BACK COVER POCKET PRE-DEVELOPED BASIN MAP POST,DEVELOPED STMC BASIN MAP POST-DEVELOPED ICPR BASIN MAP STANFORD PARK SECTIONS 1 & 3 DRAINAGE NARRATIVE Platinum Properties is proposing the development of a residential subdivision in Hamilton County to be known as Stanford Park, Sections 1 and 3. The site is located, on the north side of West 131 st Street and just east of Shelbome Road. The site is more specifically located in a part of the Southwest Quarter of Section 20 and a part of the Northwest Quarter of Section 29, all in Township 18 North, Range 3 East, of Hamilton County, Indiana. EXISTING CONDITIONS The pre-developed Stanford Park site is part of the J.W. Brendle watershed. The existing site mostly drains east to an existing reSidential lot and eventually into the Brendle Legal Drain on the south side of West 131 st Street. StoepPelwerth and Associates Inc. has analyzed the entire watershed and, as maintained by the Hamilton County Surveyor, the allowable release rate for future development in this area, including Stanford Park, has been determined by the full capacity of a downstream culvert underneath West 116th Street. The soil of this site is primarily type B and C, Brookston and Crosby and has been used agriculturally. The offsite consists of large residential lots, some of which are heavily wooded. Stoeppelwerth and Associates Inc. will be designing five new subdivisions within the J.W. Brendle watershed, including Stanford Park. The method used to determine the allowable release rate included dividing the full capacity' of the most restrictive culvert at West 116th Street by the total amount of acres in the watershed, which was calculated using a delineated map provided by Hamilton County. This resulted in an allowable release rate of 0.24 cubic feet per second for each acre. Taking the total amount of onsite acres within the watershed and multiplying it by the aforementioned calculation can determine the release rate that each development must not exceed. The contributing run- off from pre-developed offsite areas during the 100-year storm event is also added to the acceptable release rates to let these flows pass through the site without detention. Time of Concentrations (Tc's) and Curve Numbers (CN's) were calculated for basins using TR-55 methodology. These pre-determined values were entered into TR-20 and used to compute multiple hydrographs. 2-year and 1 O-year hydrographs were created for the pre-developed conditions. Below are the results of the allowable release rate calculations for Stanford Park. In this case, the development is held to the findings of the watershed analysis, which permits up to 0.24 c.f.s, per acre of post-developed onsite property. The pre-developed release rates of the site are listed below so that it can be seen that the post-developed design meets these criteria also. Allowable 100-year release rate per J.W. Brendle watershed analysis: 9.58 c.f.s, onsite + 111.75 c.f.s, offsite (100-year storm)= 121.33 c.f.s. Pre-Developed Discharge into Hayden Run (Critical Duration Analysis) 11.63 c.f.s, onsite + 2.31 c.f.s, offsite (100-year storm) = 13.94 c.f.s. PROPOSED CONDITIONS The detention system for the site of Stanford Park will consist of three storage ponds. Pond 1 in Stanford Park will be equalized with an existing pond in the Carmel City Garage site south of Stanford Park. From there, the detention will be tied into an existing run of storm pipes in the neighboring subdivision, Shelbome Park. The engineering of the Carmel City Garage site was performed by Paul I. Cripe, INC. From the calculations .we gathered from Cripe, Stoeppelwerth and Associates Inc. found that an area of offsite north of the City Garage was not included in their detention analysis. This results in an undersized outlet pipe frOm the City Garage pond tying into Shelborne Park. Stoeppelwerth and Associates Inc. proposes that the existing 12" concrete pipe be replaced with an 18" concrete pipe. As mentioned before, Stoeppelwerth and Associates Inc. is designing four other connected subdivisions within the J.W. Brendle watershed. Including Stanford Park, they all drain into the subdivision called Hayden Run on the south side of 131 st Street. An overall detention model has been compiled and processed to observe the impact of each subdivision on the other. At this time, only the portion of the modeling that includes · Stanford Park's structures and calCulations is being submitted in this report. The post-developed site was analyzed using a combination of programs. All pond routing and analysis was completed using Advanced ICPR. This program routes and analyzes all components in a storm system on a user-defined time interval. The second program used was StormCAD. This program analyzes pipe sizing for pipe networks other than those routing water between lakes.
