We have reviewed your comments on the Plan Review and Comment letter of 8-17-2004, and
are responding as follows (numbered responses correspond to the numbered comments in
your letter):
1. Attached please find one set of 24"x36" civil construction drawings numbered C-1
through C-5.

A shorter overland flow distance was inadvertently used in the developed calculations
and did not account for the time of concentration in the new storm drainage pipe.
Attached is a revised Storm Drainage Report with this correction.

The Rational Method was used to determine rainfall amounts, required storage volume
and discharge rate for this project. While it is not the TR-55 model you mention, the
Rational Method is a recognized engineering method that we felt was appropriate for
this two-tenths acre site.

The existing grade along the property line varies from 846.14 to 846.60, which is
higher than the 845.84, 100-year water surface elevation. The grading was designed
so that the retention area would not overflow onto the neighbor's property.

project.
4. The drainage ~eport states thru water will pond in the parkins lot, during a 100
year rain event, to a depth of 7.32". The HCSO is acceptable with this, we must
ask how the water will pond this d~ep when the top of ourb is only 6" about the

pavement. This would make it appear that during a l O0 year event that water will
-be flowing over the curb and onto the property owner next door, which is
unaccepteblc with this office.

Dear Gary:
The replat of Lots 1, 2 and 3 of Block 10 in the Carmel Science & Technology Park was not submitted for
the Board of Public Works and Safety September 8 agenda due to the following reasons:
· I did not receive the plat in time for placement on the agenda. We normally require BPWS
submissions 2-weeks prior to the meeting date in order to give us time to prepare our response by
the Clerk-Treasurer's deadline, which is 4:00 on the Wednesday prior to the meeting. For the
September 8 meeting, our deadline was 4:00 on August 31. I received the plat approximately 3-
hours prior to this deadline.
We require a letter to accompany the plat requesting approval by the Board. I did not receive a
letter of request.
· All r.equired Performance Guarantees must be posted with the Engineering Department prior to
placement of the plat on the Board's agenda. We have not received the required Performance
Guarantees. Please see the comments regarding performance guarantees.
· The plat does not reflect dedicated right of way, as we would like it to be indicated. Please
change the bold lines that are labeled Original R/W Line for 122nd Street and for Congressional
Boulevard to a lighter line. Change the light line dimensioned as 70' on 122nd and 40' on
Congressional to a bold line and label as New R/W Line on the drawing. The comer cut should
also be bolded.
The next regularly scheduled Board of Public Works and Safety is September 15, 2004 and our deadline for
submission to the Clerk-Treasurer's Office will be 4:00 on Wednesday, September 8. If you desire to get
this plat on the September 15th agenda, please have the letter of request and Performance Guarantees in our
office as soon as possible. Also, have the revised plat to DOCS as soon as possible. If you can salvage
either page with the signatures, that is acceptable.
We are in the process of reviewing the most recent drawing and comment letter received from your office
regarding this project. Gary Duncan will send our review comments when they are completed.
Performance Guarantees
This is a platted development and as such will require individual Certified Engineer's Cost Estimates for
100% of the cost of labor and materials for: 1. Monuments
2. Congressional Boulevard Sidewalk/Path.
We require individual Performance Guarantees in the amount of the Certified Engineer's Estimates for
these two improvements. Performance Guarantees must be posted prior to Board approval of the plat.

Right of Way Permits/Bonding
Any work in the right of way of either 122nd Street or Congressional Boulevard (other than items covered
by a Performance Guarantee) will require a Right of Way Permit and appropriate bonding (License and
Permit type). The bond amount will be determined by the number of instances of work in the right of way
(curb cuts, storm sewer work, etc.) @ $2,000.00 per instance. Contact Fred Glaser of our office for details
regarding this permit.
Board of Public Works and Safety Approval Requirements
In addition to the plat approval, Board of Public Works and Safety approvals are required for:
1. Commercial Curb Cut Approval
Please provide a letter of request to this office accompanied by 8 ½ x 11 exhibits depicting the
requested curb cuts. These drawings should contain all pertinent dimensions including radii, drive
widths (throat and overall), opposing existing curb cuts (if applicable), distance from intersections,
etc. If there is a temporary construction entrance planned, and it is in a location different from the
location of the permanent curb cuts, that will require separate Board approval with identical
submission requirements.
I am not aware of any other Board approvals required for this project.
The requirements listed above, in addition to our approval of construction plans, must be satisfied prior to
the scheduling of a pre-submittal meeting with Building & Code Enforcement Department.

1. Please submit the construction drawing in a larger format (like 24" x 36") so they
are clear and legible,
2. The HC80 is acceptable with thc proposed release rates, but have concerns the
drainage report has major flaws in the calculations. For example, the Time of
Concentration (Tc) should decrease with the development of a site. The
submitted drainage report shows the Tc more then doubling, even though a large
amount of impervious surface it being added to the site. As a general civil
engineering rule, the Tc of a paved area is 5 minutes, as the water aeeurnulates

