Roger Ward Engineering Incorporated 7474 Noel Road Indianapolis, IN 46278 RE: West Carmel Commons Construction Plan Review #3 Dear Mr. Ward: The Engineering Department received your response letter and drawings dated March 22, 2012 based upon the Engineering Department's review of March 8, 2012. The comments from the Engineering Department's review have been satisfactorily addressed with the following exceptions: 1. Comment 14(b) of letter dated January 17, 2012 and Comment 5 of letter dated March 8, 2012. This ALTA does not match that provided for the Outback Steakhouse. Please contact Weihe Engineers to discuss the differences. The Department repeats this comment. 2. Comment 15 of letter dated January 17, 2012 and Comment 6 of letter dated March 8, 2012. Please label the wetland boundaries on this and all sheets. Defer to John Thomas for review. 3. Comment 16 (i) of letter dated January 17, 2012 and Comment 9 of letter dated March 8, 2012. Please indicate a "No Access Easement" across all lots except at master planned access points approved by the Department of Engineering. There is a "No Access Easement" shown across the access easement (and future curb cut) on Lot 2. Please provide a break in the "No Access Easement" at this point. 4. Comment 16 (n) of letter dated January 17, 2012 and Comment 12 of letter dated March 8, 2012. Please provide a written commitment from the property owner to the south to have Retail Parkway completely on his property. This commitment is required before the Department recommends approval of the Primary Plat. The Department repeats this comment. 5. Comment 16 (o) of letter dated January 17, 2012 and Comment 13 of letter dated March 8, 2012. The off -site 20' U &DE shall be secured prior to Department of Engineering approval. The Department repeats this comment. 6. Comment 19 (a) of letter dated January 17, 2012 and Comment 15 of letter dated March 8, 2012. Is this sheet part of a set of construction drawings? If so, we need more detail as to how these lots will drain until they are developed. The review for Primary Plat and Construction Drawings has been separated. We repeat the comment concerning additional drainage information. If Lot 1 will be disturbed with this project, it needs to be graded to drain to the detention pond. 7. Comment 20 (a) of letter dated January 17, 2012 and Comment 16 of letter dated March 8, 2012. Will any City standard pavement or path be constructed with this project? Aprons in future right of -way? As the project moves forward and discussions concerning Retail Parkway continue, we will need to decide who constructs the necessary aprons. The Department repeats this comment.
