RE' The Gray Estate Sidewalk Installation
Dear Mr. Gray:
This correspondence is a follow-up to our meeting and conversation on Tuesday, January 4, 2005.
In regard to the connection to Carmel City Utilities, I have forwarded the calculation of Water and Sanitary
Sewer Connection and Availability Fees to John Duffy. I have also included a copy of this calculation with
this correspondence. This %ill confn'm that these connections will require a Right of Way Permit and a
$2,000.00 License & Permit Bond for the work in our right of way. I believe you were to contact your
contractor, Jim Gravelie regarding this Permit. If for any reason, this will involve open cutting of the
asphalt pavement of 131 st Street, prior approval for the open cut must be obtained from our Board of Public
Works and Safety.
Regarding the concrete sidewalk installation:
,
· The sidexvalk will be required to be 5-feet wide. The transition from the existing 4-foot wide
sidewalk at your west boundary to a 5-foot wide sidewalk along your frontage and the school
corporation's frontage should be similar to the exhibit provided. This should be coordinated with
our Construction Manager, Dan Greskamp prior to scheduled construction. Dan may be reached
at 714-3058.
· There is no objection to the new sidewalk meandering to avoid and save existing trees in the fight
of way. I would request that you coordinate this with Dan Greskamp and our Urban Forester,
Scott. Brewer prior to scheduled construction. Scott is in our Department of Community Services
and may be reached at 571-2417.
· As we outlined in our Technical Advisory Committee review letter to Dennis Singer of Paul I
Cripe Engineers dated May 18, 2004, we will require a detailed Engineer's Estimate for 100% of
the cost of labor and materials to construct this sidewalk. A Performance Guarantee (Performance
Bond), in the amount of the Engineer's Estimate, will be required to be posted with this office.
Upon completion of construction of the sidewalk and satisfactory inspection by our Construction
Manager, release of the Performance Guarantee by our Board of Public Works and Safety may be
requested. Upon formal release of the Performance by the Board, a 3-Year Maintenance
Guarantee (Maintenance Bond), in the amount of 10% of the Performance amount will be
required. I believe you indicated that the school corporation will be responsible for this
construction and, I assume, for the required bonding. Please feel free to have them contact this
office if they have questions regarding this issue.
· We are also requesting that the portion of your existing gravel driveway in the.right of way be
improved by paving (asphalt or concrete). We request that this include that portion of the drive-
from the south edge of pavement of 131~e gt~eet to the north edge of the proPosed sidewalk and
continue from the south edge of the proposed sidewalk an additional distance of 5-feet. Please
consult with our Dan Greskamp prior to construction regarding details of this issue.

Jon Dobosiewicz of our Department of Community Services indicated that the existing fence must be
removed from the fight of way, if it has not already been removed. Please consult with the school
corporation and give us an estimated date when this construction will be scheduled and completed. We are
comfortable with this construction being scheduled in either spring, 2005 or summer, 2005.

Dear Mr. Dobosiewicz:
The purpose of this letter is to confirm our discussion at the May 19, 2004 TAC
meeting regarding the above referenced item.
As you know Carmel Clay Schools is intending to purchase a podion of land from Tim
and Donna Gray resulting in the plat of the subject property. It is our understanding that
as a condition of approval, the Department of Community Services will recommend the
construction of an asphalt path along the north side of the platted Lot 1 extending from
the west property line to the west side of the existing access road to the school
corporation property. The school corporation has agreed to construct this path as a
condition of the purchase of the property. We request that the school corporation be
granted a time period of 12 (twelve) months within which to construct the path. This will
allow the construction of the path to be coordinated with our 2005 budget year and a
more favorable construction timetable.

Dear Mr. Singer:
We have reviewed your submission for the May 19, 2004 Technical Advisory Committee meeting. We
offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Linfits.
2. Jurisdictions:
Street and Right of Way - City of Carmel (131 st Street)
· Water - City of Carmel
· Sanitary Sewer- City of Carmel
· Storm Sewer- City of Carmel
3. Board of Public Works and Safety Approval Requirements:
· Water and Sanitary Sewer Availability. However, since this is an existing single-family residence
within the corporate boundaries of the City of Carmel, formal approval from the Board will not be
required.
· Consent to Encroach approvals for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way.
· Secondary Plat Approval.
· Open Pavement cuts in dedicated right of way.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.

