HomeMy WebLinkAboutDept Report 5-18-04CARMEL PLAN COMMISSION DEPARTMENT REPORT May 18, 2004 5h. Docket No. 04040014 DP Amend: Kite Medical Office Complex, Phase 1 (Development Plan Amendment) The applicant proposes a medical office building. The site is located northeast of 126th Street and US Highway 31, at the 13000 Block of N. Pennsylvania St. The site is zoned B-2/Business within the US 31 Overlay Zone. Filed by Paul Reis of Drewry Simmons, Pitts & Vornehm for Kite Companies. The applicant is requesting approval of a Development Plan Amendment for the construction of a multi-story office building between Pennsylvania and Meridian Street, north of Carmel Drive. Please see the informational packet prepared by the applicant for an overview of the site. The Special Studies Committee approved an ADLS Amendment application at their last meeting for this proposal. However, consideration of a Development Plan Amendment requires a public hearing prior to final action by the Plan Commission. As some Commission members may recall a building very similar in design to the proposed structure was approved in late 2000 under a Development Plan and ADLS application for a larger tract and three buildings. The project did not move forward at that time. A very similar plan is now presented beginning with the northern portion of the original site. Due to the uncertainty of the proposed improvements to US 31 and the ultimate interchange locations the applicant has revised the original plans to accommodate the proposed US 31 improvements (based on the best available data provided by the consultants working for the State on the project). The revised layout requires Development Plan Amendment and ADLS Amendment approval by the Plan Commission. A DP/ADLS would typically be filed together and presented to the Plan Commission for comment at a full Plan Commission meeting and then sent to committee. However, due to the minimal changes to the building design and necessary modifications to accommodate the State planned improvements to US 31 the Department allowed the applicant to present the ADLS Amendment to the Committee on May 6th for their approval and present the DP Amend to the full Plan Commission on May 18th. If there are no comments form Commission members or the public at the meeting the Department requests that the Commission suspend the rules and take final action on the DP Amend. We anticipate few, if any, comments from the public due to the plan being basically the same as what was previously approved in 2000 with modifications made to allow for the ultimate construction of the US 31 improvements. The applicant should focus its presentation on the changes made to the original site and building design. The Department recommends that the DP Amendment be approved this evening after the public hearing is conducted. PCR-2004-0518
