We have reviewed the submittal to the Hamilton County Surveyor's Office on March 7, 2005 (or
,this project and have the following comments:
14 Per our walk of the open . ditch o~ March 4, 2005, the open ditch is in fair shape but a
future dredging proj~ct wiltbeneede~ and is being plans by our office. The items we
would like addressed with the current project are a general cleanup of the regulated drain
and ~ome eros~on repair.. During the walk debris andtre~limbswere found in the drain.
The HCSO will require that the ditch is cleaned out and.the debris disposed of properly.
Also, a few locations were found were the swface water has caused erosion of the ditch
banks. If these could be repaired and seeded during the improvements being done at the
school, it would help to prevent silting oftbe open ditch.
2. As we are doing with oth,er development along the J. W. Brendle Regulated Drain, we ask
that a profile of the open ditch across the school parcel be completed and submitted this
office. A future dredging project is being plans for the J.W. Brendle Regulated Drain and
this information is being requested to accelerate that process. ThaDk you for tbe disk,

Creekside Middle School/ College Wood Elementary School/ New Elementary No. 11
Per my recent email, the school corporation is seeking approval to construct a shelter building as part of an
outdoor lab at the campus of the above referenced schools. We are requesting this approv~1 as part of the
Board of Zoning Appeals approvals for the New Elementary No. 11.
The proposed structure will be 24 ft. by 24 ft. wood construction. It will be placed near the existing pond in the
southeast portion of the site. A site plan indicating the location will be presented as part of the BZA hearing on
February 28, 2005 for the New Elementary No. 11 project. Below is a picture of what the shelter structure will
look like. The picture is of a three bay building; the proposed building will only be two bays.

Construction Sequence- I think the sequence would be more effective if it were a numeric sequence instead of the long
paragraph. It would also help to have it stand alone and identified on the page and not buried in the proj ect information.
,.Additions to the Sequence- Note the need for posting the site and notifying IDEM and Hamilton Cty SWCD within
24hours of starting construction.
Delete- The statement about "removing paved area inlet protection after final pavement is installed" should be revised to
remove pavement inlet protection after all areas have been stabilized.
Additions to the sequence or notes to the plans. Area#l- Everything inside the path around the pond expansion should be
the first area that can be seeded within 10 days of completing the mass excavation of the extended pond. Area #2- The
east and north areas of the site should be seeded next, to be completed prior to starting the building construction. Area #3.
This area is to the south and west of the building. This area will be seeded no later than 10 days after the storm sewer is
installed. The strawbale protection is to be installed in the swale with 48 hours after the swale is cut. After the utilities
are installed and during the building construction, everything should be stabilized except a perimeter around the building.
Final stabilization and permanent seeding will occur after the landscaping is completed. A prominent note is needed that
reminds the contractor that all disturbed areas not actively being worked will be stabilized within 15 days from when the
work stopped.
A barrier is recommended around the mortar mixing area.

Dear Mr. Payne:
This letter provides T AC revie\v comments in addition to our letter of January 12, 2005.
Would you please confirm that the existing right-of-\vay across the school's frontage on Shelbome Road
and 126th Street meets the Thoroughfare Plan. vVe \vould expect that if the County requested right-of-\vay
dedication to their standards as part of the initial project, the City requirements would be satisfied. If the
City requiren1ents are not satisfied, \ve would expect dedication of the additional right-of-\vay to meet the
Thoroughfare Plan.
Follo\ving is a description of the right-of-\vay that needs to be dedicated if it has not already been
dedicated:
126th Street: 55-foot half right-of-way for a distance of five hundred feet from the Shelbome/126th Street
intersection. Beyond the five hundred feet, reduce to a 40-foot half right-of-\vay.
ShelboD1e Road: 60-foot half right-of-\vay for a distance of five hundred feet from the Shelbome/126th
Street intersection. Beyond the five hundred feet, reduce to a 45-foot half right-of-way.
Please provide a comer cut at the intersection that is a triangular area \vith t\VO 55-foot sides connecting the
proposed right-of-way lines.

