Our comments follow Crossroad Engineers Review Checklist headings. Drainage Approval (City or County) OK. Detention Required - 100 yr. flood On 4-06-04, a storm drainage report developed by Mid-States Engineering was submitted to your office for review. The report analyzed the impact of the proposed addition including the additional parking. The report indicated a 0.005 cfs increase in the 100-year peak discharge and an increase of 0.07 feet in the 100-year water surface elevation. The existing 100oyear water surface elevation is 824.93. Increasing it by 0.07 ft raises the 100-year water surface elevation to 825.00 ,ff. The drawings indicate the emergency spillway elevation to be 826.00 ft. The new 100-year water surface elevation is Ift below the emergency spillway elevation. The drainage report concluded that. due to the small increases of the approved data, no improvements on any existing storm water structures are proposed. Drainage Calculations OK Pipe Design - 10 yr flood OK Pipe Slopes / Velocities OK Adequate Lot Drainage OK Surface drainage shown Sheet C-2, SITE GRADING PLAN, indicates drainage pattems on the new parking areas with directional arrows. The arrows indicate drainage sheet flows to inlets located and identified on the drawing. The minimum pavement slope is N" per ft. Adequate Easement Widths OK Grading Elevations Shown Sheet C-2, SITE GRADING PLAN, shows a sedes of existing elevation spot grades, new top of curb spot grades and new paving spot grades along with. sections that descdbe the profile of the ditch, top of bank, new curbs and paving and existing paving that sufficiently describes the new construction. The new 100-year water surface elevation is established at 825 ft. (see above comments) and the emergency spillway elevation is set at 826 ft. The proposed pavement and curb along the existing pond has been held behind elevation contour 827, and does not encroach into the storage area. Adequate Easement Widths N/A - Grading Elevations Shown There is not a sufficient amount of proposed grades or existing contours shown on the plan. The actual impact of the new c~trb to the bank of Ha'wkins ditch cannot be determined without existing ~ontours and proposed top of curb grades. Please supply sufficient i~ormation on the construction plans. It appears that the proposed pavement adjacent to the existing pond encroaches into the storage area. Proposed grades of 82Z O0 are seen overlapping the limits of the detention area, which per the drainage report are at an elevation of 826.00. Please explain/show how the proposed grading is going to be accomplished without reducing the storage volume of the existing pond. The meeting was attended by the owner of Engineered Cooling Systems, Mark Swanson and you, along with Kent Ward and me, The following requirements were determined: 1. This office will require a new non-enforcement agreement for the parking lot that will referenoe the 5' previous agreed parking encroaclunent and the survey done that establishes the top of bank.. This will need to be submitted to our office and approved by the Hamilton County Drainage Board. 2. Engineered Cooling Systems will remove or trim any trees that will interfere with the new proposed parking area being installed. This should only affect tree along the natural top of bank and will be at the discretion of Engineered Cooling Systems. 3. The Hamilton County Surveyor's Office will require the removal of the under- canopy, any trees that lean and could fall into the channel, or any dead tree on the eastern bank of the open ditch. Also any brush or debris will need to be removed from the bank to ensure it does not float downstream and get caught in a structure. causing a flooding event. :i' MRY 13 '04 12:03PM .. P.2/2 4. An on-site meeting should be scheduled when the clearing/clean-up is to begin to determine what is the Wlder-canopy and what large trees that can be left in place. They are numbered to correspond with your numbered comments. 11. OK. 12. We have included an Erosion Control Plan on our Sheet C-2, Site GradinQ Plan/Erosion Control Plan, and is attached for your review. 13. First Item: The inlet and lift station are not being proposed and do not currently exist. The information appeared on a previous CAD base sheet and was mistakenly left on the plan. Second Item: The new paved areas are curbed. We have more clearly identified this on the attached Sheet C-3, Site Development Plan. Third Item: We have indicated the drainage pattern and outlet for the paved area west of the warehouse addition on the attached Sheet C-2, Site GradinQ Plan/Erosion Control Plan. Fourth Item: The paved area does not encroach into the detention area. As with the inlet and lift station, our CAD drawing registration inadvertently shifted and we have corrected this on the attached Sheet C-3, Site Development Plan. Fifth Item: There is currently an existing paved drive that is not curbed along the south side of this building. The outcome of the meeting was that you were satisfied that the proposed building and parking additions had negliglb~e impact on the existing storm drainage system. In short, the incre2se in the site discharge was 0.01 cfs and ihe detention basin staged an additional 0.07 feet. We also discusse::l some of the issues ra~sed in your comment letter dated April 19. 2004. We would like to respond to your comments in writmg as follows: 1. We are aware that the project falls within the city limits of Carmel. They were also provided 8 copy of the drainage reporl 2. We are aware of Carmel's mapped Wellhead Prolection Zones and realize that the Droject does not fall within these designated areas, 3. We are aware of the J. W. Hawkins lega! draln and the impact that the regulated drain easemenl has on the project site. 4. We aie aware that the J. W. Hawkins regulated drain empties Into the W.R. Fertig legal dra1n, We are also aWare of the allowable release rate of 0.24 ds per acre for the Fertig legal drain, as we have designed several projects within this watershed. 5. We are aware that the City of CarmE:i has the jurisdiction over the on"site storm sewer system prior to its outlet into the J. W. Hawkins legal drain. We are aware that the County Surveyor's Office has jurisdiction over all legal drains within Hamilton County. 