Light samples H 5Janet\Subrin\TOC-SSC 060104.doc EXPLANATION Leechco Properties, LLC ("Leechco") has purchased a parcel of real estate in oldtown Carmel commonly known as 30 First Street SW. This real estate is located approximately a block west of Rangeline Road and a block south of Main Street. Leechco intends to lease the property to Drs. Lauck and Conway for their optical offices. Currently, Drs. Lauck and Conway lease sPace in Carmel at 1344 South Rangeline Road for their optical offices. Their lease will soon be expiring, and the doctors desire to remain part of 'Carmel's business community. Therefore, they hope to relocate their optical offices to the Leechco site at 30 First Street SW in oldtown Cannel. Included as Exhibit 3 in this brochure are photographs of the existing building to be renovated. Leechco has committed to spending a significant amount of money to renovate the property in an effort to continue the redevelopment momentum i.n the oldtown Carmel area. Leechco and its architect have met with Staff' and Les Olds, Director of Redevelopment for the City, to obtain their input and suggestions regarding the proposed building design. The exhibits in this brochure implement the suggestions provided to Leechco by Staff and Mr. Olds. During the discussions with Mr. Olds, he expressed a desire to have Leechco dedicate to the City, at a future time, a strip of real estate for a fight-of-way to accommodate a road improvement project. Leechco has agreed to this right-of-way dedication. However, prior to the commencement of the road improvement project, Leechco will be utilizing the parking currently available on the site. After the fight-of-way dedication and road improvement project, the parking will be redesigned as depicted in Exhibit 7 in this informational brochure. We believe the proposed building renovation is a significant improvement from the building that exists on the real estate today. Further, we believe that the proposed renovation is compatible with the other redevelopment in the area and it should continue to set the high bar for future building renovations in this area. We look forward to presenting this amended ADLS application to the Special Studies Committee at its June 1, 2004 hearing.
