The site is required to have installed and perpetually maintained the most current approved landscape plan. In cases where new exterior construction will affect landscaping, then mitigation of not less quality and quantity should be needed. In this case, because of the location I am not asking for any additional landscaping; however, that does not stop the owner from having more trees and shrubs planted. My office regulates a minimum standard per city code, more trees than required is always welcomed. At a minimum, this site will need the approved landscape plan (attached) installed back to original approval. I will also need a new landscape plan that shows where existing trees (per the approved plan) are being removed (or replaced, if so desired) for this project. Essentially, the original landscape plan with a commentary that shows the 4 spruce and the 2 shrubs as being removed for this project. As for the 4 evergreens and 2 shrubs, I am being lenient in not requiring them to be transplanted or replaced somewhere else on the property. I am not asking for the additional 2 transplanted evergreens and 7 bushes, but if they are still desired, that is fine. There are options available and I always try to make them known: 1 —get the site back up to code by installing the missing landscaping on the site 2- a temporary C/O may be attained because of the season, and the landscaping required can be installed in the spring. A deadline will be set. 3— get a variance for less landscaping, basically an as- planted plan. Of course, I will not endorse this for BZA approval. I hope that this clarifies any questions. Maybe Carmel could either be lenient on the rest of the site where the expansion is not occurring or at least allow the Owner to re- evaluate the landscaping needs come spring time. However, for where the expansion is occurring, an inventory is not as difficult. From my initial investigation, the original plan called for 4 re- located Colorado Spruces and 2 re- located 1 Viburnum shrubs. I only noticed 2 remaining spruces and didn't noticed any shrubs. They probably died off because they had been re- located from before. On my new plan, I was prosing 2 new or relocated spruces because the two that are there now will need to be moved. Since we would be deficient by 2 spruces, I was proposing 7 shrubs instead of 2. Also, the green space left to plant in contains a sanitary sewer easement that I am sure Carmel Utilities will not want trees within but may be fine with shrubs. Or we could plant 2 more spruces somewhere else on site. What are your thoughts and do you think there could be some leniency or allowances for time on the remaining site's landscaping? Are there any provisions for some landscaping dying off over time and not being present today? In other words, after a warranty period provided by a landscaper is up, are property owners expected to plant back anything that has died? Yes, all landscaping is to be perpetually maintained, so if something dies from whatever cause, it is required to be replanted according to the sizes on the plans. I will not expect landscaping where new asphalt is to be located to be added back. But if trees are removed for the project where the area is to still be grassed, trees will need to be re- installed. 2) I recommend using our standard Carmel planting details (attached) on the plan rather than the current details. We are proposing a 2,880 SF expansion to the rear of the existing building to contain 5 detail bays and one wash bay. In addition, we are increasing the drive area (pavement) around this part of the building and replacing some landscaping. According to meetings with Angie Conn, we will not be attending a TAC Meeting for this project. We are submitting an ADLS Amendment Application for administrative approval and will, therefore, work directly with each TAC member addressing each of your comments.
