Dear Mr. Throclanorton:
We have received your letter and revised drawings dated July 23,2004. Thank you for addressing
the comments in the City's review letter dated May 18,2004. Based ona review of your
comments and the submitted drawings, the issues from the City's first review were satisfactorily
f -
addressed with the exception of the following:
1. The City would still expect to see additional spot shots on the grading plan or an enlarged
grading plan that shows additional spot spots, specifically in the areas of the proposed
retaining walls. However, if it is your opinion that the Contractor can construct the
proposed improvements from these plans, the City is satisfied with the information
provided.
2. Please edit the Utility Contact information on the Topographic Survey per your red line
comments.
From this second review, the City provides the following comments:
3. There are two sheets labeled as "Site Utility Plan". Please label the Sc1meider sheet as the
Sanitary and Storm Sewer Plan as it is apparent that the information provided on this
sheet relates only to the sanitary and storm sewers.
4. Sheet PSU2.l still shows the alternate storm pipe installation. Please remove this from
the sheet. The City assumes that more detailed information on the roof drain piping and
connections is provided in the MEP plans?
5. Please make any revisions to the drawings as required by Crossroads based on your
phone conversations with their plan reviewer.
The above conunents are based upon the Engineering Department's second review of this project.
Please provide our office with a follow up letter regarding this review and revised plans,
indicating all revisions. If you agree to all of the recommended changes and assure to uS that the
changes have been made, you may submi t the appropriate amount of plans for approval as a part
of you next submittal and avoid a third drawing revie\v.

! am sending this letter to you in response to your attached letters dated July 27, 2004,
August 24, 2004, and August 25, 2004.
The July 27, 2004, letter contained review comments from CrOssroad Engineers. After reviewing
their comments, it became evident that they did not have the current drawings and all the previously
submitted drainage information, i spoke with Greg Ilko from Crossroad Engineers about this issue,
and he informed me that he would get the updated information from you for further review.
The August 24, 2004, letter from you contained Crossroad Engineers' revised and final review
comments.
The following is a list of our actions taken regarding Crossroad Engineers' review comments dated
August 24, 2004.

The pipe diameters indicated on the grading plan have been deleted. The pipe diameters on
the utility plan are the correct sizes.
The August 25, 2004, letter from Gary R. Duncan Jr. contained the City of Carmel's, Department of
Engineering's final review comments.
The following is a list of our actions taken regarding Gary R. Duncan's review comments dated
August 25, 2004.
Additional spot elevations have been added to the plan.

No lelter or rmri~d drainage ealcul~ions were suhmittod by Fanning/Ftowey Associate,
Inc. in response to our review comments daled July 26, 2004. However, I have received,
from you, additiona/drainage information that m~wers a significant amount of the
original oommmts.
Per the Drainage Calculations pre~ed by Schneider on May 10, 2001, it is seen that the
master dra/nage plan 0f~he chumh anticipated future development north ofthe soccer
fields. An additional '70,000 sft of impervious area has been aecommodat~ for within
the existing demntion mrea. As I have not heard or read of any complaints with regards to
the existing gy~m, [ can only assume that it is ftmefioning properly, and will continue to
do so, based on the original drainage design.
There. are still a minin.~ mn amount of gin. des shoran on the construction plans; however,
these grades are with n:spect to the perimeter walk, and contours have been provided
showing positive drainage tox~mrds the direction of the detention pond.
Per the Grading Plan, if: appears that the pipes have been upsizm:f to aecommodate
minimum pipe veloeiti~ and/or to match the drainage calculations. Without the origina/
set of calculations, this cannot be verified, but the design appeam sufficient, tt should be
noted that ~.e pipe diameters on the Site Utility Plan do not correspond with those on the
C.m~ng Plan, ar, d this shon/d be rectified to eliminate confusion.

