Time: 9:00 a.m. 9:00a.m. Docket No. 12040018 ADLS Amend: Monon Main, Blocks 5 -7. The applicant seeks approval modify a portion of the site plan and modify a few of the architectural building elevations. The site is located northwest of the intersection of Main St.& 3rd Avenue NW. It is zoned PUD /Planned Unit Development. Filed by Francois Mercho for Big Monon Main, LLC, owners. WWW.CARMEL.IN.GOV Brian Cross with Civil Site Group and Hassan Mercho with Integra Builders presented on behalf of the petitioner. Mr. Cross indicated the plan is being modified to increase pervious area and decrease impervious area for the project. The number of units will remain the same at 21, but the configuration of the site will be different. The streetscape from the roundabout will also improve the view from the roundabout into the development. Mr. Cross indicated they will be working with private utility companies on relocation of existing services. Existing storm sewer structure and pipe sizes will not change, although there may be some slight changes to some inlet casting elevations. All utilities will be on site. Greg Hoyes Hamilton County Surveyor's Office -No comments. Joanie Clark Vectren Energy Indicated the gas line may have to be moved 30 feet, but as -built did not correspond with proposed plans. Mr. Cross clarified that the west side of Building #5 was the area in question. Ms. Clark asked how long until project would be started and Mr. Mercho responded they would like to start foundation work in June, but indicated that Building #5 would not be involved in the first phase of the project. Mr. Cross said the location of the gas line on the plan was based on the markings from the 811 marking service. Ms. Clark said these markings are not always accurate unless the requestor is planning to actually dig. She said she will have an accurate location in the next two weeks. Nick Redden Camel Engineering Letter sent. Engineering department is waiting for petitioner's comments. Mr. Cross indicated that the original plan was approved and added the developer would like this project to fall under the previous master plan that was approved. He said the developer could potentially build what was already approved without having to go through this process but they wanted to improve the community and enhance the impervious area and landscape area. Mr. Cross asked what other storm water conditions would need to be satisfied. Mr. Redden suggested Mr. Cross speak with Page 1 of 4 ONE CIVIC SQ. Mr. Cross said he was aware there would be a cost and asked the amount of revenue that would be created from this building. Ms. Hunter said there would be no additional revenue from this since there is no change in number of units. Ms. Hunter asked if the project will be solely residential units, to which Mr. Cross indicated all units would be single family residential. Mr. Mercho asked how much time would be required for relocation. Ms. Hunter said if there is relocation required, Duke would require payment up front, and once they receive payment there would be 2 -3 weeks for processing once they get the design completed. As for scheduling the work, it is usually 2 -3 weeks as well, so from start to finish the process is approximately 6 weeks. Mr. Mercho asked about the cost associated with this relocation, and wanted to emphasize that if the equipment is not moved, there would be no building from which Duke could collect revenue. Ms. Hunter said when Duke creates infrastructure, the costs are added to the rate base of their customers. These costs have already been accounted for. Therefore, Duke cannot go back to rate payers and ask them to pay the cost to move this service. Mr. Mercho indicated the project may not involve gas lines being moved. Daren Mindham DOCS -Urban Forestry Letter sent. Requested revised landscape plan showing tree preservation detail. Bruce Knott Carmel Fire Department -Based on plan CFD received, clarification was needed on street access from the west. Mr. Mercho said the streets were shown on the plan but were not highlighted. Mr. Knott also indicated that one fire hydrant may need to be moved. Mr. Cross said this would stay within the same general area but need to be moved slightly one way or another. Mr. Knott asked if there would be any parking issues, and said CFD has had several issues in the past of plans not matching what was actually built. Mr. Cross indicated there is street parking in this area now, and a possible solution would be to work with the Carmel Street Department to paint the area in front of the hydrant as a no parking zone. Mr. Knott asked if all townhomes would be built to residential building code. He said the last set of townhomes contained commercial businesses below the residential and said CFD would need to know when the project starts what codes should be applied during review. Mr. Cross said this project would be completely residential. Ms. Hunter asked if the external walls will be combustible or non combustible. Mr. Mercho said the walls will be a brick facade and will comply with the new energy code. Angie Conn DOCS- Planning and Zoning Application will need to be submitted for re -plat. No further comments. David Littlejohn DOCS Alternative Transportation Coordinator Letter sent. Wanted to clarify the sidewalk along 3 Avenue would be located in the right -of- way. Mr. Cross said the petitioner is proposing the sidewalk run along the back curb, but the right -of -way line may only be 2 -3 feet off the back curb. Mr. Littlejohn indicated the sidewalk would need to be 100 percent in the right -of -way, at least within the easement. Mr. Mercho asked if there would need to be a sidewalk in this area, since there is already a sidewalk on the Page 2 of 4 ONE CIVIC SQ. Mr. Littlejohn indicated that a sidewalk would be required on both sides of the street, and they would each need to be at least 5 -feet wide. 1 The applicant seeks sitc plan and design approval for a multitcnant building fuel canopy. The site is located at 9800 N. Michigan Rd. and is zoned I 1 /Industrial, within the US 421/ Michigan Rd. Overlay Zone. Filed by Brad Walker of H H Restaurant Management. 9:15a.m. Carey Addition, Lot 3 Starting Line Preschool. The applicant seeks the following special use approval: Docket No. 12040004 SU ZO Chptr. 8.02 Special Use, preschool on residential site. The site is located at 110 3rd Ave NE. It is zoned R -2 /Residence and lies with the Old Town Overlay, Character Subarea. Filed by Diane Atkins. Diane Atkins, owner of Starting Line Preschool, and Adam DeHart of Keeler -Webb Associates presented on behalf of the petitioner. Drawings have been submitted to each department. Mr. DeHart said there has been a discussion with Carmel Engineering regarding traffic flow and also a response from Urban Forestry regarding the number of bushes required, but other than those two departments, there have been no other issues brought to his attention. Bruce Knott Carmel Fire Department Asked if the project would be a daycare with occupancy classification "E Ms. Atkins clarified the business is actually a preschool, not a daycare. Mr. Knott asked the age classifications and total number of occupants who would be using this building. Ms. Atkins said there would be three classrooms. Two -year -olds would have school two days a week from 9:00a.m. to 11:30a.m. Three -year -olds would have school three days a week from 9:00a.m. to 11:30a.m. Four -year -olds would have school Mondays through Thursdays from 9:00a.m. to 11:30a.m. There would also the option for some of the children to stay until 2:OOp.m. Ms. Atkins said there would be 10 two year -olds, 12 three- year -olds, and 15 four year -olds. Mr. Knott asked if the petitioner had received a new State of Indiana Construction Design Release (CDR) that showed the project as "E" occupancy classification instead of `B Ms. Atkins indicated the builder is working on changing this. Mr. Knott said there is a potential issue with the exiting, specifically that an exit is not allowed into a kitchen. His interpretation is based on this project being considered a daycare, so he will research the codes to see if a preschool has different requirements.
