plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following comments (I have maintained the numbering from
previous correspondence dated December 30, 2003):

by the Kite Company. The dedication of the necessary fight of way will need to be

A8- Your plan shows construction in the floodway. A permit is required for this activity.
A10- A mitigated wetland is along the west side of the project and a natural wetland is to the south.
Al4- Please include the anticipated Q10 post construction from this site along with your explanation about the final
discharge being zero increase.
A18- A description of the soil limitations with respect to the proposed use and how you will overcome those limitations is
required. The fact that most of the site is structural fill is significant.
B 1 and B 13- The spill prevention plan I believe should address three points. What is the pollutant ( oil, fuel, trash or
construction wastes, concrete washout, paints, solvents and soil etc..). How does the contractor prevent these identified
potential pollutants from being a problem and if there is a spill of one of these identified pollutants what should the
contractor do to mitigate the spill. Your plan addresses some of these issues but not entirely.
B2 the construction sequence could be improved. Normally the building is going to start way before step n, site clearing is
not part of this project step d. Step f should be installed prior to mass earthwork. When should the sediment basins be
removed? Should the basins remain until the other buildin~ are started?
B5- The weir width is not included on the south sediment trap. The spillway dimension should be labeled on the detail.
Why or what is the 15' slope drain with filter sock?
B6 No detail is provided for inlet protection.
B7- Review the grades for the diversion swales. The south swale has 817 and 817 at the upper and lower end. There is a
grade of 812.3 at the south basin which is too low. A detail is needed for the diversion swale.
B 10 Details are not on the plans as noted.
B 11 and B 12- Please change your soil protection chart to a surface stabilization chart. The following language would be
helpful "If an area of disturbed soil is likely or planned to remain dormant for 15 days or more, the surface must be
protected. If grass cannot be established quickly to meet the time or coverage requirements the mulch should be utilized
with the seeding. Anchoring specifications are needed for the mulch.
Component C was not addressed on sheet 5.4
Dimensions and specifications are needed on the silt fence detail. Height, post spacing, post material and size and fabric

Surveyor's Office on February 17, 2004 for this project and have the following comments:
1, This project falls within the jurisdiction of the City of Carmel. Please coordinate
the storm sewer design with Carmel Engineering Depamnent.
2. Please provide the name and instnuncnt number for the recorded plat for the
overall development. Once this information is received, this office will determine
if an individual non-enforcement for encroachments is needed and may require
the regulated drain and easement be shown in the construction prints.
3. Please note the additional comments may be warranted at a later date.

Department has the following comments:
1. An Application for Project Review needs to be completed .and the appropriate
review fees for a Construction Plan paid, before any approvals will be granted from

2. The right of way for the construction of the 421 ramp is still shown as property owned
by the Kite Company, The dedication of the necessary fight of way will need to be

We have reviewed the drawings submitted for this project for the December 17, 2003 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits. The following jurisdictions
will apply.
2. Jurisdictions:
· Street and Right of Way- Hamilton County Highway Department (Lowe's Way)
· Water-City of Carmel
· Sanitary Sewer-City of Carmel
· Storm Sewer/Storm Drainage - City of Carmel.
3. Board of Public Works and Safety Approval Requirements:
· Commercial Curb Cut. It does not appear that this is applicable to this project.
· Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
· Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
right of way and/or dedicated easements including signs, parking facilities, irrigation systems,
fences, lighting standards, etc. to name a few.
· Dedication of right of way if applicable.
· Water and Sanitary Sewer Availability approval including Water Availability approval for
irrigation systems.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.
4. Water and Sanitary Sewer Availability (acreage) and Connection Fees.
Availability (acreage) Fees ,
Water and Sanitary Sewer Availability Fees were paid on 24.040 acres with the Lowe's Home
Improvement Center development. The acreage of this project does not appear to be included within
the original 24.040 acres. Please provide a legal description, with acreage, and exhibit of this current
development. It would be helpful if you could provide the same for the overall site, which includes the
Lowe's development.

