As we discussed on the phone today, the City is prepared to approve the plans provided that you direct the Contractor to install rip-rap on the outside of the pond bank, directly underneath the overflow. The City has also received your comment letter and revised drawings dated July 22, 2004 based on a phone conversation on July 15, 2004. The following summarizes our phone conversation of July 15, 2004: 1. As discussed, you have sent us a copy of the Automm drawing for the Bauer Drive intersection. , We asked that you check if there is any indication of inadequate downstream capacity in the existing ditch. 3. It will not be necessary to remove the existing curb or saw cut the curb and pavement. Do not extend the proposed chair back curb into the existing gutter. Provide a curb end transition as per the detail you had provided on a previous set of plans. If any of the existing roll curb is damaged during construction, the contractor will be responsible for repairing it. With the exception of item No.2 above, the comments from the City review and the phone conversation have been satisfactorily addressed. Per our discussion last week, there are some driveway revisions that need to be made based on the City's letter of recommendation to the Board of Public Works. In addition, there are some changes indicated by 'the City's drainage review consultant that the City requests be made. The citY apologizes for any inconvenience this may have caused. The City believed that the drainage review had been completed prior to our conversation on July 23, 2004. We have faxed you a copy of the drainage review comments. The above comments are based on the Engineering Department's second review. Please provide our office with a follow up letter regarding this review and revised plans indicating all revisions. The following are the response to your letter. . Copies of all our responses to other agencies to date are attached. . The existing right-of-way has been dimensioned and called out on Sheet 3 of 10 . There will not be any signs or lighting. . A 5' concrete sidewalk has been added to the plans. . I have met twice with Scott Brewer about the landscaping. If l ever get a response or comment letter from him I will send a copy of it to you. o The parking spaces are 9' x 18' because it is a private car parking/storage facility, not open to the public. The only people parking cars on the lot will be Tom Wood personnel. I have discussed this with Jon Dobosiewicz and he asked me to have you talk to him about this item. , The pond bottom elevation has been added to the plans. . The pond is apart of this construction plan, and the setback distances I have on the plans are the ones that you are requesting now. , The plan has been revised to show landscaping and wetland plantings. 10. The parking lot is 71.5% coverage of the entire lot. This is less than the maximum 80% of coverage. 11. The front yard has been revised to 60 feet setback. 12. The Vision Clearance on corner lots has been drawn on the site plan for your convenience to show that the fence is not within the zone. The triangle has also been shown on the Landscape Plan to insure that not plantings are within the vision clearance zone. 13. The barbed wire has been removed from the fences. The fences will be a black vinyl coated chain link material, with sliding gates to match. The following are the response to your letter. We need two curb cuts for this project. The forms are being filled out to submit to your office to get us on the Public Works Board agenda. The bonds will be submitted to your office as soon as a contractor is selected for the project. The exhibits will be sent to you for review prior to submitting them with the curb cut paper work. , The Temporary Construction Entrance will be shown on one of the curb cut exhibits, as well as the Erosion Control Plan. . The Consent to Encroach Agreements for both curb cuts and the parking lot in an existing drainage easement will be addressed by Larry Lawhead, Mr. Wood's attorney. . There will not be any signs, irrigation systems, or any other items installed in the right-of-way of either road. o The contact information for the utilities has been added to the plans. . The existing curbs will be saw cut and removed, then replaced with a depressed curb. This is now called out and dimensioned on sheet 2 of 10. The site was bush hogged in January of 2004. There was small half inch caliper trees on site at best. Most of the vegetation was overgrown weeds. o The existing right-of-way has been dimensioned and called out on Sheet 3 of 10. The depressed curb addition has been shown on this same sheet. The existing curbs are roll curbs. The transition between existing curbs and proposed has been addressed, and a detail added to the detail sheet. The attached Autoturn drawing shows why the East Bauer Drive West radius taper is so long. . The proposed private lot will only be accessed by Tom Wood personnel. The lot will not be open to the public. The pipe bollards are shown at the two entrances within the fenced lot. Single phase power will be installed onsite from the existing I PL transformer to the east of the site. The concrete sidewalk has been added to the plans. All the utilities have reviewed and approved the plans. 9. Flow arrows have been added to the Grading Plan. The pond will be constructed with this project. The pond will be within the fenced in lot with the Fire Department being the only utility with emergency access capabilities. The depressed curb detail has been added to the Detail sheet. The bedding details have been addressed. It appears, that the majority of the site is wooded. · Add dimensions to and of the curb removal limits. · Show pavement removal to put in depressed curb and to facilitate curb tie-ins. There is text overposting in the benchmark information. 11. Sheet 3 - Site and Utility Plan Please identify the right of way lines on this and all appropriate sheets. · Please note the installation of a depressed curb across the entrance drives. Are the existing curbs on Marie Drive and Bauer Drive West roll curbs? · Please include a specification showing how the new curbs will transition into the existing curbs at Marie Drive and Bauer Drive West. The Curb Taper detail on Sheet 7 is not what we desire. What is the purpose of the extreme radius on the east side of the Bauer Drive West entrance? Will commercial auto transporters utilize this lot? · Where is the pipe bollard (Item B in the Legend)? · Should the single phase power be installed on-site? · Are concrete sidewalks or multi-use paths planned in the right of way of Marie Drive or Bauer Drive West? Sheet 4- Grading and Drainage Plan Please show a sufficient amount of flow arrows on the plan to visually indicate how surface drainage will flow. Is the detention area existing or will it be constructed with this project? · Any plans to provide access to the detention area in case of emergencies or maintenance if required? Please provide information regarding the detention outlet. Existing ditch or swale? Provide more elevations and indicate flow line. This will be a private storm drainage system to be maintained by the owner.
