Docket Nos. 04030043 Z:
Dixie Highway Addition, lot 2 (pt) - Yang Health Center (Rezone)
4. Docket Nos. 04030044 DP/ADLS: Yang Health Center
The applicant seeks approval of a building addition. The site is located at 10640 N
College Ave and is within the Home Place Business District Overlay.~1~ ~[g~
Filed by Dennis Lockwood of Mark Swanson Associates, Inc. i~-- W~e'~
The applicant presented these applications at the May 18th Plan Commission meeting. No public
comments were delivered. The following represents the concems raised by the Department and
Commission Members:
,
Detail needs to be added to the east (front) elevation of the building. (i.e. tie existing
porch into building with dormer, add windows, etc.)
Blue window and door accents are not preferred.
Subdue the size of the phone number on the sign.
The Department recommends that the Special Studies Committee forward both items back
to the full Plan Commission after all comments and concerns are addressed.
Background:
The applicant is requesting a favorable recommendation from the Plan Commission to rezone the
subject property from the existing R-3 / Residential classification to B-1 / Business and approval
of a DP/ADLS application to construct a building addition and new parking area. Please see the
information packet for an overview of the proposal. The subject property is within the Home
Place Business District Overlay. This area is planned for future commercial uses under the
Carmel/Clay Comprehensive Plan. The proposed B-1 zoning complies with the range of uses
and standards contemplated within the Comprehensive Plan and overlay zone ordinance. The
Department recommends that the Commission forward the rezone request to the City Council
with a favorable recommendation once review of the DP/ADLS is complete.
Prior to the adoption of the Home Place Overlay a Use Variance was approved by the Board of
Zoning Appeals to allow a general office to be operated from the site. Last year the County
acquired right-of-way from the owner for the construction of the 106th Street and College Avenue
intersection improvements. The acquisition of additional right-of-way took several of the
parking spaces on the site and requires the demolition of an existing accessory building on the
property as well. At this time the owner would like to add on the existing building in addition to
addressing the parking needs brought on by the loss of real estate for the road project.
