Proper implementation of the plan and inspections of the construction site are necessa~ to minimee the discharge of pollutants. The Project Site Owner should be aware that unforeseen construction activities and weather conditions may affect the performance of a practice or the effectiveness of the plan. The plan must be a flexible document, with provisions to mod~ or substitute practices as necessa~. We have preliminarily reviewed the plans submitted for this project and offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: · Streets and Right of Way- City of Carmel. · Water- City of Carmel. · Sanitary Sewers- Clay Township Regional Waste District · Storm Sewers/Drainage- Hamilton County Surveyor's Office / City of Carmel. · Regulated/Legal Drains- Hamilton County Surveyor's Office. 3. Board of' Public Works and Safety Requirements: · Water Availability · If an irrigation system is planned for this development, additional Board of Public Works and Safety approval will be required. This also applies to planned swimming pools and/or clubhouse. · Temporary Construction Entrance (if applicable and if located at a location other than planned permanent entrances) · Please be advised that any open cuts of dedicated streets will require separate Board of Public Works and Safety approval · Any permanent improvement(including irrigation systems) to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and {he City of Carmel. · Secondary Plat approval. I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of revie~v by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Platt Commission and/or the Board of Zoning Appeals (if applicable). 4. T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Utility Department issues and all Hamilton County Surveyor issues have been resolved. The design engineer must certify all drawings submitted for final approval. Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, this office will require a minimum of eight-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and the Director of Carmel Utilities. The eight sets will then be sent to the Hamilton County Surveyor for approval and FAx 311. 7.57'1.2439 Mr. Edward E. Fleming July 1, 2004 Page 2 signatures. Three approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor will retain two sets. The Developer, Engineer and Contractor will each receive one set. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of Public Works and Safety. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review regarding these issues. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main locations. I am including copies of the following with this correspondence: Subdivision Project Approval Procedures · Performance Release Procedure · Subdivision Building Permits · Permit Data, Contacts, etc. Street Sign Requirements BONDING REQUIREMENTS 9. Individual Performance Guarantees, for Section 1 and Section 3, will be required for the following subdivision improvements: · Streets · Curbs · Water Mains · Monuments & Markers · Street Signs · Sidewalks (interior builders lot sidewalks and exterior common area/perimeter right of way sidewalks may be bonded separately). Storm Sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. They may also require bonding for Monuments & Markers. If that is the case, we will not require duplicate bonding. Sanitary Sewers are under the jurisdiction of Clay Township Regional Waste District. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier' s/Certified/Official Checks. Please reference the enclosures for more detailed explanation of our procedures. AVAILABILITY AND CONNECTION FEES 10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to start of construction activities (the exception is that you are allowed to move dirt on site). Availability Fees are based upon total platted acreage for the development at the rate of $1,010.00 per acre for Water Availability. Based upon the secondary plat indicated acreage, the following Availability Fees would apply: Section 1 * Water- 34.512 Acres ~ $1,010.00/Acre = $ 34,857.00 Section 3' Water - 10.610 Acres ~ $1,010.00/Acre = $10,716.00 Connection Fees are $1,310.00 for water per single-family residence in Section 1. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Connection Fees are paid on a per-lot basis. Regarding the townhomes in Section 3, Connection Fees are based upon the number of bedrooms per unit and at $1,310.00 per EDU. Please provide this office with a townhome building listing including number of units, bedrooms per unit, etc. Mr. Edward E. Fleming July 1, 2004 Page 3 *The acreage for the Dad's Club facility is not included in the secondary plats for Section 1 and Section 3. How will this acreage be accounted for, both for Water Availability/Connection Fees and for development plans? · If an irrigation system is planned for this, or anyfitture section of the development, additional Water Connection Fees will be assessed based upon the recommendation of the Director of Carmel Utilities. 