The revisions to the Construction Plans are as follows: Item 16 - Item 17- Item 18 - Item 19- Item 20 - Item 21- Item 22 - Item 23 - The gap previously shown on the plan was for the installation of a sanitary sewer line. The location of the sanitary line has been relocated and the clearing as previously shown is not needed. The landscape plan has been previously reviewed and an updated plan is being forwarded to the Urban Forester. The proposed project description has been included on the Erosion Control Sheet C205 under the storm water pollution plan information. The 100-yr elevation and bottom elevations have been shown on the plans. A signage plan has been included in the set. Per our previous conversation and information forwarded via fax, Platinum Properties does not own the property at the southwest comer of the project and are not able to connect the walk to Austin Oaks. The walk at the entrance has bee kept inside the right-of-way. Widening of 3-ft. has been added along West Road and resurfacing and lane striping. We apologize for the delay in responding. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: Streets and Right of Way- City of Carmel. · Water - City of Carmel. · Sanitary Sewers- Clay Township Regional Waste District · Storm Sewers/Drainage- Hamilton County Surveyor's Office / City of Carmel. · Regulated/Legal Drains- Hamilton County Surveyor's Office. 3.Board of Public Works and Safety Requirements: · Water Availability · If an irrigation system is planned for this development, additional Board of Public Works and Safety Water Availability approval will be required. This also applies to planned swimming pools and/or clubhouse/poolhouse facilities. · Temporary Construction Entrance (if applicable and if located at a location other than planned permanent entrances) · Please be advised that any open cuts of dedicated streets will require separate Board of Public Works and Safety approval. · Any perrnanent improvement (including irrigation systems) to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and the City of Carmel. · Secondary Plat approval. I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable). 4. T.A.C. Revie;v/Drawings submitted for approval: We request that all comments and contrnent letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until ali Engineering Department and Utility Department issues have been resolved. Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, this office will require a minimum of eight-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and the Director of Carmel Utilities. The eight sets will then be sent to the Hamilton County Surveyor for approval and signatures. Three approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor will retain two sets. The Developer, Engineer and Contractor will each receive one set. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of Public Works and Safety. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review regarding these issues. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main locations. I am including copies of the following with this correspondence: Subdivision Project Approval Procedures Performance Release Procedure Subdivision Building Permits Permit Data, Contacts, etc. BONDING REQUIREMENTS 9. Individual Performance Guarantees will be required for the following subdivision improvements: · Streets · Curbs · Water Mains · Storm Sewers/Drainage (dependant upon jurisdiction) · Monuments and Markers (dependant upon jurisdiction) · Street Signs · Sidewalks (interior builders lot sidewalks and exterior common area/perimeter right of way sidewalks may be bonded separately). The amount of the Perfonnance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's/Certified/Official Checks. Please reference the enclosures for more detailed explanation of our procedures. AVAILABILITY AND CONNECTION FEES 10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to start of construction activities (the exception is that you are allowed to move dirt on site). Availability Fees are based upon total platted acreage for the development at the current rate of $1,010.00 per acre for Water Availability. Based upon the primary plat indicated acreage, the following Availability Fees would apply: Water - 41.902 Acres ~ $1,010.00/Acre = $ 42,321.00 Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Connection Fees are paid on a per-lot basis. Mr. Darryl Philips June 24, 2004 Page 3 of 7 If an irrigation system is planned is planned for this, or any fitture section of the development, additional IVater Connection Fees will be assessed based upon the recommendation of the Director of Carmel Utilities. COMMENTS-SECONDARY PLAT 11. It is customary that right of way dimensions are included on the plat. Do not see any right of way dimensioning on the plat. 12. Please label bearings and distances of property lines and label and dimension all required yards and setbacks. 13. Please label centerline bearings and distances and include all curve information or curve tables. There are very few side yard easements designated on the plat. How do you propose to accommodate side yard drainage/swales and access to rear yard swales? 14. 131 st Street and West Road should be identified on the plat. 15. The City requests the dedication of a right of way comer cut at the intersection of West Road and 131 st Street. This dedication consists of a triangular area with two 35' sides located on the intersection right of way lines, one on each street. The City is confirming this distance with the County. 16. Do not see any of the Monument and Marker designations, as outlined on Sheet 1, on the plat. 17. Are the common areas also drainage and utility easements? If so, they need to be identified on the plat. If they are not easements, they should be. 18. Common area 1 and 3 should be identified on Sheet 3. All common areas should be identified on all sheets. 19. On Sheet 6, what is the area identified by dashed lines from Lot 46 to the right of way of 131st Street? 20. The City of Carmel Board of Public Works and Safety will approve this plat. Please make the appropriate changes on Sheet 8. 21. Please label the existing and proposed fight-of-way for 131st Street and West Road. 22. Please label the distance of the short lines prior to the 22.04' and 22.00' calls at the ends of Schmidler Drive. 23. Please complete the owner/subdivider information and source of title information. 24. Relocate street name text on Sheet 3 of 8. 25. Please show and label the existing pipeline easements on the plat with instrument numbers and other reference information. Is it warranted to add language to the plat that any easement, right-of- way or common areas shown across these easements is subject to the rights of that easement and the easement grantees approval? 26. Is the existing sanitary sewer in an easement? If so, please indicate this easement on the plat with instrument numbers and other reference information. 27. Please revise the language on Sheet 8 of 8 that reads "All streets .... "to be "All Right-of-Way...". COMMENTS-CONSTRUCTION PLANS 28. Please provide this office with drainage calculations. We have engaged Crossroad Engineers to review all storm drainage plans and drainage calculations submitted to this office for review. We will share these reviews with you as they are received. 