THE MEADOWS AT LEGACY EXPLANATION
The applicant is desirous of developing a residential area within the Legacy PUD to be
known as The Meadows at Legacy. The Meadows at Legacy will include 148 lots on
approximately 60 acres located at the south end of the Legacy PUD District, north of
Prairie Trace Elementary School, The area of The Meadows at Legacy is identified on
the aerial photograph included in this submittal.
By way of general background, The Legacy PUD was enacted in January of 2007. It
allows a mixed-use community, consisting of various use blocks, on approximately 500
acres generally located on the southwest corner of 146 Street and River Road. The
Meadows at Legacy is located primarily in the Neighborhood Use Block and a portion of
the Suburban Residential Use Block of The Legacy, The proposed single family
detached dwelling neighborhood is a permitted use under the Legacy PUD.

UTILITY SUMMARY FOR
THE MEADOWS AT LEGACY
Electric service will be provided by Duke Energy. The development will be served by existing
power service along 146 Street and from surrounding service in existing subdivisions
Telephone service will be provided by AT T. The development will be serviced by existing
telephone lines along 146 Street, and from surrounding service in existing subdivisions.
Water service will be provided by the City of Carmel. The development will be served by a main
extension along 145 Street.
Sanitary Sewer
Sanitary sewer service will be provided by the City of Carmel. The development will be served
by extending sanitary sewers from a lift station within The Legacy development,
The stormwater for this development will be collected in a series of swales and pipes and
conveyed to detention areas where it will be stored and released at a controlled rate before
being discharged into the reconstructed Elizabeth Warner Regulated Drain to the West and to
the bio swales within Cherry Creek Boulevard to the North which drains East ultimately to the
White River.
Natural gas service will be provided by Vectren Energy. The development will be serviced by a
main extension along 146 Street and connections into surrounding subdivision.

CONSTRUCTION SEQUENCE SUMMARY
This project will be built in six (6) sections. Construction will begin with an entrance on
Community Drive. Section One will contain Lots 1 through 32 (all inclusive), Common Area 1
through 3 (all inclusive) and Lake 9. Section Two will contain Lots 33 through 58 (all inclusive),
Common Area 4 and Lake 7. Section Three will contain Lots 59 through 87 (all inclusive) and
Common Area 5. Section Four will contain Lots 88 through 97 (all inclusive) and Common Areas
6 and 6A (all inclusive) and Lake 8. Section Five will contain Lots 98 through 125 (all inclusive),
Common Areas 8 and 8A (all inclusive) and Lake 1. Section Six will contain Lots 126 through 148

Limited common areas will be owned by The Meadows at Legacy Home Owner's Association

Zoning Waiver
ZONING WAIVER EXPLANATION
The applicant is desirous of developing a residential area within the Legacy PUD to be
known as The Meadows at The Legacy, The Meadows will include 148 lots on approximately
60 acres located at the south end of the Legacy PUD District, north of Prairie Trace Elementary
School. The area of the Meadows is identified on the aerial photograph included in this
suhmittal,
By way of general background, The Legacy PUD was enacted in January of 2007. it
allows a mixed -use community, consisting of various use blocks, on approximately 500 acres
generally located on the southwest corner of 146 Street and River Road. The Meadows is
located primarily in the Neighborhood Use Block and a portion of the Suburban Residential Use
Block of The Legacy. The proposed single family detached dwelling neighborhood is a
permitted use under the Legacy PUD.
In order to allow this development, two approvals are necessary; namely, the approval of
a primary plat and the approval of a zoning waiver. The zoning waiver pertains to the front
loaded garage standard found in Exhibit 8 of the Legacy PUD. This standard provides for front
loaded garages to be recessed at least 3' back from the primary front facade. The proposed
homes have garages that are recessed less than 3' and that vary, in relation to the front facade,
depending on their architectural style. As illustrated on the elevations included in this submittal,
the architectural styles of the homes include Craftsman. Greek Revival, ltalianate and Tudor.
The proposed homes are detailed in the illustrations included in this submittal. The
designs fully comply with all other architectural standards. As illustrated, the homes are upscale
and include architectural features that meet the intent of the Legacy PUD ordinance by providing
numerous design styles and attractive architectural elements.