3. This project falls in the l.W. Brendle Regulated Drain Watmhed. This watershed

drawings submitted for fin~l approval. Because of the dual jurisdiction between the City of
Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings
for approval after all issues have been resolved. The dravvings will be stamped as approved and
will be signed by the City Engineer and by Carmel Utilities. The eight-sets will then be sent to the
Hamilton County Surveyor's Office for approval and signatures. Three approved sets are to be
returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities/Water Distribution should be provided copies of all drawings and revisions for
review of water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main locations.
8. The following items have been previously submitted on other school projects and will not be

BONDING REQUIREl\1ENTS
9. A Performance Guarantee will be required for the following improvement:

PerformancelMaintenance Guarantees - Engineer's Estimate
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate, to be
provided by the design engineer, for 100% of the cost of labor and materials to construct the
improvement. Please provide a detailed Engineers Estimate including unit costs, 'quantities,
materials and types of materials, etc. Upon completion and release of the Performance Guarantee
by our Board of Public Works and Safety, a three-year Maintenance Guarantee will be required.
The Maintenance Guarantee amount is based upon 10% of the Performance amount.
PerformancelMaintenance Guarantees may be PerformancelMaintenance Bonds or Irrevocable
Letters of Credit. This office will require as built or record drawings of the water main installation
prior to release of the Performance Guarantee. Please reference the enclosures for more detailed
explanation of our procedures.
Street Cut/Right of Way Permit and Bonding Requirements
Any work required in the dedicated right of way of either 126th Street or Shelborne Road, not
included or covered by a Performance Guarantee, will require a Right of Way Permit and a
License & Permit Bond. It does not appear that this will be applicable to this project.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees TIllist be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Availability Fees are based
upon total acreage for the development at the current rate of $1,010.00 per acre (Water
A vailability Fee). It is our understanding that there will be additional W ater Availability Fees for
this project. Please contact John Duffy of Carmel Utilities.
Connection Fees are currently $1,310.00 per EDU. Connection Fees are paid when the
infrastructure has been conlpleted, satisfactory test results obtained and the project has been
released for permits. Please contact John Duffy of Carmel Utilities regarding this issue.
. If an irrigation systeJ11 is planned for this develop/nellt, additional J'Vater Connection
Fees }vUI be assessed based upon the reCOJ1IJ1lendation of the Director of CarJ1lel
Utilities.

COlVIMENTS - CONSSTRUCTION PLANS
11. We have engaged Crossroad Engineers~ PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
12. Would you please supply an overall site plan (larger scale of the Key Plan) of the school complex
that includes identification of buildings, fields, perimeter streets, etc.? This office was minimally
involved in the original review of the Creekside Middle School and the College Wood Elementary
School projects and the inclusion of this sheet into the set of plans would be very helpful.
13. It is our assumption that interior streets, parking facilities and storm sewers are to be private and
are to be maintained by the school corporation.
14. Please provide detention pond information. At a minimum provide normal pool, 2-year, 10-year
100-year and bottom elevations.
15. The Department recommends that storm sewer plan and profile sheets be generated to ensure no
utility conflicts and for future use and reference.
16. Please remove Sheets Ll-l and Ll-3 and any architectural plans from the plans that are submitted
to this office for final approval. Approval of these plans does not come from the Department of
Engineering.
17. Please show more of the existing 126th Street improvements as a part of Area "A". The
Department requests modifications to the existing striping configuration to accommodate an east
bound left turn lane into the development to the north. The Department also wants to review the
existing lane shifts and tapers at this entrance.
These comments reflect the Department of Engineering's initial review of this project. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. The
Department reserves the right to provide additional comments based on subsequent reviews. It is critical
that our office be made aware of all modifications made on the plans being resubmitted, particularly if any
such changes are considered "new" or fall outside of our original review. If you have questions, please call