11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office. We will share Crossroad's comments as they are received. COMMENTS-SECTION 1 SECONDARY PLAT 12. The lake indicated on Sheet 4 (believe it is designated as Lake #2 on the construction plans) is partially in the Plat for Section 1 and partially in the Dad's Club designated area. It is our opinion that this lake, which appears to be constructed with Section 1 and provides detention for Section 1, should be wholly included in the plat for Section 1. 13. Is Caroinal Way the correct spelling of this street name? 14. The precast concrete monument symbol and description has been omitted from all but Sheet 1 of the plat. 15. How will the area planned for the Carmel Dad's Club facility be accommodated? Is it to be platted separately? COMMENTS-SECTION 1 CONSTRUCTION PLANS 16. Sheet C200- Site Development Plan · Please dimension the right of way (60'0") and back to back (36'0") at the Burlingame Boulevard entrance. · Is there an opposing existing entrance on the west side of Shelbome Road, across from Burlingame Boulevard? If so, please include on the plans. · Identify the heavy dashed line in the right of way of Shelbome Road as either asphalt path or concrete sidewalk and dimension or designate it in the Legend. · Does Lake #3 have an emergency overflow and route? · Identify the area on the north side of Windy Knoll across from Cuperting Lane. · The Crosswalks on Cuperting Lane, Windy Knoll and Millbrae Drive are located too far away from the intersection. · Dimension back to back lane widths and median widths on Windy Knoll Lane at Cuperting Lane and at Millbrae Drive. 17. Sheet C201 - Site Development Plan · Label and identify the property south of Section 1. It appears to be the Amenity Area. · Same comment as above regarding the path/sidewalk in the Shelbome Road right of way. · Repeat comment # 12 regarding Lake #2. · Dimension back to back lane widths and median widths on Windy Knoll Lane at Caroinal Way. 18. Sheet C202, C203 - Future Site Development Plan · Identify future Section 2 and Section 1. 19. Sheet C400- Street Plan & Profile · Please dimension the right of way (60'0") and back to back (36'0") at the Burlingame Boulevard entrance. 20. Sheet C401, C402- Street Plan & Profile · Dimension back to back lane widths and median widths on Windy Knoll Lane. 21. Sheet C403 - Entrance Plan · Suggest renaming this sheet North Entrance Plan · What are the references to 141st Street? Were there commitments regarding 141st Street? Or do these notes refer to Shelbome Road? · The note regarding amenities in the right of way was in reference to Hamilton County requirements. The City of Carmel will allow certain amenities in the right of way with appropriate approvals, permits, etc. · Dimension the half pavement width, including the 3-foot widened section, north of the accel lane on Shelbome Road. If appropriate right of way is not available or obtainable at this time, this office requests a written and recorded letter of commitment that this blister will be constructed when right of way is obtained. · Provide a Shelborne Road Pavement Marking plan for this entrance. We require thermoplastic markings/striping. · Provide a right of way pavement composition detail for this entrance. It can be placed on this sheet or on Sheet C802, Street Details. Sheet C404- Entrance Plan · This sheet is a duplicate of Sheet C403. Assume it should be an Entrance Plan for the Windy Knoll/Shelborne Road entrance. Please label this sheet, when submitted, as the South Entrance Plan. 23. Sheets C405 and C406 are missing from the plans submitted to this office. 24. Sheet C407- Traffic Control Plan · If the diamond shaped symbols at the end of Section 1 road construction are intended to be barricades, indicate in a legend and provide a detail. 25. Sheet C603- Offsite Drainage Plan · City of Carmel Board of Public Works and Safety approval is required to tie the Stanford Park drainage system into the existing detention pond located on the City of Carmel's Street Department facility as well as removal and replacement of the existing RCP from the Shelbome Park subdivision. 