The items we would like addressed with the current project are a general cleanup of the regulated drain and ~ome eros~on repair.. During the walk debris andtre~limbswere found in the drain. The HCSO will require that the ditch is cleaned out and.the debris disposed of properly. Also, a few locations were found were the swface water has caused erosion of the ditch banks. If these could be repaired and seeded during the improvements being done at the school, it would help to prevent silting oftbe open ditch. 2. As we are doing with oth,er development along the J. W. Brendle Regulated Drain, we ask that a profile of the open ditch across the school parcel be completed and submitted this office. A future dredging project is being plans for the J.W. Brendle Regulated Drain and this information is being requested to accelerate that process. ThaDk you for tbe disk, the informatioD is sufficient. We are requesting this approv~1 as part of the Board of Zoning Appeals approvals for the New Elementary No. 11. The proposed structure will be 24 ft. by 24 ft. wood construction. It will be placed near the existing pond in the southeast portion of the site. A site plan indicating the location will be presented as part of the BZA hearing on February 28, 2005 for the New Elementary No. 11 project. It would also help to have it stand alone and identified on the page and not buried in the proj ect information. ,.Additions to the Sequence- Note the need for posting the site and notifying IDEM and Hamilton Cty SWCD within 24hours of starting construction. Delete- The statement about "removing paved area inlet protection after final pavement is installed" should be revised to remove pavement inlet protection after all areas have been stabilized. Additions to the sequence or notes to the plans. Area#l- Everything inside the path around the pond expansion should be the first area that can be seeded within 10 days of completing the mass excavation of the extended pond. Area #2- The east and north areas of the site should be seeded next, to be completed prior to starting the building construction. Area #3. This area is to the south and west of the building. This area will be seeded no later than 10 days after the storm sewer is installed. The strawbale protection is to be installed in the swale with 48 hours after the swale is cut. After the utilities are installed and during the building construction, everything should be stabilized except a perimeter around the building. Final stabilization and permanent seeding will occur after the landscaping is completed. A prominent note is needed that reminds the contractor that all disturbed areas not actively being worked will be stabilized within 15 days from when the work stopped. A barrier is recommended around the mortar mixing area. cc: Carmel, Surveyor, File DNR, Division of Soil Conservation Page 1 of 1 Revised 12/09/03 ~~~i&. This project falls within the jurisdiction of the City of Cannel. 2. This proposed project DOES NOT fall in a Carmel Watershed Protection Area. 3. This project falls in the l.W. Brendle Regulated Drain Watmhed. This watershed has an allowable release rate of 0.24 cfs per acre, 4. Please submit an outlet permit (fee waived for schools) for the discharge mto the J.W. Brendle Regulated Drain. The application is available on our website at www.co..hamilton..in..us~ go to Departments, Surveyor, and Forms.. 5. The initial drainage calculations appear to be intine with the allowable dischar&e rate for this site. Please submit the fina1 hydrology report for this site when it is compJete. 6. Hamilton County Ordinance 4-26-99-C(4) requires when any development constructs on a site traversed by an open regulated drain" that improvements are made. This ditch is believed to be in good shape, but please schedule an on-site meeting -with the engineer. owners representativc. and this office you walk the drain an see what improvements may be required. --- 01/17/2005 28:31 31.77769628 HAMILTON CQ,SURVEVOR PAGE 02/02 7. As we are doing with other development 81011& the J. W. Brendle Regulated Drain. we ask that a profile of the open ditch across the school parcel be completed and submitted this office. A fUture dredging project is beiq plans for the J. W. Brendle ReguJated Drain and this infonnation is being requested to accelerate that process. 8. The Hamilton County Surveyor's Office teqWres that all future submittals are on 24" x 36" fonnat. Out office: is unable to acoommodate the larger formats for storage and archiving- 9. Indiana Code 36-9-27 ~33 does not allow any new trees to be planted within regulated drain easements. It appears all trees are outside of the easement, but please show the J.W. The eight-sets will then be sent to the Hamilton County Surveyor's Office for approval and signatures. Three approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The Developer, the Engineer and the Contractor will each receive one-set. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of Public Works and Safety. 6. Carmel Utilities/Water Distribution should be provided copies of all drawings and revisions for review of water issues. They will provide a separate review regarding these issues. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main locations. 8. The following items have been previously submitted on other school projects and will not be duplicated \vith this review unless so requested: . Commercial Project Approval Procedures . Commercial Perlnitting Procedures . Performance Release Procedure . Permit Data, Contacts, etc. . We have engaged Crossroad Engineers~ PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. 12. Would you please supply an overall site plan (larger scale of the Key Plan) of the school complex that includes identification of buildings, fields, perimeter streets, etc.? This office was minimally involved in the original review of the Creekside Middle School and the College Wood Elementary School projects and the inclusion of this sheet into the set of plans would be very helpful. 13. It is our assumption that interior streets, parking facilities and storm sewers are to be private and are to be maintained by the school corporation. 14. Please provide detention pond information. At a minimum provide normal pool, 2-year, 10-year 100-year and bottom elevations. 15. The Department recommends that storm sewer plan and profile sheets be generated to ensure no utility conflicts and for future use and reference. 16. Please remove Sheets Ll-l and Ll-3 and any architectural plans from the plans that are submitted to this office for final approval. Approval of these plans does not come from the Department of Engineering. 17. Please show more of the existing 126th Street improvements as a part of Area "A". The Department requests modifications to the existing striping configuration to accommodate an east bound left turn lane into the development to the north. The Department also wants to review the existing lane shifts and tapers at this entrance. These comments reflect the Department of Engineering's initial review of this project. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. The Department reserves the right to provide additional comments based on subsequent reviews. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our original review.
