc special use information submitted to the Hamilton County
Surveyor's Office on December 6, 2004 for this project and have the following
comlncnts:
I. This project falls within the jurisdiction of thc City of Carmel.

The Hamilton County Surveyor's Office has concerns related to Phase II
Storm Water Quality issues. This project is located adjacent to an open
regulated ditch and has direct flows into that open ditch. This office will rely
on the guidance from John South, with Hamilton County Soil and Water.
Conservation District and Amanda Foley, City of Carmel Storm Water
Administrator. Our office would suggest a good disposal program, of the
animal waste product and a grass filter strip along the open drain.

The Albert Shaw Regulated Drain crosses this parcel from thc pond of
Claybom¢ Estates to the open ditch in RCP and manholes, The~ manholes
are solid lid casting and should be visible at the surface. The Hamilton
County Surveyor's Office or Hamilton County Drainage Board wi],l not be
responsible for injury or damage to the horses if they would come in contact
with the manholc castings.

Dear Mr. Althouse:
This letter is in response to your request of constructing a new single story structure containing
10,080 square feet on the above mentioned property. As a consultant to the City Engineer, I
defer to that office to make recommendations requiring the need to detain for additional
in]pervious area added and the necessity of the respective drainage calculations. However, I do
offer one comment with regards to the concentrated flow from the gutters/down spouts of the
proposed structure. This discharge should not be directed to the north or west, as the potential
for adversely impacting adjoining properties with this runoff exists. Tile from the down spouts
should be directed away from the foundation of the proposed structure to the south, ensuring that
the collected discharge flows directly towards the Albert Shaw Drain.