Connection Fees
Please provide this office with details regarding the proposed restaurant facility, including square
footage and total number of restaurant and bar seats. I am enclosing copies of our connection fee
schedule for your use. I have highlighted the classification that appears to be appropriate for this
development. Sheet C2.1 indicates a total of 240 restaurant seats. If this is and will be the case, the
following Connection Fees would be applicable:
EDU Calculation- 240 seats ~ 0.10 EDUs/Seat = 24.0 EDUs
Water Connection Fee - 24.0 EDUs @ $1,310.00/EDU = $31,44'0.00
Sanitary Sewer Connection Fee - 24.0 EDUs @ $795.00/EDU = $19,080.00
Total Connection Fees for 240 seats $50,520.00
This calculation applies to the restaurant building only and does not include any fees for the future
buildings indicated on the site.
Please be advised that irrigation systems will require payment of additional water connection fees
based upon review and determination of same by Carmel Utilities.
TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of five-sets of approved drawings
after all issues have been resolved and the construction drawings have been approved. The drawings
will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set
which is to be maintained on the construction site at all times. Our Public Works Inspector will
receive one-set and one-set will be maintained in the Department of Engineering. Carmel Utilities will
receive two-sets. If more than the minimum five-sets are requested to be approved, the additional sets
(maximum total of two additional) must be submitted with the five required sets.
Please be advised that any installation of signs, walls, irrigation systems, parking lots, etc. within
dedicated right of way and/or dedicated easements will require a Consent to Encroach Agreement
between the Owner/Developer and the City of Carmel. This Agreement requires Board of Public
Works and Safety approval.
Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
I am including copies of the following with this correspondence:
· Commercial Project Approval Procedures.
· Permit Data, Contacts, etc.
· Commercial Permitting Procedures.
I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements and
Performance Release Procedure upon request.
BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
· Dedicated water mains
· Dedicated sanitary sewers
Please provide individual, detailed (materials, quantities, sizes, unit costs, etc.) certified Engineer's
Estimates for 100% of the cost of labor and materials for the above improvements. Post individual
Performance Guarantees in the amount of the Engineer's Estimate. Three-year Maintenance
Guarantees, in the amount of 10% of the Performance Amount, will be required'upon release of the
Performance Guarantees by our Board of Public Works and Safety.

Street Cut/Right of Way Permit and Bonding Requirements
Any work in dedicated right of way will require a Right of Way Permit and a License and Permit
Bond. It does not appear that this requirement is applicable to this project.
PROJECT COMMENTS
11. Please provide this office with copies of the following: · Approved IDEM Sewer Permit
· Notice of Intent to Construct a Water Main Extension
· Capacity Certification/Allocation Letter
12. Do the dashed lines on these plans reflect the existing Keystone/431 exit ramp that was recently
constructed? Please indicate and label this ramp on all appropriate sheets.
13. It appears that the parking facilities planned for this site will be constructed over dedicated easements
and dedicated underground water and sanitary sewer mains. This will require a Consent to Encroach
Agreement between the Owner/Developer and the City of Carmel.
14. Please provide a legal description for this property. The description should indicate the acreage for the
property. Property boundaries on existing topography need to include bearings and distances matching
legal description.

15. Does the reference to ADLS Limits correspond to construction limits for this phase of the project?
Sheet C3.1-Grading Plan
16. Will all of the storm pipe and structures indicated on this and other sheets be constructed with this
phase? If not, please revise the sheets to indicate construction phasing.
17. Some of the storm pipe appears to be represented by solid lines. Is this intentional and if so, what do
the solid line represent?
18. None of the proposed storm structures/pipes are indicated as being in easements. It appears that on-
site drainage will remain private, and maintenance of the system will be the responsibility of the
property owner.
Sheet C4.1-Utility Plan
19. Will all of the sanitary sewer pipe, structures and laterals and water main pipe, valves and hydrants be
constructed with this phase? If not, please revise the sheets to indicate construction phasing.
20. Is it a correct assumption that the easements indicated do not exist and will be dedicated prior to
construction?
21. We w°uld request that storm, water and sanitary pipe material, pipe size, pipe length and slope be
indicated on this plan view.
22. It appears that the existing north/south sanitary sewer along the east side of the development is located
outside of the boundaries of the easement.
23. The existing east/west sanitary sewer from the existing structure at approximately the middle of the
east side of the development does not have an easement indicated.
24. The sanitary sewer referenced in item 19 is labeled "Direction only 8" PVC". What does this mean?
25. It would be helpful if a Legend were included on the plans to distinguish between existing and
proposed utilities.
STORM DRAINAGE AND DRAINAGE CALCULATIONS
26. Are there calculations showing the original allowable 1 O-year existing condition Q (cfs) value for the
Danbury Subdivision detention pond (Pond//3)? Lowe's detention calculations show a peak 100-year
discharge of 23.96 cfs, so it's assumed that this would be the maximum allowable discharge (i.e. 100-
yr. Post released at 1 O-yr. Pre).
27. Greyhound Commons calculations show an existing "discharge" of 28.79 cfs, and this is listed in the
Maximum Inflow column. Clarification of Inflow vs. Outflow needs to be made as well as
justification for the 4.83 cfs increase.

