Petitioner:
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
the proposed monument ground sign will provide necessary identification to patients and visitors to the 12188A
North Meridian Medical Pavilion building. The sign has been designed and located on the site with a north to south
orientation to minimize any effect on the adjacent residential development to the west and across Illinois Street.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially
adverse manner because:
the design and the location of the sign has been made to minimize any effect on the adjacent area and is
consistent with the ground signage used in the U.S. 31 Corridor to identify tenants in medical office buildings.

3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
it is essential that the patients and visitors to the 12188A and 12188B medical office buildings be able to locate
the correct building where their health care providers are located. Wall signage facing Illinois Street, and the
residential development to the west, has not been encouraged.
IT IS THEREFORE the decision of the Carmel /Clay Board of Zoning Appeals that Development Standards Variance
Docket No. 12040021 V is granted, subject to any conditions stated in the minutes of this
Board, which are incorporated herein by reference and made a part hereof.

Statement of Variance
HCRI Carmel Building A Medical Facility, LLC and HCRI Cannel Building B Medical
Facility, LLC (collectively the "Petitioner are requesting Board approval to:
(i) allow the proposed Center Identification Ground Sign, which will be located at the
southern entrance along Illinois Street, to face Illinois Street rather than its permitted
location along Meridian Street (Ch. 25.07.02-11b; and,
(ii) allow for the proposed Center Identification Ground Sign, to be located at the
southern entrance along Illinois Street, to be eight (8) feet tall (Ch. 25.07.02 -11d).
Per the plans filed, this sign incorporates the building colors and has been designed to
complement the overall development. This sign will be the same height, size and construction as
the existing Center Identification Ground Sign located at the northern entrance. In accordance
with the Commitments and the Carmel Sign Ordinance, the location of this new sign will include
a landscaped area equal to the total sign area.

Statement of Support
The North Meridian Medical Pavilion (the "Project is comprised of 2 medical office buildings
which front U.S. 31/Meridian Street, with shared parking to the west adjacent to Illinois Street. Each of
the buildings is entitled to two (2) wall tenant identification signs facing U.S. 31, per a previous variance
approval (04110022 V). Additionally, as a part of the approved signage package for the Project, there is a
Multi- tenant Building Complex Directory Sign located on the Frontage Road adjacent to U.S. 31
(07050010 ADLS Amend.).
As a part of the DP /ADLS approval (04050053 DP /ADLS) and the rezoning (0410031 Z) for the
Project, certain commitments were made to the Plan Commission concerning the development of the
Project, including provision for two Center Identification Ground Signs to be located at the two entrances
to the Project parking lot off of Illinois Street.
In 2008, a variance petition was filed requesting a variance of sign height for the sign located at
the north entrance along Illinois Street. The Board approved a development standards variance
(08020019 V) to allow for the sign to be 8 feet in height.
Thus, HCRI Carmel Building A Medical Facility, LLC and HCRI Cauuel Building B Medical
Facility, LLC (collectively the "Petitioner are requesting a variance of the Sign Ordinance in order to
allow the new Center Identification Ground Sign, which will be located at the southern entrance along
Illinois Street, to be the same height, size and construction as the existing Center Identification Ground
Sign located at the northern entrance along Illinois Street, per the plans filed.
