Docket No. 04030046 DP Amend/ADLS Amend: Carmel Industrial Park - Engineered Cooling Systems The applicant proposes a building addition and additional parking. The site is located at 201 West Carmel Dr. The site is zoned I-I/Industrial. Filed by Mark Swanson of Mark Swanson & Associates, Inc.. The applicant is requesting approval of a Development Plan Amendment and ADLS Amendment for the construction of an addition to the Engineered Cooling Systems building located at 201 West Carmel Drive. The full amendment includes a 5,420 square foot building addition, additional parking, a materials storage silo, and a second cooling tower. Please see the informational packet prepared by the applicant for an overview of the site. This item was presented at the April TAC meeting. One outstanding issue is the accommodations that must be made along the legal drain that runs parallel with the Monon Greenway. The legal drain is between the Monon and the west property line of the site. The applicant should advise the Plan Commission of the agreement that has been reached regarding this issue. The following items are those that may require additional discussion: 1. The height of the proposed material storage silo as it would be viewed from Carmel Drive, the Monon and adjacent residential properties to the south. Photos of the site from these locations may help display the proposed condition to the Commission. 2. The type of buffer from the adjoining residential area to the south. Additional evergreens are proposed along the property line in addition to the existing fence. The Department has been to the site and has concern with materials being stored higher than the fence height to the east of the proposed addition. 3. Maintaining the significant buffer between the Monon Greenway and the site. 4. The proposed wall pack lighting fixtures should provide a 90-degree cut off. In summary the proposed addition will not significantly change the character of the use. The exception to this could be the appearance of the material storage silo. The petitioner will need to display this to the Commission through additional photos and information regarding the legal drain issue. The Department recommends that this item be forwarded to the Special Studies Committee on June 1st for further discussion. PCR-2004-0518