26. Sheet C802- Street Details · We have revised our Pavement Compositions. The asphalt surface designation remains at 1-inch. Change the 3-inch Binder #9 to 5-inches 5D Base and the 9-inches compacted stone sub-base #2 to 7- inches compacted stone sub-base #53. Add the following statement to the Pavement Composition Detail: All Paving is to be Completed in One Paving Season COMMENTS-SECTION 3 SECONDARY PLAT 27. What does the dashed line along the west side of Blocks 1 through 4 on Sheet 1 represent? 28. Right of way line needs to be connected at the northwest corner of Block 5 on Sheet 1. 29. Common Area #9, on Sheet 2, indicates Existing Lake #2. The Construction Plans for Section 1 indicates that this is Lake #1. 30. Please confirm that Golden Gate Drive is a private street and will not be maintained by the City of Carmel. COMMENTS-SECTION 3 CONSTRUCTION PLANS 31. Sheet C200- Site Development Plan · It is our assumption that Golden Gate Drive is private but built to City of Carmel' Standards. However, the right of way width, street width and the fact that it is an inverted crown pavement are not our standards. · Either label and dimension the asphalt path/sidewalk in the Shelborne Road right of way or include the symbol in the Legend. · Existing Lake # 1 and #2 on the plan are labeled as Lake #2 and Lake #3 respectively on the Section 1 construction plans. · Sanitary structure #713 is indicated but the structure is missing. Sanitary structure #714 is indicated but not at the structure location. · It appears that Golden Gate Drive is being constructed as an inverted crown type pavement. Although this is designated as a private street, this type of construction would effect our recommendations if at some point in the future, dedication of the right of way and street were to be requested. This type of pavement is more difficult to construct to specification, more expensive to maintain for our Street Department and deteriorates more quickly than. traditional construction. · Label the area adjacent to the east, west and south as Future Amenity Area. 32. Sheet C802- Street Details · We have revised our subdivision Pavement Composition. The H.A.C. surface remains as specified. Change 3-inch H.A.C. Binder #9 to 5-inches H.A.C. 5D Base. Change 9-inches Compacted Stone Base #2 to 7-inches Compacted Stone Base #53. Add the following statement to the Pavement Composition Detail: All Paving to be Completed in One Paving Season. These comments represent the Department of Engineering's initial review of this project. Please provide our office with a follOw-up letter and revised plans indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical that this office be made aware of all modifications made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our initial review. Hamilton County Surveyor's Standard Detail D.7 requires the ponds to have 2' of freeboard above the 100 year flood elevation and an emergency spillway and the 100 year elevation with a positive outlet. Please label the TOB on all ponds and show the spillways (on plans and cross-section) with a positive emergency routing away from the site. 3. Please increase the easement to 30', as required by I.C. 36-9-27-33, on the back of lots 54 thru 57. Also, please add a corner cut 15' from the eenterline of pipe on lot 92. 4. The easement for pipe run 144 to 145, behind lots 37 thru 40, does not meet the 15' per half from the center tine of the storm pipe. Please increase easement size. Please show a 30' R.D.E. from structures 173 to 174, 187 to 188, 191 to 180, and' 180 to 181 or this off-site area needs platted at drainage easemem, if these easements are not platted, the casement not included in a plat will not bc reduced from the statutory 75' per half from thc center linc of pipe. Some of the section 1 "off-site" will be covered in section 3, but an area still exist that does not appear to be platted and thc casement will not be reduced. 6. Due to the length of the SSD runs in Pale Alto Court and Caroinal Way, SSD risers will be required an the end of the eul-a-sae. Please use HCSO Detail SSD-3 with sweeping tees (one each direction) and the $SD run eau remain continuous. This is to allow maintenance access points for a camera or jetting of the lines, which cannot be done from the curb inlets due to the SSD length and radius of the pipe. 7. Please label the structure in the rear of lot 59 (str. 100A) on the sheet C200. $. Structures 100, 115, and 149 are set below the 100 year flood elevation of the pond and could surcharge during a 100 storm event. Please look at these areas and see if changes can be made to minimize the flooding and/or highlight the area that will stand water during this flood event. 9.
