Comment on previous review: "This office requires the submission of standard 24 x 36 size civil plans for review and approval, particularly for existing site conditions, proposed site plans and utility and drainage plans." Please submit 24" x 36" sheets for review and approval. 13. Continent on previous review: "Regarding the proposed site plan, this office is not aware of a City of Carmel project that will include the scope of work indicated on this sheet. Could you please share the source of this information To clarify the work that is to be approved, please indicate construction Limits (including any work to install utilities) on the site /development plan. The items indicated as future by the City (or currently existing make it confusing as to what work is to actually be conducted. 14. Comment on previous letter: "Please provide copies of the drainage calculations for this project." The Depai talent has misplaced the drainage calculations. Please resubmit based on the current plan to not increase the surface runoff, not install any new storm lines, and to continue to use the existing storm. If the runoff will not be increased and no new storm lines will be installed, the Department would not expect to have any issues with the project drainage. 15. Comment on previous review: "Will the proposed new storm sewer be private and maintained by the owner Do the current plans then indicate no new catch basins on 6" storm lines? 18. Comment on previous review: "As a general comment, the City requires more detailed plans for this project. The City requires a standard set of civil construction plans including a Title Sheet, Existing Conditions, Demolition Plan, Site and Utility Plan, Grading and Drainage Plan, Erosion Control Plan, Details, etc." The Department did not receive final plans for approval. The Department agrees that if the current plan does not indicate any improvements other than building renovations and the new walkway in front of the building, then submission of the site plan is sufficient. The Department suggests adding some spot grades, even if they are "match existing" to the new sidewalk construction. The Department also suggests that the new sidewalk be constructed to City standards and details and notes added to the plan set which reflect the attached standards. Please provide a minimum of 5 (maximum of 7) drawings which reflect the requested minor revisions, written responses to this continent letter, and a copy of the drainage report and the Department will be prepared to approve the drawings unless the current plans are inconsistent with the items outlined in your letter dated August 6, 2004. The Engineering Department is unaware of the work noted as "by City" on the Proposed Site Plan. This review has been conducted assuming that the Developer will perform the "by City" work. We offer the following comments' GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: · Street and Right of Way - City of Carmel (First Street SW) · Water - City of Carmel · Sanitary Server - City of Carmel · Storm Sewer - City of Carmel 3. Board of Public Works and Safety Approval Requirements: · Additional Water and Sanitary Sewer Availability if applicable. · Commercial Curb Cut if applicable. · Dedication of Right of Way. If there is to be additional right of way dedication with this project, there is a standard dedication form available electronically from this office. · Temporary Construction Entrance if applicable. · Consent to Encroach approvals for any permanent improvement to be installed within dedicated easements and/or dedicated right of way. If an irrigation system is planned for this project, additional Water Availability approval will be required from the Board and additional Water Connection Fees will be due. A schedule for Board of Public Works and Safety meeting dates and agenda deadlines is included for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be place on the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA. 4. This will be determined by Carmel Utilities. 5. We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. If more than the minimum of five-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 6. Please be advised that any installation of signs, walls, irrigation systems, parking lots, etc. within dedicated easements and/or fight of way will require Consent to Encroach approval. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water and sanitary sewer main locations. Please add a note to the drawings with appropriate contact information. 8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues. 9. The following items are included with these comments: · Commercial Project Approval Procedures. · Permit Data, Contacts, etc. ~ · Commercial Permitting Procedures. · Current Utility Fee Schedules BONDING REQUIREMENTS.. 10. Performance Guarantees/Engineer's Estimates It does not appear that Performance Guarantees will be required for this project. 11. Street Cut/Right of Way Permit and Bonding Requirements It appears that a Permit and Bonding will be required for this project. Specifically, permits and bonding will be required for the new gas line and for the new storm sewer. Are open pavement cuts planned for the gas line and storm sewer? Board of Public Works and Safety approval is required for all open pavement cuts and other paving, curb installation and striping work in dedicated streets. PROJECT COMMENTS 12. Do the proposed planters need to conform to a City standard streetscape? 18. As a general comment, the City requires more detailed plans for this project. The City requires a standard set of civil construction plans including a Title Sheet, Existing Conditions, Demolition Plan, Site and Utility Plan, Grading and Drainage Plan, Erosion Control Plan, Details, etc. 19. The City may require milling and resurfacing of the entire street within the limits of the project when the surface course is placed in the new parking spaces. 20. Cuts into the existing pavement will be required to tie into the existing curbs. Please note this removal and replacement/repair on the drawings. Additionally, we have engaged Crossroad Engineers, PC for review of drainage plans and drainage calculations. We will share these comments with you as they are received. The above comments are based upon the Engineering Department's initial review of this project. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. Second and subsequent reviews will focus only on detailed construction plans. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review.
