HomeMy WebLinkAboutPacketMarch 4, 2005 To' Carmel Planning Commission RE: Application for Replat as single home sub-division 116th and Towne Rd To, Whom it may concern' I am in the process of requesting replat approval from the Carmel / Clay Planning Commission that will allow me to construct a single family home on a min-farm presently owned by my daughter and son-in-law. The enclosed plat drawing shows the location of the property (SW comer of 116th and Towne Rd). According to the present guidelines, a minimum of 5 acres must be used to construct a new dwelling unless that dwelling is part of a sub division. For this reason, we are converting (assuming approval of the planning commission) one acre of the approximately eight (8) acres into a subdivision. The subdivision will have one new dwelling on parcel "A". Twenty-three information packets were sent to the members of the Technical Advisory Committee for comment. Most were received back with no issues. The only outstanding issue is with the Clay Township Regional Waste District (CTRWD). We have retained Benchmark Engineering to work with this department on the design and connection of a low pressure sewer system. The design is straightforward. The issue is the connection point. This has yet to be determined as a Carmel Sewer System and a CTRWD connection appear possible. Notices were sent to the adjacent land owners advising them of the public meeting. Only one has responded with minor questions about the proximity of the proposed home to their property and the method of waste disposal. A copy of this letter as well as copies of the Certified Mail Receipt for each land owner. A public notice was placed in the Indianapolis Star advising of the public hearing on March 15, 2005. The Publisher's Affidavit is included with the package as well as a copy of the notice. Please contact me should there be any additional information that you require. I have the following comments relative to each government entity: Police and Sheriff: Fire Department: Carmel/Clay schools: The new home will have two occupants (my wife and I). Since we are approaching retirement age, we do not anticipate any impact on the police department or the school system. The structure will single story and all brick. The additional impact on the fire department will be negligible. Water and sanitary sewer utilities: Electric, Gas, and Telephone utilities: We will make a low pressure connection to the existing sewer (shown on the drawing). No additional electric or gas lines will be required other than those existing on the property. Surveyor, Drainage Board, County Commissioners: Indiana Natural Resources Commission: The existing drainage will not be disturbed by the construction as the general topography will remain and no significant surfaces will be covered (such as a parking lot). The present usage of the land is agricultural and there are no wet lands. The property will drain (as it does presently) to the east as shown on the topography lines into the existing drainage for Towne Road. Towne Road was recently relocated approximately 300 feet to the East. At that time, all of the drainage in front of this property was revised. Carmel Board of Public Works Director of the Department of Community Development In our opinion, the intended construction does not have a significant impact on any government entity. The architecture will be consistent with the surrounding area. The agricultural and pasture land surrounding the home will be left undisturbed. The only reason for the conversion to a sub division is to satisfy a current requirement of minimum acreage for construction of a single residence. For this reason, we are converting one acre of the approximately eight (8) acres into a (single-home) subdivision. The subdivision will have only one dwelling on parcel "m". On February 16, 2005, I met with the Carmel Plan Commission Technical Advisory Committee (TAC) to present a plan to re-plat one acre of the approximately 8 acres owned by James and Tammie Fish and located at 11550 Towne Road. This request has now been forwarded to the Carmel Plan Commission fOr a public heating on March 15, 2005. As part of that process, I am required to notify adjacent property owners of this request in the event they wish to attend the public meeting on March 15, 2005. Enclosed with this letter is a plat drawing showing the location of the new "subdivision". Please feel free to contact me with any questions you may have.
