There ore no State of Federal Water Quality permits at this time. 9. Storm water will be discharged in one location to the north. A new storm sewer system will collect the storm water and discharge it directly into the proposed detention pond, and then into o large drainage swale the runs to Carmel Creek. 10. There ore no wetlands, lakes or water courses on or adjacent to the site with the exception of the drainage ponds. 11. The receiving waters for the site is the Carmel Creek/Whirr River watershed. 12. There may be some discharge into the ground water from the proposed drainage pond. 1:5. There ore no floodplains or floodwoys on this.site. 14, The pre-developed discharge vs, the developed discharge for the entire site ore os follows: a. The storm inlet sedimentation collection baskets wilt be installed upon completion of the individual storm structures on site. Temporary seeding wfl be placed after the curbs have been installed. Permanent seeding will take place after the landscaping has been installed to the City of Carmel's satisfaction. 3. The Stone entrance is shown on the erosion control plan. (See Sheet _$_ of 4.. The sediment control measures for sheet flow are shown on the erosion control plan. (See Sheet __5_ of __9) The sheet flow across the paved areas will be collected in the new storm sewer system. The flat grassed areas of the site will allow the storm water runoff to drain onto the existing street and be collected in the curb inlets. 5, The sediment control measures for concentrated flow are shown on the erosion control plan. (See Sheet _5_ of __9) A inlet sedimentation basket will be installed in each inlet. The pond outlet pipe will have riprap installed along the flowline and the opposite bank, 6. Each measure is shown on the plans along with the appropriate details and specifications. 11. The temporary seeding measures for each season are shown on the erosion control plan, (See Sheet _6__ of __9) The temporary seeding should be installed within 15 days of finishing any soil disturbing activites. There are no other grade stabilization measures planned for this site other than seeding. 12. The Permanent seeding measures for each season are shown on the erosion control plan. (See Sheet __6_ of _-9) 13. All fueling, lubricating, maintenance on construction equipment, dumpsters, & port-o-lets to be confined to the Staging Area adjacent to the construction entrance. In the event that a. spill occurs, the proper steps for containment must be taken. A spill cleanup kite must be onsite and readily available for use. The spilling of fuel or lubrication must be cleaned up immediately and the proper disposal of the contaminates per IDEM standards must be completed. Telephone the local Fire Deportment for procedures and notification. All local Emergency numbers must be posted on site. All concrete washout must be confined to the Staging oreo. The washout must be cleaned up offer drying, and disposed of properly. All site trash is to be disposed of in o dumpster on site. The dumpster must be covered at night and on the weekends to prevent the trash from blowing out of the dumpster and on to the surrounding properties· The dumpster Is the be hauled off site for proper disposal of the trash in o timely manor. The Staging oreo is shown on the erosion control plan. (See Sheet __5_ of _-9) 14. Person in charge of and knowledgeable about erosion and sediment control shall inspect the site for stormwoter pollution prevention deficiencies at least weekly and again within 24 hours of every ~ inch rain event. Construction Entrance shall be repaired if it is not performing properly, Silt fence shall be repaired/replaced in the event that it has failed, Drop Inlet Protection Basket shall be repaired/replaced if failed & sediment removed. Curb Inlet Protection shall be repaired/replaced if failed & sediment removed. Sediment Traps shall be cteoned out if they are over 50R full of sediment. 15. There is only one lot in this project. No special specification ore required. I. Proposed site will be a commercial development,-Potential pollutants from this type of development include, but are not limited to: fluids and debris from parked vehicles & vehicular traffic which could include: fossil fuels, off, grease, antifreeze, broke fluid, window washer fluid, rubber, plastic, & metal fragments, grit (sediment) from wearing of the road surface, trash (including bacteria and other biological agents contained in the trash) from littering and other types of improper disposal or storage, and elevated receiving water temperatures from stormwater runoff contact with impervious surfaces. 2. The existing stormwater quality measures will remain in place until no erosion or siltation con take place. 3. The proposed site w~l contain o storm sewer network that eventually outlets into o proposed pond. The majority of the site will be draining into a storm sewer network and swales, which will oct as filters throughout the life of the site use. The pond will be checked for fuel, oil, trash, and all above listed items at the visual inspections performed after each storm event has occurred. If a pollutant is detected, measures to correct the pollutant problem 'will be taken immediately and corrected. 4. Catch basins ore provided on the drainage plan. Details are provided on the Detail sheets. 5. The owner is responsible for post construction maintenance until the property is sold, end then transferring responsibility for post construction · maintenance to the new owner of the site· The slte is considered o basin to the drainage swale along the south property line. If this project is ever considered a regulated drain site, then the maintenance will be the county's responsibility. Embankment and Emergency Spillway shall be inspected annually and offer major storms. Any barren lawn or bank areas shall be seeded and/or' stabilized. Outfall Pipe and Principal Spillway shall be inspected annually. Clear all drains and spillways to make sure they are functioning properly. Clean any debris from end sections and trash rack. Replace if rust is excessive. Permanent Pool shall be inspected monthly. Clear all undesirable vegetative growth. Remove floatable debris. Check for visible pollution and their sources. Contact the local fire department for guidance. Toke note of complaints by adjoiners and any potential public hazards. Outfall locations shall be stabilized with additional rip rap if erosion has occurred. Contact the local Soil and Water Conservation District office for guidance. The new Rule 5 requirements of posting the contract information at the site and having a set of construction plans available at all times must be observed. ~4EAT ~ RYE i? ~U/ACLAWN ~ fllAH N~ [~, ~P~IN~ QATE. 3 ~LI/ACKENTUCKY ~LU~:C,I~ 40 La/AC CREEPING I~ FESCUE 40 DR, F'~NN]AL RYEGRA~$170 LB/AC TO ~ USrJ) DURING PERI~ ~N ~, ~t ~ RYE E ~/~ SOIL ~N~T~S ~ ~ LEV to A~VE ~, ~, t~ AP~Y ~ RYE~Ss SE~ ~ER ~ ~ ~L TE~ ~ TY~ FERTILIZE V/l~ L~ ~-le-l~/oE~m ~TH ] ~ ~ ~ T~ S~AV PER TRASH DUNPSTER PORT'D-LET L LINE WITH GEBTEXTILE FABRIC TYPICAL SECTION STAGING AREA "DON'T DIG BLIND" "IT'S THE LAW" Cell 1-800-,.%82-5544 2 Working Doys Before You Dig.
