2005. Published notice is required within the Indianapolis Star. Note: the BZA Hearing
Officer meeting will begin at 6:30 pm.
3. The Proof of Notice will need to be received by this Department no later than noon,
Friday, February 25, 2005. Failure to submit Proof of Notice by this time will result in the

4. The Filing Fee and Nine (9) Informational Packets must be delivered to BZA Secretary
Connie Tingley no later than Noon, Friday, February 18, 2005. Failure to submit Informational

2005 agenda of the BZA.
5. This Item will appear on the February 28, 2005 agenda of the Board of Zoning Appeals
HEARING OFFICER under Public Hearings.

petition the night of the meeting for the Board's use (Sheet 8). On Ballot sheets, only fill out

State explanation of requested Developmental Standards Variance: (State what you
want to do and cite the section number(s) of the Carmel/Clay Zoning Ordinance which
applies and/or creates the need for this request).
Carmel Clay Schools would like to incorporate one institutional sign into the proposed
Freshman Center Project on the Carmel High School campus. The institutional sign
would include a wall-mounted sign on the east side of the new addition constructed as
part of this Project. This additional signage has been included as part of an approved
effort to recognize former Carmel High School Principal, Dr. William Duke, by naming the
Performing Arts areas of the school in his honor. The designation of the Performing Arts
Center in Dr. Duke's honor lead to locating this new sign on the new addition to the
Performing Arts area of the High School.
This additional sign would exceed the requirements of Section 25.7.02-5 of the
Carmel/Clay Zoning Ordinance.
Existing institutional signs approved by two previous variance requests will remain in the
current locations.

State reasons supporting the Development Standards Variance:
This additional signage has been included as part of an approved effort by Carmel Clay
Schools and Carmel High School to recognize former Carmel High School Principal,
Dr. William Duke, by naming the Performing Arts areas of the school in his honor. The
designation of the Performing Arts Center in Dr. Duke's honor lead to locating this new
sign on the new east addition to the Performing Arts area of the High School.
The signage is wall-mounted individual letters, non-illuminated, similar to the other
wall-mounted institutional signage located around the High School building. The naming
of portions of the building is also consistent with existing signage including the Eric Clark
Activity Center on the west side of the building. Within this large building and campus,
this additional signage will not appear as excessive or obtrusive.

The approval of this variance will not be injurious to the public health, safety, morals and

The additional sign will help identify a specific area of the building honoring a specific
person associated with the school. It is consistent with other signage on the building. It
is not highlighted or lighted in any manner, nor does it include any potential objectionable
text. The identification of this area by the signage would not increase vehicular or
student traffic in the area of the sign.

The use and value of the area adjacent to the property included in the variance will not
be affected in a substantially adverse manner because'
The wall sign will be similar to the signage previously approved and installed at Carmel
High School. The proposed signs are lettering without specific designs or special lighting
effects. In the area of the proposed sign, there exists a landscape buffer between the
school site and the adjacent properties, providing additional screening of the signage.
The sign would not adversely affect adjacent properties.

practical difficulties in the use of the property because'
Previous approved variances for the Carmel High School campus have supported these
issues and allowed multiple institutional signage to be erected on the campus. The large
size of the building will support the additional sign without giving the image of an
excessive amount of signage. The location is far enough away from other institutional
signs to not provide conflicting information or direction for visitors to the building and site.