I am writing this letter as requested from our meeting of Friday, May 14, 2004.
When we picked up applications to have this project appear before the Plan Commission, we
were given a schedule of meeting dates for both the Plan Commission and Board of Zoning
Appeals. Unfortunately, when the Notice for Public Hearing was written, our office
inadvertently put the date from the Board of Zoning Appeals calendar in the notice rather than
the Plan Commission date of hearing. This did not come to our attention until the proof of
publication affidavits and proof of notice documents were submitted to your office on Friday,
May 14, 2004.
As discussed with you on Friday, May 14, 2004, this project will still appear on the June 18,
2004, docket for review of the DP/ADLS and will have the Plan Commission act on the rezone
at the June 22,2004 meeting when the project appears again for approval after hearing at
Subcommittee. Our office will re-issue a Public Notic~ for the date of June 22, 2004, to the
addresses on the Hamilton County Auditor's adjoiner list and will re-publish the Public Notice in
the newspaper for the meeting date of June 22, 2004 for hearing of the rezone.

comments from the Urban Forester as you requested. We have just received
comments from the Hamilton County Surveyor's Office at 3:12 pm, today Apdl
20, 2004. We will do our best to respond to their comments in our meeting
tomorrow, however we have not been given enough time to research the issues
fully.
We also received responses from Carmel Department of Engineering, Carmel
Police Department and Panhandle Eastern Pipeline Company. Each of these
agencies either had no comments, was not in their jurisdiction or their facilities
were not affected by this project.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on ApriI 7, 2004, 2004 for this project and have the following comments:
1. The proposed project fails in the jurisdiction of Hamilton County.
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection Zone.
,
The proposed site falls in the current Vernon Asher Regulated Drain Watershed
but will be changed to the Clara Knotts Regulated Drain Watershed with the
College Avenue Road Improvements.
4. The Hamilton County Surveyor's Office needs the provided civil drawings
represented in an engineers scale, not architectural scale.

Hamilton County Ordinance 4-26-99-C(7)b requires all sites to have storm water
staged detention for the 2-10 and 10-100 year storm events. The provided
drainage calculations do not meet the ordinance as presented. Please revised the
drainage calculations to meet the ordinance and looking at the entire site, not two
separate drainage areas.

The Hamilton County Surveyor's Office will not allow the 18" RCP connection to
the manhole as shown. This structure is not sized for the connection and the flow
direction does not meet our standards.
.
The HCSO recommends against any orifice pipe smaller then 6" due to the
possibility of plugging and maintenance issues. We would allow a 6" HDPE pipe
to connect into the west side of this manhole for the outlet to this site.
!
This office would recommend additional underground storage to meet the
requirements, with a final manhole containing a weir type orifice, to maintain the
2 and 10 year post development retention rate, and the 6" HDPE final outlet pipe
into the regulated drain.
9. Please label the Vernon Asher regulated drain (12" RCP in College Avenue) and
show the 75' regulated drainage easement to the west of center line of pipe. Also,
label the Clara Knotts regulated drain (15" & 12" RCP being installed with
College Avenue Road Improvement) and show the 15' regulated drainage
easement to the west of center line of pipe.

Please submit 2 Non-enforcement Request on Individual Tracts for the
encroachments into the easement of the drains. Also submit an outlet permit for
the discharge into the Clara Knotts Regulated Drain. The applications are

This letter serves to acknowledge receipt of a transmittal received 4/7/04 containing the
plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. Include the instrument number for the right of way along College Avenue. I have
included a copy of the documents for your use.
2. Please include and label the right of way line on all sheets.
3. Do the gas and sanitary sewer connections exist? If they are not, they must be
completed prior to the reconstruction of College Avenue.
4. The connection of the site storm sewer to the manhole in the right of way must be
done at a 90° angle. This must be done to eliminate interference with the other pipe
in the manhole and to help the structural integrity of the manhole.
5. Please note on the Landscape Plan that decorative signs, sprinkler systems, trees,
landscaping mounds, fences, light poles or other such amenities are not permitted in
the right of way.

Dear Dennis:
My comments for the landscaping plan for Yang Health Center:
1. One new tree should be added to the front (or near the front) of the property to fulfill the buffering requirements for the
front yard.
2. There is is only one species of tree, and one species of shrub, on the plan. For species diversity reasons there should
be at least three species of each.
Some alternative suggestions for trees are red oak (Quercus rubra), bur oak (Quercus macrocarpa), Sterling silver
linden (Tilia tomentosa), Ginko (Ginko biloba - male only), Ruby Red horsechestnut (Aesculus x carnea "Briotii"),
Kentucky coffeetree (Gymnocladus dioicus), or yellowwood (Cladrastis kentukea).
Some alternatives for shrubs are common ninebark, common winterberry, Mugho pine, frangrant sumac,
American filbert, gray dogwood, or dwarf Alberta spruce.

Please clarify the lot boundary with a darker, thicker line.
Please provide color elevations, photographs, and/or renderings by April 12th; we cannot review the
ADLS application until this is submitted. If not submitted by this date, the ADLS item will be
tabled and docketed for the June 15 Plan Commission meeting.
Please present material and color samples to the Plan Commission Meeting.
Please label the dimensions of the building.
Please update the landscape plan to meet the standards of Section 23E.07.A.

Soils Information:
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moderate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 1060
inches. The main soil features that affect the urban development uses are seasonal high "vater
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0-3 percent slopes- tlus soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium orgruuc matter content. The soil has compact till starting at a
depth between 20 -40 inches. The main soil features that affect urban deveLopment uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow
permeability.
Additional infOlmation about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