6, We are aware that you had an on-site meeting with the project's designers to discuss the issue of potential grade changes to the top of the bank of the J. W. Hawkins legai drain, 7 An encroachment agreement is already in place for this site. A recorded copy of said agreement has been forwarded to you by t~e project's designer. We are of the understanding that all the issues regarding the design of the storm sewer system and its outlet into the J.W. Hawkins regulated drain have been addressed and that you are satisfied that the proposed project will f10t adversely affect downstream conditions. We do realize that you are still working with the project's designer on items 6 and 8, but the outcome of those issues will net affect the calculations that have been submitted. He gave us the following direction: 1.) Since the location of the ditch or flow-line has moved from the 2 different submitted set of plans, the physical property line must be staked in the field to determine where the ditch lays in relationship to the property. 2.) Clearing must be done on the property owned by Engineer Cooling Systems per Hamilton County Ordinance 4-26-99-C(4). 3.) The actual location of the top of bank must be surveyed and showed on the construction plans. 4.) Should the elevation of top af bank af the J.W. Hawkins Regulated Drain be disturb in any way, it will require a HEC-2 study to be done to determine that the 100 flood elevation will not come out of the top of bank of the ditch. 5.) A cross section of the proposed parking in relationship to the top of bank will need to be submitted to this office. Should a retaining wall be needed, a non-enforcement request for the encroachment in the regulated drain easement must be submitted to this office. Favorable recommendation will not be given to the drainage board on the retaining wall, as this will cause future maintenance access issues. 6.) The parking will not be allowed to encroach any closer the 5' (per the previous approved non-enforcement agreement) from what is determine to be the top of bank. A very defined top of bank exist in this situation and a surveyor should have no problem picking it up to show on the drawings. 7.) Please call1his office when the property line is staked (suggested a stake every 25' due to the heavy vegetation) and another on-site meeting can be held to discuss the clearing process. The proposed project falls in the jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The J.W. Hawkins Regulated Drain passes directly on the western property line of this site. , . , , The project falls in the J.W. Hawkins Regulated Drain Watershed. This watershed is part of the W.R. Fertig Watershed that has an allowable release rate set at 0.24 cfs per acre. Please coordinate the storm sewer design with both the City of Carmel and this office. The existing Top of Bank on the J.W. Hawkins regulated drain cannot be filled or moved to accommodate the new proposed parking. Please submit a Non-enforcement Agreemem of Individual Tracts to this office for the encroachment of the new parking area into the regulated drainage easement. The form is available on our website at www.co.hamilton.in, us, click on Department Directory, then Surveyor's Office. Per Hamilton County Ordinance 4-26-99-C(3), debris and obstruction removal, tree cleaning, and stream bank erosion will need to be completed from bank to bank of the open ditch. Please schedule an on-site meeting with engineer, developer, contractor, and this office to determine the scope of work. 9. The watershed restriction rate would allow this site to discharge approximately 1.5 cfs, which is currently being exceeded. The original outlet permit was granted for a 4.0 cfs discharge rate for the site. This proposed site must retain up to the 100 year storm event and discharge at the original rate of 4.0 cfs. Please provide drainage calculation to prove this is being accomplished with the existing and proposed conditions. 10. The proposed parking appears to encroach into the detention basin. Any decrease in storage from this basin will need to be provided elsewhere on-site to maintain the site release rate. 11. Please note that further comments may be necessary at a later date. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. The following jurisdictions will apply. 2. Jurisdictions: · Street and Right of Way - City of Carmel (Carmel Drive) · Water and Sanitary Sewer - City of Carmel Utilities · Storm Sewer - City of Carmel and Hamilton County Surveyor's Office regarding discharge to the Hawkins regulated drain. 3. Board of Public Works and Safety Approval Requirements: · Additional Water and Sanitary Sewer Availability if applicable. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Comntittee. Water and Sanitary Sewer Availability (acreage) and Connection Fees Carmel Utilities will determine if this expansion will result in additional Water and Sanitary Sewer Connection Fees. 5. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. The drawings will be stamped approved and signed by the City Engineer and by the Director of Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees There are no Performance Guarantees required. Street Cut/Right of Way Permit and Bonding Requirements Any work in the dedicated right of way of Carmel Drive not included or covered by a Performance Guarantee will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way @ $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board o[Public Works and Sa[eO:. It does not appear that a Right of Way Permit will be required. If this does become applicable, please contact Fred Glaser, Department of Engineering Right of Way Inspector/Manager for details regarding this issue. PROJECT COMMENTS-CONSTRUCTION PLANS 11. Please be advised that we have engaged Crossroad Engineers for review of drainage issues and drainage calculations. We will share these comments when they are received. 12. What are the plans for erosion control on this site during construction? This has not been addressed on the plans. 13. Sheet C-1 · What is the prop(osed) inlet and lift station at the south end of the existing warehouse? Is this an interior inlet? What is the inlet an outlet for? · The new paved areas must be curbed. Not really apparent if they are planned to be curbed. · What is the drainage pattern and outlet for the paved area west of the warehouse addition? · It appears this new paved area encroaches into the detention area. · Is the area adjacent to the new paving and adjacent to the grass along the south side of the building up to the gates currently paved and/or curbed? If so, please indicate on the plans. We reserve the right to provide additional comments upon further review by the City Engineer and upon receipt of the drainage revie~v by Crossroad Engineers.
