The applicant seeks site plan and design approvals for a partial redevelopment of the site. The
applicant also seeks the following zoning waiver request:
Docket No. 12030012 ZW ZO Chptrs 23F.15 23F.02.04: Required of parking spaces.
The site is located at 1342 -1430 S. Range Line Road. It is zoned B -3 /Business, within the Carmel Dr.
Range Line Rd. Overlay Zone. Filed by Paul Reis of Krieg Devault, for Kite Realty Co.
Rich Kelly of A &F Engineering presented on behalf of the petitioner. The initial phase of this
redevelopment will be the replacement of the former CVS anchor in the center of the strip building
with a new grocery store which will serve as the anchor business. The plan also calls for the removal
of a portion of the existing strip building to be replaced by a relocated bank and pharmacy building at
the corner of 116 St. Range Line Rd. The plan will also relocate parking. At the north end of the
site will be free standing outlot multi- tenant building. The far north end of the building would also
contain a restaurant with a drive through. There would also be two additional tenants on the spaces
to the south of the restaurant. Two driveways would be relocated but the total number of driveways
would not increase. On the north end of the site, the current curb cut would be moved north to allow
for development of the free standing building. The curb cut on the south end off Range Line Rd.
would also be moved north to accommodate for the pharmacy at the hard corner. There will be a lot
of utilities which will need to be moved. Petitioner also noted the access that aligns with Medical
Dr. will be maintained

construction drawings are created to make sure these will be accounted for.

Shirley Hunter Duke Energy
Asked if by relocating utilities, if petitioner was referring only to transformers. Petitioner
indicated that they wish to maintain current transformers. Further, there is a transformer located
on the north end of the building which they will create a bump -out island in order to maintain
However, petitioner stated they will need to dig into the back edge of the property in order to
really understand what is there. The stores which are coming down will all need to be taken out.

Also, they will need to re -feed the grocery store. Petitioner will work with Duke Energy to
make sure Duke has the information they will need.

Carmel Engineering has had several meetings with petitioner and everything presented so far
has been consistent with what has already been discussed. No further comments.

Will re- review plans for the trees on the back of the property to make sure they match what has
been approved. No further comments.
Angie Conn DOCS- Planning and Zoning
Review comments have been sent. DOCS is waiting for an official response. Most comments
were in regards to architecture.
9:15 a.m. Docket No. 12030011 TAC: Meridian Main, Phase 1, Parcel 2.
The applicant seeks TAC approval to modify the storm water detention and water quality basin, a
result of the INDOT' s US 31 road improvement project. The site is located the northwest corner of
Pennsylvania St. and Main St. It is zoned B -6 /Business within the Meridian Street/US 31 Overlay.
Filed by Jamie Browning for Meridian 131, LLC.
David Lach with Cripe Architects Engineers presented on behalf of the petitioner. He explained
that the project at this time is a modification to the existing drainage system which was installed with
the infrastructure for the Meridian Main Phase I project. INDOT has proposed right -of -way taking
along the west and south sides of the property. This project is to modify the drainage structure and
coordinate what future drainage needs will be for the area. No building will be planned at this time.
The building shown on the original plans was merely for reference for future planning

Shirley Hunter Duke Energy
Explained that she will not be working directly on this project because Duke Energy has a
Major Projects Group. She was involved in original infrastructure. The original plan called
for a round -about there. The state of Indiana has planned to take the right -of -way and has
granted Duke Energy an easement. Duke currently has cable in the ground on the west side of
the road. The overhead poles on the west side of this area are cable TV only. All of Duke's

Brett Huff of Stoeppelworth and Associate, Jon Dobosiewicz of Nelson Frankenberger, and Tim
Walter of Platinum Properties presented on behalf of the petitioner. Mr. Huff explained that the
Meadows project is 148 lots, and 125 of the lots will be 65 -feet wide and will be built by Ryland
Homes. The remaining lots will be 90 -feet wide and a builder has not yet been selected for these.
The Overlook project lots will be 65 -feet wide and the builder will most likely be Wedgewood

Asked when projects would start. Mr. Huff indicated they would like to begin this
summer. They hope to have primary plat approved on the June 19 Plan Commission
meeting and start construction shortly after that. No further comments.

Shirley Hunter Duke Energy
-Asked Mr. Hull to call in to make service requests for this area when needed. Ms. Hunter said it
is her understanding that the developers of the Meadows project will essentially order where
Duke Energy' s easement will be located, and she needs to make sure Duke has grade. Ms.
Hunter will respond at a later time with further comments.
Amanda Foley Carmel Engineering
Stormwater plans will need to be approved before Engineering will have further
comments. Mr. Dobosiewicz asked if there were comments to be made to DOCS prior to
the May 15 Plan Commission meeting. Ms. Foley said Engineering has delivered comments
to DOCS but will still need to review and approve the stormwater plans before
commenting further because so much of the project relies on the drainage plans. Ms. Foley
asked Mr. Huff if there would be an amended stormwater plans submitted this week, per the
Engineering department's request. Mr. Huff indicated that they have issued a master plan for
stormwater for the entire Legacy project and he is aware this will need to be approved before
construction. He said in regards to the primary plat being approved by the Plan Commission, he
would appreciate any general technical comments that can be offered from Engineering prior to
presenting to Plan Commission, since every time it is not approved would be an extra 30 days.
Mr. Huff said if Engineering has sent comments to DOCS on this project, he has not seen them.
Ms. Foley indicated that if the plans weren't due until May 10 then the Engineering department
has not seen them. Mr. Dobosiewicz said typically when they file a primary plat prior to TAC,
they will receive comments from individual TAC members so they can make the necessary
changes prior to presenting to Plan Commission. Ms. Foley said Engineering will provide
comments in a staff report to be issued to DOCS prior to Plan Commission meeting.

Angie Conn DOCS- Planning and Zoning
DOCS has sent review comments and is waiting for an official response. Mr. Huff said he
received a comment from Ms. Conn that the entry column "might" be OK. He asked if DOCS
has established that this is OK. Ms. Conn said she will review again today and if it is
substantially the same, should be acceptable.
