Carmel Cable and Telecommunication Commission (Term Expires 3/31/14, two year term); one appointment 3 1 1 1 COMMON COUNCIL MEETING MINUTES MONDAY, MARCH 19, 2012 6:00 P.M. COUNCIL CHAMBERS /CITY HALL /ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members Carol Schleif, W. Eric Seidensticker, Sue Finkam, Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk Treasurer Diana L. Cordray and Deputy Clerk Treasurer Lois Fine. Mayor Brainard called the meeting to order at 6:00 p.m. Pastor Mark Wright, Hazel Dell Christian Church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Seidensticker made a motion to approve minutes from the March 5, 2012 Regular Meeting. Councilor Snyder seconded. There was no Council discussion. Council President Sharp called for the vote. Minutes were approved 6 -0 (Councilor Carter abstained). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: Sue Dillon addressed the Council, representing the Central Time Coalition, regarding Indiana moving from Eastern to Central time. Ron Kern addressed the Council opposed to the Carmel grain elevator demolition. Kathy Wallace addressed the Council in support of Ordinance D- 2084 -12 (Redevelopment Commission). John Accetturo addressed the Council in support of Ordinance D- 2086 -12 (Establishing a Non Reverting Illinois Street Improvement Fund). 1 COUNCIL, MAYORAL AND CLERK TREASURER COMMENTS /OBSERVATIONS: Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. Councilor Seidensticker addressed the Council regarding St. Baldrick's Foundation. The Foundation is a volunteer -driven charity committed to fund the most promising research to find cures for childhood cancers and give survivors long and healthy lives. Their website is www.stbaldricks.org. Councilor Seidensticker also addressed Kathy Wallace, Ron Kern and Sue Dillon. Councilor Carter addressed the Council regarding the Japanese Garden vandalism this past weekend. Councilor Carter also discussed the Carmel grain elevator demolition. Council President Sharp announced that he would be canceling the April 2 and April 16 meetings. Special meetings will be noticed for 6:00 p.m. Monday, April 9 and Tuesday, April 24 ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Snyder made a motion to approve claims in the amount of $1,895,968.51. Councilor Finkam seconded. There was no Council discussion. Council President Sharp called for the vote. Claims were approved 7 -0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee met and discussed Ordinance D- 2083 -12. The committee report will be given when the item appears on the agenda. Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee had not met. The next meeting will be held on Tuesday, March 27, 2012 at 5:30 p.m. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Carter discussed the Monon Center financials. Councilor Rider reported that the Utilities, Transportation and Public Safety Committee met and discussed Ordinance D- 2981 -12. The committee report will be given when the item appears on the agenda. OLD BUSINESS Council President Sharp announced the Second Reading of Ordinance D- 2081 -12; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Ordinance D- 2046 -11, Which Fixes Salaries of Appointed Officers and Employees of the City of Carmel, Indiana, For the Year 2012 (Section 2 Communications). Councilor Rider presented the Utilities, Transportation and Public Safety Committee meeting to the Council. This item was referred back to the Council with a 3 -0 favorable recommendation. Councilor Carter made a motion to approve Ordinance D- 2081 -12. Councilor Rider seconded. 2 1 1 1 Clerk- Treasurer Diana L. Cordray addressed City Attorney, Doug Haney, and asked for his legal opinion to be included with this ordinance. The City Attorney replied that he has issued a written opinion and will provide the letter to the Clerk Treasurer. Council President Sharp called for the vote. Ordinance D- 2081 -12 was adopted 7 -0. Council President Sharp announced the Second Reading of Ordinance D- 2083 -12; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 6, Section 2 -303 (Encumbrances), Establishing Limitations on Encumbrances for Capital Fund Projects. OTHER BUSINESS City Council Appointment Carmel Cable and Telecommunication Commission (Term Expires 3/31/14, two year term); one appointment. There was brief Council discussion. Without objection from the Council, this appointment will be tabled. ANNOUNCEMENTS Councilor Snyder informed citizens that the Monon Center's daily pass and punch cards will go into effect May 2012. The Carmel Parks and Recreation is also considering a bark park in Carmel. Council President Sharp reminded citizens that the "ACT (Association of Community Theatre) Fest 2013" National competition finals will be held in Carmel in June 2013. The "ACT Fest 2015" board has voted to award the finals to be held in Carmel in 2015.
