DOCS Staff in attendance: Director Michael Hollibaugh, Planning Administrator Alexia Donahue Wold, Rachel Boone; Legal Counsel John Molitor. Also present, Ramona Hancock, Plan Commission Secretary The Special Studies Committee considered the following items: 1 Docket No. 12030009 ADLS Amend: Lakes of Carmel Signage. The applicant seeks approval to place two new ground signs and new directional signs at the site. the site is located at 382 Arbor Drive and is zoned M- 3/Manufacturing. It is not located within any Overlay Zone. Filed by David Gilman on behalf of Indianapolis Signworks and the owner. Present for Petitioner: David Gilman Overview. Apartment community would like to modernize signs and approach Lakes of Carmel Sign will be internally illuminated Signs at Clubhouse, speed limit signs, leasing signs and some signs within the clubhouse will be new Would like new signs installed as early as possible Bezel over the LED is illuminated, will be indirect lighting thru the acrylic Letters will have a glow around them LED lights will be behind Petitioner will provide a link for Committee to review "Lightning Bolt" on the sign is allowed within the square footage Dept Report, Rachel Boone: Signs were in the right -of -way instead of outside right -of -way Petitioner states signs will be moved out of the right -of -way and a path will be completed in the future that will join this development and meet with Old Meridian Signs will be landscaped Design is fine as well as size Type of lighting letters with LED lighting, will appear as individual letters Leasing Center sign will be reduced to 3 square feet exempt Other signs are directional Committee Questions/Comment& 6 Will this have the effect of neon? The vote was 2 in favor, one opposed (Alan Potasnik) for a NO Decision;" the petitioner will return to Committee for a final vote. 2. Docket No. 12030008 ADLS Amend: The Centre Anchor Store /Grocery Store. The applicant seeks approval to renovate the tenant space for a new anchor store/grocery store. The site is located at 1342 -1430 S. Range Line Road. It is zoned B- 3/Business, within the Carmel Dr./ Rangeline Rd. Overlay Zone. Filed by Paul Reis of Krieg Devault, for Kite Realty. Present for petitioner: Paul Reis, attorney. Cannot say what the interior layout is, but the back of shelves will NOT be visible 2 Motion: Alan Potasnik to approve the Anchor Store /Grocery Store for The Centre, Docket No. 12030008 ADLS Amend, conditioned upon final architectural /design approval by the Department, seconded by John Adams, Approved 3 -0. 3. Docket No. 11120027 Z: Highpointe on Meridian PUD. The applicant seeks approval to rezone 27 acres to PUD/Planned Unit Development for commercial, office, and residential uses. The site is located at the southwest corner of 136` St. Illinois St. It is zoned B-5/Business within the US 31 Corridor Overlay Zone. Filed by Paul Reis of Krieg Devault for Frank Regan, owner. Present for petitioner: Paul Reis, attorney. UPDATE: Site visit last eve with neighbors anxious to show concept Preserving existing vegetation that surrounds neighborhood Questions on traffic will coordinate with Mike Hollibaugh Petitioner will start on a definite landscape plan and discuss with Dept neighbors New architectural design will be more residential in character Probably will not return to Committee in May will take longer Dept Comments, Director Mike Hollibaugh: Met with petitioner on site got a good feel for depth buffering –100 feet moving the retirement center is a good idea working thru NO entrance on 136` Street after INDOT completes US 31– a secondary access plan can be a compromise 4. Docket No. 11090004 OA: Sign Ordinance Update. The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order to update and revise the regulations for signage. The applicant also seeks to update Chapter 3: Definitions, Chapter 19: B-/Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C -2 /Old Town District, Chapter 20G: OM/Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone, Chapter 23C: US Highway 421— Michigan Road Corridor Overlay Zone, Chapter 23D: Old Town District Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 23F: Carmel Drive Range Line Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and Architectural Design, Exterior Lighting, Landscaping Signage Regulations, Chapter 25: Additional Use Regulations, and Chapter 29: Administration in order to update other chapters containing sign standards.
