Summary : Applicant seeks approval for a design,
signage and lighting package for an existing building
since new ordinance amendment requires Planning
Commission approval. Approval is sought before a
new facade design and windows are installed on the
south and east sides. Signage approval is sought be-
fore any new tenants move into property and apply
for sign permits. Application is for design, signage
and lighting only, existing landscaping will remain
unchanged at this time.
Location : Property containing approximately .8
acres is located on north side of West Carmel Drive
encompassing addresses 106 136 West Carmel
Drive, just west of Party Time Rental. Property con-
tains a two-story commercial building running due
north and south. The building contains 16 tenant
spaces that have "fronts" fhcing south and east.

Design: The current design of the building is some
what dated and needs to be updated to stay competi-
tive in the Cannel rental market. Currently, the ten-
ant spaces in the building are a town-house style of
two-story design, meaning one tenant's space occu-
pies both floors of a given unit. The result of the
current design is that the second floor does not have
any windows, which is a drawback in a competitive
rental market.
Si~na~e : Currently, the building has 16 surface
mounted 8' by 3' fluorescent lighted sign boxes for
signage. Since surface mounted sign boxes are no
longer acceptable by the sign ordinance, new sign-
age will be incorporated into the proposed facade de-
sign. Existing and future tenants in the building
lease tenant spaces in 20' increments of width. Ap-
plicant is willing to limit sign square footage to a
maximum amount regardless of the size of the ten-
ant's space. The minimum set back from the right of
way to the sign face is approximately 58'.

Lighting: Currently the lighting for the property is
done by simple wall-pack HPS fixtures mounted on
the brick pilasters. The current lighting does a good
job of lighting the doorway area but does not do
much for the parking lot area. Another problem with
the wall-pack lights is the glare they cause when
people drive past, although the impact from the
street is negligible. The back doors of the building
have a small fluorescent "jar" light above each ten-
ant doorway, which is to remain unchanged.
Design Proposal : Applicant seeks approval to in-
stall a new facade on the south, east and approxi-
mately 30' of the south end of the west side of the
building. The design and colors for the remodeled
facade would be based entirely on the work recently
done at Kirby Park on the northeast corner of West
Carmel Drive and 3rd Avenue SW. Applicant has
received many positive compliments about the re-
model of Kirby Park, and therefore wants to con-
tinue the design at Kirby Retail Center. The existing
brick pilasters and existing brick wall would remain
to help tie the design to Carmel's newer buildings.
The proposed design would include windows for the
upstairs and would also boost the building's height
by approximately 3' to help hide rooftop HVAC
equipment. The design also includes a recessed
soffit area to contain indirect fluorescent lighting for
the facade, signage and parking lot lighting needs.
This design was created to minimize the impact on
the existing tenants currently in the building while
trying to give an updated look for both the tenants
and the property. Almost all of the new facade
would be created from EFIS and existing brick be-
cause the existing structural design prohibits adding
more brick. The existing storefront glass on the first
floor would remain unchanged. The second floor
would gain 4 windows approximately 30" wide by
48" high in each of 14 tenant spaces facing east. The
remaining 2 tenant spaces with frontage on Carmel
Drive would have 5 windows of the same size in
each tenant space.

Signage Proposal: Applicant seeks approval for up
to 16 signs (approximately 12' long by 30" high)
containing approximately 30 sq. ft. to be used for
tenant's signage, it will be the individual tenant's
responsibility to obtain sign permits for their own
sign. Applicant proposes using surface applied
"Minnesota" type of letters for signage. All of the
examples of this type of sign that are shown here are
from newly constructed buildings on 116th Street in
Fishers. Proposed signage would be mounted on a
section of EFIS above the existing store front glass
and below the new windows for the second floor.
All sign faces to have red, black, white or silver col-
ors for the lettering and may contain lettering and
optional artistic designs such as backgrounds and
outlining to enhance the design of the signs. Since
all existing signs will be replaced, applicant is open
to discussion about the type of font. Applicant is
aware of the City's desire to have all sign fonts the
same, but also feels that a little artistic "flare" could
create a much more appealing design fbr the prop-
erty as a whole. It is proposed that tenants be al-
lo~ved to incorporate their business's logo on the
sign face if they desire. The signs would not have
any lighting of their own, but would be illuminated
by the lighting proposed below.

Lighting Proposal: Applicant seeks approval for
(2) 8' fluorescent light fixtures to be installed in a
hidden soffit area near the top of the new faqade for
each of the 14 tenant spaces that face east. Applicant
also seeks approval for (3) 8' fluorescent light fix-
tures to be installed in a hidden soffit area near the
top of the new faqade for each of the 2 tenant spaces
that face south. This new lighting would provide
lighting to highlight the proposed facade, light the
proposed signage and provide lighting for the park-
ing lot so that new pole mounted fixtures will not be
required. This form of lighting would also tie into
the lighting used at Kirby Park East and the lighting
used in the back 2 buildings of Kirby Park.