6. Please be advised that any installation of signs, walls, irrigation systems, fences within dedicated
easements and/or right of way Mll require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

BONDING REQUIREMENTS
10. Performance Guarantees/Engineer's Estimates
The sidewalk in the right of way of 131st Street will require an Engineer's Estimate for 100% of the
cost of materials and labor for construction of the 5-foot wide sidewalk. A Performance Guarantee, in
the amount of the Engineer's Estimate, will be required. Additionally, a 10% 3-year Maintenance
Guarantee will be required after the sidewalk Performance Guarantee has been released.
11. Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of 131 st Street, not included or covered by a Performance
Guarantee, will require a Right of Way Permit and a License and Permit Bond. The bond amount will
be determined by the number of instances of work in the right of way ~ $2,000.00 per instance. Open
pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. Please
contact our Right of Way Manager, Fred Glaser, to arrange permitting and bonding. Based upon the
dra~vings submitted, it appears that the water and sanitary sewer connections and fence relocation will
require a permit and bonding.
SECONDARY PLAT COMMENTS
12. There are no easements indicated. It would appear that provision of drainage easements would be in
order for Lot # 1.
13. Please add acreage for right-of-way and final lot acreage to Lot 1 legal description.
PRIMARY PLAT COMMENTS
14. With the dedication of the 50-foot half right of way, the existing 4-foot split rail fence will be located
within' dedicated right of way. We request that this fence be relocated out of the dedicated right of way
of 131 st Street.
15. The sidewalk construction should include a concrete apron for the portion of the driveway between the
sidewalk and edge of pavement. The sidewalk should be extended through the existing drive.
16. Contact Carmel Utilities regarding the abandonment of septic tanks and/or wells.
17. Add acreage to parent tract to legal description.
18. Add acreage of right-of-way and final lot acreage to Lot 1 legal description.
19. Is there a possibility that a furore curb cut will be needed to access the "sale" parcel?
We reserve the right to provide additional comments upon further review by the City Engineer.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. A second
review will focus only on detailed construction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"
or fall outside of our initial review. If you have questions, please contact Mike McBride or me at 571-

Soils Information:
OcA Ockley silt loam, 0 to 2 percent slopes
This is a well drained soil with a water table at a depth greater than 40 inches. This soil is
located on terraces; slopes are 0 to 2 percent. The native vegetation' is hardwood forest. The
surface layer is silt loam and has moderately low to moderate organic matter content (1.0 to 3.0
percent). Permeability is moderate (0.6 to 2 in/hr) in the most restrictive layer above 60 inches.
Available water capacity is high (9.2 inches in the upper 60 inches). The pH of the surface layer
in non-limed areas is 5.1 to 6.5. It is designated not highly erodible (class 3) in the Highly
Erodible Land (HEL) classification system.
St Sleeth loam
This is a somewhat poorly drained soil with a seasonal high water table at 0.5 to 2.0 ft. This soil
is located on terraces; slopes are 0 to 2 percent. The native vegetation is hardwood forest. The
surface layer is loam and has moderately low to moderate organic matter content (1.0 to 3.0
percent). Permeability is moderate (0.6 to 2 in/hr) in the most restrictive layer above 60 inches.
Available water capacity is moderate (7.7 inches in the upper 60 inches). The pH of the surface
layer in non-limed areas is 5.1 to 6.5. Droughtiness and wetness are management concerns for
crop production. This soil responds well to tile drainage; it is designated not highly erodible
(class 3) in the Highly Erodible Land (HEL) classification system.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.

We have reviewed the primary plat submitted to the Hamilton County Surveyor's Office on
May 5, 2004 for this project and have the following comments:
I. This project falls within the jurisdiction of the City of Carmel.
2. The project does fall in the U.G. Mitehner Regulated Drain Watershed.
3. Future new construction on this site may require an outlet permit from this office
for the discharge into the U.G. Mitchner Regulated Drain.

The Hamilton County Surveyor's Office would suggest Drainage Easements
completely around the new lot.
5. The Hamilton County Surveyor's Office has no objection to the proposed replat.

letter. Additional comments will be made by members at the TAC Meeting on May 19. Please complete the
