Two variances for consideration: o Bldg setback for Old National Bank o Preservation of sidewalk Current Bank building to be demolished New bank bldg to be moved to the west, back from Range Line Road Overlay to accommodate drive thru traffic New building will face 116 Street; petitioner will appear at Plan Commission for ADLS review Proposal for sidewalk is to maintain 5 feet of current sidewalk until City Streetscape is put into place on Range Line Road would prefer to coordinate construction of sidewalk at time of Streetscape installation Petitioner agreeable to condition approval of second variance upon payment of cost of sidewalk installation into Thoroughfare Fund or enter into agreement for payment within 6 months of streetscape installation Petitioner has been in contact with Mike Hollibaugh at DOCS; Mike is agreeable to condition of either payment into fund for installation of sidewalk or agreement for payment within 6 months of streetscape installation on Range Line Road Petitioner has met with residents of Fairgreen Trace petitioner has agreed to landscape barrier/buffer rather than a fence No Remonstrance Public Hearing Closed Department Report: Alexia Donahue -Wold Site currently has 3 variances for building orientation, building height, and one for building footprint Current request is for two additional variances Proposed Variances will help revitalize redevelop site Dept is in support of setback variance, as long as other bldgs are pulled up to the street. Pedestrian circulation variance 5 ft sidewalk exists today may make more sense to install 8 ft sidewalk when streetscape for Range Line Road is constructed Dept is in support of both variances Action: Kent Broach approved Docket No. 12020022 V, Pedestrian Circulation, The Centre, with conditions as aforesaid regarding sidewalk installation /coordination of streetscape 10 -11. The applicant seeks the following development standards variance approval: Docket No. 12030001 V Ordinance Chapter 25.02.01: max fence height in front yard. The site is located at 13746 Deer Ridge Place. It is zoned S -1 and not located within any overlay zone. The minimum height for a fence in a front yard is 42 inches and the petitioner is requesting an 8 foot stamped concrete fence. Filed by Vincent and Gina Blanchford, owners. Present for petitioner: Vincent Gina Blanchford Would like to replace existing fence at rear of property with 7 -foot, stamped concrete fence New Fence would be installed at existing fence line 7 foot fence would meet current needs In addition to Norway spruce arborvitae, concrete fence would provide better sound barrier and would be low maintenance HOA approves of proposed fence Fence would face Gray Road, would not face any home No Public in Attendance, Public Hearing Closed Dept Report: Alexia Donahue -Wold Pursuant to Zoning Ordinance, Gray Road is considered a front yard Maximum fence height allowed in a front yard is 42 inches Construction of concrete fence would be between two rows of existing trees and would soften the "Alley" effect Dept would like to compromise to a 6 foot fence Concern is height from ground; may be interference with drainage if set away from ground, would allow for natural flow Petitioner states proposed fence will not affect existing trees or drainage, proposal is only where existing wooden fence is located and the wrought iron fence will stay. The proposed fence is modular and will be installed in sections.