(1.0 to 2.0 percent). Permeability is very slow-(< 0.06 in/hr) in the most restrictive layer above
60 inches. Available water capacity is moderate (6.1 inches in the upper 60 inches). The pH of
the surface layer in non-limed areas is 5.1 to 6.5. Droughtiness and water erosion are
management concerns for crop production. This soil is designated highly erodible (class 1) in
the Highly Erodible Land (HEL) classification system.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.

The silt fence should not break at the entrance. The silt fence should be in place until the
entrance is installed.

church. The exterior face brick will be the same brick used on the existing church. The pitched

5. We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets. Our Public Works Inspector will
receive one-set and one-set will be maintained in the Department of Engineering. If more than the
minimum of five-sets are requested to be approved, the additional sets (maximum total of two
additional) must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
and sanitary sewer main locations. Please add a note to the drawing with the contact information.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

13. Sheet G 1.0 - Overall Site Layout
· In the upper left hand corner there are arrows pointing but nothing indicated.
· Please thaw or freeze all of the utilities on this drawing.
· Does the angled drive accommodate all anticipated access?
· There will be existing sidewalk that will be damaged by the work or need to be removed and
replaced to accommodate the work. Please indicate the sidewalk impacted by the Work.
· Is their a planned retaining wall on the north side of the lower exterior mechanical area?
14. Sheet G2.0 - Grading Plan
· What is the purpose or intent of the "alternate storm line in lieu of storm structure #1 O0 & lines
upstream" as shown? Is that portion of the building and Alternate?
· Please show spot elevations in and around the construction site. Specifically for the new sidewalk
to the west.
· Is it possible for the proposed 7-10' deep storm sewer between Structures 101 and 102 to be
installed while protecting the trees noted to remain?
15. Sheet G4.2 - Site Details
· Please add the following notes to Detail 1:
o Install O-Ring gaskets between all riser and cone sections plus ½" extrudable gasket
(Kent Seal or equivalent)

16. Sheet PSU2.1 - Site Utility Plan
Please label all existing water and sanitary sewer mains.
· The sanitary service connection is unclear. Is this an existing service stub?
· Do not see item #5 of the plan notes on the drawing.
· What does the 8" ST at the northwest comer of the proposed building represent?
· Would it less costly and create less utility congestion to route the proposed water lines to the back
of the proposed building?
· There are spelling errors in the General Notes.
· There are 2-4"W lines indicated as water connected to a 6" sanitary sewer. If these are sanitary
sewer service lines, please correct and identify on the plans what appears to be a clean out.
We reserve the right to provide additional comments upon further re3iew by the City Engineer.
Additionally, we have engaged Crossroad Engineers, PC for review of drainage plans and drainage
calculations. We will share these comments with you as they are received.
The above comments are based upon the Engineering Department's initial review of this project. Please
provide our office with a follow up letter regarding this review and revised plans, indicating all revisions.
Second and subsequent reviews will focus only on detailed construction plans. It is critical that our office

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on May 5, 2004 for this project and have the following comments'
1. This project falls within the City of Carmel Corporate Limits.
2. The project is borders by the Moffitt and Williamson Regulated Drain.
3. The project falls in the Moffitt and Williarnson Regulated Drain Watershed.

The provided drainage calculations show that the detention for the new
impervious area is included in the existing detention area.

Please show the site location map and soil map on the construction plan cover
sheet.
6. Please show the regulated drain easement on sheets O1.0, O2,0, and L1.0.

Hamilton County Ordinance 4-26-99-C(4) requires the removal of debris and
obstruction to the open regulated drain channel. It also requires removal of dead
and leaning trees along the banks of the open ditch.

Please schedule an on-site meeting with the architect/engineer, project contractor,
the Hamilton County Surveyor's Office, and an owner representative, if desired,
to determine the scope of work for item #7.
Hamilton County Surveyor's Office has had recent drainage complains and did a
work order to remove log jams within this regulated drain under 106th Street. The
removal of the trees that are a potential log jam, with protect tl~is site from future
flooding issues and damage to the public roadway,
