G �lZ Evans Wells e April 6, 2012 Mike Hollibaugh City of Carmel, DOCS One Civic Square Carmel, IN 46032 Dear Mike, Included with this letter is a Site Plan and Design Review application and supplemental information for the property at 121 3rd Street NW, which is one parcel containing two rental home structures, and is Tax ID 16- 09- 25- 12 -01- 038.000. A picture of the subject property from 3rd Street is attached. We are filing this permit application on behalf of our client, Mr. Evans Wells. There is an existing vinyl sided rental house that sits along the frontage of 3 Street NW and an additional small, concrete block rental house that sits on the south part of the property behind the main structure. We are requesting permission to demolish all structures on this property in order for Mr. Wells to build a new custom home. Access to the new home would be provided from the existing alley to be constructed as part of the Applegate Subdivision to the south of the subject property. This would eliminate the need for an excessively long driveway as was constructed on the newer home immediately west of the subject property. At this time we are submitting proposed home and site plans in order to obtain demolition permission from the Director of Carmel Department of Community Services through the SDR application process. It is possible that revised final plans will be submitted for SDR approval at a later date, but the plans included with this application define the overall intent of the owner's development plans along with the minimum architectural standards to which he is committing. Section 23D.02 B.5.a.iv (replacement) of the Carmel Zoning Ordinance allows for demolition of existing contributing structures if the replacement value is of greater significance to the area. I would argue that the existing structures, built in the 1950's, should not be considered contributing structures in the first place. Both structures are cobbled together with secondhand building material and are each in an advanced state of structural decay. The main structure is currently covered in vinyl siding, and the inspection report has revealed a significant amount of termite damage. There is no viability for renovation of this structure as no original piece of material would be left standing. Disregarding the validity of the inclusion of the structure on the contributing buildings map, the aforementioned section of the zoning ordinance still allows for replacement if the new structure would be of greater value. I have listed a few reasons below for replacement: 1) Removal of a driveway from 3` Street NW providing a more pleasant street view. 2) Transition from poorly maintained rental housing to owner occupied home. 3) Property currently being used as two family property will become single family. 4) The value of the new structure to the neighborhood, both economically and architecturally, will be a vast improvement over what exists today. Mr. Wells anticipates demolition to take place by the end of 2012, and a new SDR application would be submitted for final plan approval prior to construction.
