Summary : Applicant seeks approval for a sign and lighting package for existing buildings with existing signage and ineffective lighting since new ordinance amendment requires Planning Commission approval. Approval is sought before any new tenants move into property and apply for sign permits. Applica- tion is for signage & lighting only. Existing design and landscaping remain unchanged at this time. Location : Property containing approximately 3.5 acres is located on the northeast quadrant of the in- tersection of West Cannel Drive and 3rd Avenue SW, just west of the Monon Trail. Property contains three single story commercial buildings running east and west. One building with frontage on Carmel Drive has different signage and lighting require- ments than the other two buildings which have indi- rect frontage on 3rd Avenue. For the purpose of this application the building with frontage on Carmel Drive will be called Building Type "A" and the two buildings with indirect frontage on 3rd Avenue SW will be called Building Type "B". Signage.° Building Type "A' Kirby Park Building Type "A" is in transition from an industrial building to a more destination-driven retail use requiring improved signage. As existing tenants vacate the building, applicant plans on renovating the tenant space to reflect the change in use and therefore a change in signage. Existing and future tenants in the building lease tenant spaces in 25' in- crements of width. Using the existing sign ordi- nance, tenants should be allowed signs with different maximum square fbotages. Current signs are ap- proximately 17' wide by 30" high. The minimum set back from the right of way to the sign face is ap- proximately 64'. - signage continued on page 2 - Page t of 4 fbrKP I There are currently no tenant signs on Building Type "B". Example #2 of indirect lighting hidden in soffit of Budding Type . - signage continued fi'om page Building Type "B' Kirby Park Building Type "B" is currently to remain an industrial / flex type building with much lower sign- age requirements than Building Type "A" and cur- rently has no existing signs. There is no real front- age on a particular road, therefore, the minimum set- back is unknown. Lighting: Building Type "A' Kirby Park Building Type "A" currently has no outside lighting on the front of the building. New lighting for the parking lot and to highlight the building are required. The back doors of the building have a small fluorescent "jar" light above each tenant door- way, which is to remain unchanged. Building Type "B" Kirby Park Building Type "B" has indirect fluorescent strip fixtures for lighting both the front of the build- ing, the proposed signage and the parking lot be- tween the tvvo buildings. This lighting is to remain unchanged. The back doors of the buildings have a small fluorescent "jar" light above each tenant door- way, which is to remain unchanged. Lighting Proposal.' Braiding Type A Applicant seeks approval for 6 pole mounted parking lot light fixtures. Plans are for (3) 20' high poles in- stalled along West Cannel Drive with 400 watt metal halide box fixtures on top along with (2) 250 watt metal halide louvered floodlight fixtures mounted on the sides of each pole at approximately 16' above the ground. Also (3) 20' high poles installed along 3rd Avenue SW with 400 watt metal halide box fixtures on top and possibly (1) 250 watt metal halide lou- vered floodlight fixtures mounted on the front of Page 2 of 4 lbr KP each pole at approximately 16' above the ground. Information about the proposed fixtures and poles are contained in the information packets. Also con- tained in the packet is foot-candle drawing of the proposed lighting. Unfortunately, the lighting con- sultant's file for the design became infected with a virus and the positioning of the two shown fixtures and the installation of the last fixture along 3rd Ave- nue SW could not be completed in time for this ap- plication. The foot-candle drawing does not contain the light output fi'om the louvered floodlights, but the spill on the right of way should be zero. Building Type "B" The existing lighting for Building Type "B" would re- main unchanged other than the installation of the pole mounted parking lot lights on the west side of the building discussed above along 3rd Avenue SW. Signage Proposal: Building Type "A" Applicant seeks approval for up to 11 signs (approximately 17' long by 24" high) to be used for tenant's signage. It will be the individual tenant's responsibility to obtain sign permits for their own sign. All signs to be able to use all of the square footage available by the sign ordinance based on the tenant space's width and set back. All signs are to be individually mounted, neon face-lit lettering that is similar to the linear wording design of the existing signs. All sign faces to have red, black, white or sil- ver colors for the lettering and dark bronze for the can material. Existing signs have a number of fonts, but future signs would use a basic sans serif font that matches the majority of the other fonts in exist- ing signs. It is proposed that tenants be allowed to incorporate their business's logo on the sign face if they desire. Page 3 of 4 lbr KP )le of new ten- ant signs for Building Type "B". Building Type Applicant seeks approval for up to 24 signs (12 on each building) to be used for tenant's signage. It will be the individual tenant's responsibility to obtain sign permits for their own sign. All signs to be limited to a fixed size white aluminum panel that is 4' wide and 3' tall. All sign faces to have red, black, white or silver colored vinyl applied for the lettering. Since there are no existing signs to match, signs would use a basic sans serif fbnt. it is proposed that tenants be allowed to incorporate their business's logo on the sign face if they desire. Applicant would anticipate a very low number of signs ever being installed on Building Type "B", but would like for the tenants to have the ability to install a sign if they wish. Beyond this step, the addition of a shield or louver offers several benefits, including: · Minimizing spill light and objectionable glare onto adjacent property. · Enhancing visual impact of the lighted surface with a sharp delineation between light and dark. · Reducing the tendency for the fixture to attract the viewer's attention. Description: Heavily restricts lateral and vertical beam spill and minimizes source visibility. Used primarily with spot (SP) distribution. OrderAs: KFLWFL2 EV or KFLWFL3 EV Installation: The door frame can be opened with the visor attached. A longer 1/8", T-handle allen key must be used with the EV. When visor or vandal guard is ordered with the fixture they will attach to the door frame with six 8-32 machine screws (provided). Holes will be pre-drilled in the door frame. If visor or vandal guard is ordered separately or for an existing fixture the door frame will have to be drilled for 8-32 self-tapping screws. The holes should be drilled no deeper than ~/= of an inch. Click here for hole pattern and location to drill holes. WARNING' Options are to be installed in the field. Uniform wall thickness of .125" or .188". Shafts are one-piece with a longitudinal electric resistance weld. Uniformly square in cross-section with flat sides, small corner radii and excellent torsion. Available shaft widths are 4", 5" and 6". Anchor base is fabricated from hot-rolled carbon steel plate that meets or exceeds a minimum yield strength of 36,000 psi. The anchOr base is provided with slotted holes. Base cover is finished to match pole. A handhole having nominal dimensions of 3"x 5" for all shafts. Included is a cover with attachment screws. Top cap provided with all drill-mount poles. Fasteners are high-strength galvanized zinc-plated or stainless steel. FINISH -- Dark bronze (DDB) polyester powder standard. Other architec- tural colors available. GROUNDING -- A nut holder located immediately inside the handhole rim is provided with a 1/2"- 13 UNC ground bolt and nut. ANCHOR BOLTS- Top protion of anchor bolt is galvanized per ASTM A- 153.
