The applicant seeks approval of a retail building. The site is located southwest of US
Highway 31 and E. 146th Street. The site is zoned PUD-Planned Unit Development.
Filed by Fred Simmons of Simmons & Associates.
The applicant is requesting approval of an ADLS for the construction of a multi tenant building
including a bank with drive-thru service as part of the proposed Clay Terrace development
(Development Plan previously approved). The sit is the furthest south on the site along Clay
Terrace Boulevard north of the intersection of US 31 and Range Line Road. Please see the
informational packet prepared by the applicant for an overview of the site and proposed building
elevations.
All TAC concerns have been addressed. The following items are those that concern the
Department and may require additional discussion:
1. Drive-thru: The Department would like to see the drive-thru canopy integrated more fully
into the building fa¢ade. Suggestions made to the applicant.include extending its length
(across more of the building) and adding a column between the second and third lanes.
2. The colonnade surrounding the turret shaped area is half-hearted attempt to leave "Old
National" prototype in tact. The colonnade should be the facade wall.
3. The entrance needs to be backed away from the street to allow access to sidewalk without
having to go under entry area. This could be achieved by reducing vestibule depth and
get closer to "Clay Terrace" theme and further from the prototypical "Old National"
design.
4. Verify that building walls screen all rooftop-mounted equipment.
This proposal presents the first real challenge to the continuity of the design theme established by
Lauth and approved by the Plan Commission last year. The Department would like to see the
approved design theme respected by all buildings within the development.
The Department recommends that this item be forwarded to the Special Studies Committee
on June 1st for further discussion.