t~very "discharge" (Maximum Inflow) in the pro,,posed conditions calculated for Greyhound Commons
is greater that the respective existing "discharge for each simulation EXCEPT for the 100-24 SCSII,
which happens to be less. This is the critical value and the output is not consistent with other storm
simulation results for existing vs. proposed conditions. This value should be revisited.
29. Typically, it is not desirable for smaller diameter pipes (i.e. 12"-36") to be put in the ground with a
slope less that 0.30%. There are a couple of pipes listed less than this.
30. The existing drainage easements should be shown for each of the three detention ponds, so it can be
assured that the proposed 100-yr. Elevation remains within it.
31. On site drainage looks good, but a grading plan of the Danbury Pond reconfiguration needs to be
included. This should include existing and proposed contours.
32. Spillway and overflow information for the Danbury Pond should be shown.
33. The off-site detention work should be included on the erosion control plan. An approved construction
entrance and travel path to the pond should be shown.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. A second
review will focus only on detailed construction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"
or fall outside of our initial review. If you have questions, please contact Mike McBride or me at 571-

The regulations concerning Rule 5 took effect 11-26-03. Plans submitted after that date must meet the new requirements.
The new requirements do not require the individual building plans to submit a new NOI but require the construction to
follow the SWPPP approved with the overall site plan. I will need more information about how this project will be
developed and appropriate details for the different stages.
This site will drain into the dry and wet basins and then into an offsite pond. Practices are needed at the outlets to provide
additional residence time for the storm water or I recommend better inlet protection to prevent sediment from entering the
existing wet and dry ponds. Inlet protection that fits into the catch basin is preferred and ! believe would provide better
protection.
A profile showing the spillway and sediment basin for the two sediment basins would be helpful. The weir width is
needed for the south basin. Provide the at grade elevation for the basins.

Dear Mr. Reis:
This letter is in response to your ADLS Application for Greyhound Commons, Phase II. This is a
preliminary letter to let you begin on revisions. Please complete the following items after receiving additional
comments made by other members at the December 17 TAC meeting:
1. Please provide color building elevations and/or renderings with sign locations and materials used.
2. Please provide a signage plan with size, location, materials, and elevations.
3. Please provide a cut sheet and details of lighting on the building.
4. Z-344 states that lighting shall not spill over to adjacent properties in excess of .3 foot-candles (9.D).
5. Please forward a copy of Urban Forester, Scott Brewer's approval letter for landscaping.
6. Please give the proposed height of the building (see Sec. 6.2 of Ordinance Z-344).
7. Please show/label US 31 (Keystone) road right of way and the 90-ft building setback line.
8. Per Z-344, parking is not allowed between Keystone and the setback line of the building, except for
minimal number at the Commission's discretion (8.A-B.).
9. Please label the 30-ft greenbelt on the site plan.
10. Label which sides of the building are considered the front, sides, and rear.
11. Provide loading berth screening, per Sec 11.2.A of Ordinance Z-344.
12. Show how mechanical equipment will be screened.
13. Please provide 2 copies of the legal description for the property.
14. Per the Alternative Transportation Plan, please provide a 10-ft asphalt path along Keystone Ave.
15. Please provide 2 copies of the soils map for the property.
16. On the site plan, please label all easements.
17. Please correct the location map to show the correct location.
18. Please label building dimensions and square footage.

Office on December 8, 2003 for this project and have the following comments:
1. This project falls within the jurisdiction of the City of Carmel.
2. The open ditch that runs from 146~ Street Bridge, south along thc wcstcm
property line is a Hamilton County Regulated Drain. This ditch is part of the
Westfield Farms Regulated Drain and has thc statutory 75 foot regulated drain
easement from the top of bank on this parcel. The HCSO file also shows this as a
relocated Indiana Waterway per (IDEM), a wetland mitigation area per (IDEM),
and 30' Crr,enway Bdt per thc Carmel PUD Ordinance No. Z-344,
3. Please provide mc with documentaton that ALL entities involved are acceptable
with thc location of the parking lot, relative to the open ditch, before you spply
for a Non-enforcement on Individual Tract.
4. Please provide the name and instnm~ent number for thc recorded plat for the
overall development.