29. Add note to all Holey Moley details to contact Carmel Utilities at 571-2648 for locations of water mains. 30. Provide maintenance of traffic plan for auxiliary lane construction. 31. Bar scales are not to scale. Please revise. 32. Please show the limits of FEMA Flood Zone C on all applicable sheets. 33. Please provide a traffic control plan (stop signs, etc.) 34. We are accustomed to seeing a 50 scale used on site plans. Please make this change. 35. There is a portion of the development in the southwest comer, surrounding the outlot, on many of the plan views that is confusing. It appears that this portion is not included in the platted area, yet Mr. Darryl Philips June 24, 2004 Page 4 of 7 is shown on the construction plans. Please clarify this area and what is intended by showing on the plans. 36. Sheet C101, C102 - Demolition Plan · A Demolition Permit from our Building and Code Enforcement Department will be required. · Coordinate the abandonment of wells with Morris Hensley of Carmel Utilities. · Please be advised that the City of Carmel has an ordinance regarding debris in dedicated streets. This is applicable to both construction and demolition activities and is enforced. I am including a copy of this ordinance with this correspondence. Please share this information with contractors or sub-contractors to be involved in this project. · Identify 131 st Street and West Road on the plans. · Please identify and dimension existing and proposed right of way lines for both 131st Street and for West Road. · Are the construction limits identified on these sheets? · Please add note that all existing pavement shall be sawcut where proposed pavement abuts the existing pavement. · Please show the limits of tree removal. · Add a note to remove any lane edge striping where the new auxiliary lanes will be installed. 37. Sheet C201, C202- Site Development Plan · Please label bearings and distances of property lines and label and dimension all required yards and setbacks. · All easements need to be identified and dimensioned on all appropriate sheets. · Identify all common areas on all appropriate sheets. · Identify 131 st Street and West Road and identify and dimension existing and proposed right of way lines of both. · Storm structure 710 is identified on Sheet C201 but a structure and pipe are not indicated. · We typically see right of way widths with back-to-back widths on subdivision streets and at subdivision entries. Please include both on all appropriate sheets. · Indicate back of curb to back of curb and right of way width dimensions for Schmidler Drive. Our street requirements specify 30-foot street width from back-of-curb to back-of-curb. The Engineering Department desire is to see Schmidler Drive be designed as a standard subdivision street with 50-foot right of way and 30-foot back-to-back street width. · Don't see a sanitary lateral indicated for Lot 18 on Sheet C202. · Show direction of surface water flow on all side and rear yards. Please designate all high points (HP) on all lots. · Indicate 100-year elevation, bottom elevation and top of bank on detention areas. · The dry detention area is poorly defined. · The entrance back-to-back dimensions are extremely narrow. We require a minimum width of 18 at entrances with medians. · Identify either a concrete walk or asphalt path in the right of way of 131st Street and West Road and identify the width of the path. · It appears that a portion of the fences at the entry ways encroach upon dedicated fight of way. This will require Board of Public Works and Safety approval of a Consent to Encroach Agreement between the developer and the City. · Please eliminate any symbols in the legend that are not applicable to the subject sheets. For example, water mains are not included on the site plans as they are on separate sheets. · There are some long runs of storm pipe between structures. It is 561 + feet between structures 736 and 739 and 400 feet between sn-uctures 724 and 725. · Regarding the Notes section, Item #14 was a requirement of the Hamilton County Highway Department. The City of Carmel will allow certain amenities in the right of way with appropriate approvals and conditions. Also, don't see that Item #3 is applicable to these plans. Mr. Darryl Philips June 24, 2004 Page 5 of 7 We are accustomed to seeing pipe size, material and slopes on sanitary and storm sewer plan views. Please include this information on all appropriate sheets. · Please indicate end section elevations of multi-use path culverts and for pipe end sections or structures not included in the Plan and Profile Sheets. · Will there be basements/walk-out basements in this section? It appears that there should be Minimum Flood Protection Grades (MFPG) established for the lots that might be affected by the emergency overflow routes. Will these be designated as an Emergency Flood Routes? · Structure 733 is an end section installed in what will be the back yards of the residences. From past experience, we would expect objections from furore homeowners as the homes are built and landscaped. Please propose an alternative or alternatives to resolve this issue. · Provide drainage pipes and structures to maintain the side ditch drainage along West Street. · Provide a Right of Way Asphalt Paving Section for the auxiliary lanes and new entrances in the right of way of West Road and 131st Street. At a minimum, the right of way pavement section should be 1½" #11 Surface, 5" 5D Base and 10" #53 Compacted Stone Base. Please delineate the differing pavement section on the plans and entrance details. · Please indicate pond overflow for both ponds. Is a flood route provided for clogged inlets and swales and the dry detention pond overflow? Please indicate on the drawings. · What water does the dry detention pond receive? Will this pond surcharge the storm water system and cause flooding? · Structures 710 and 713 are very close to the auxiliary lanes. Is it possible to construct the end sections in these areas? · Structure 708 is very close to an existing fire hydrant. · The City requires a rear yard swale to be provided behind lots 1-6 and 9-14 to catch the runoff being generated by the development. If a swale is intended, please indicate on plans and label slope. · This office recommends no more than three (3) consecutive lots be served by a rear yard swale without a storm structure or inlet being installed to collect the runoff. This applies to the swale behind Lots 1-6, 9-14, 33-35 and 40-42. · Please add a note for the existing pipeline easements to ensure that no work is performed within the easements. · Please show swales east of Lots 19 and 54 draining into Structure 703. · There is an apparent low spot on the west side of Carmichael Lane in line with the northwest comer of Lot 39. · With the steep slopes and length between the street inlets, the City requires calculations demonstrating that Structures 737 and 738 are able to intercept the water directed towards and not result in ponding in the street. 38. Sheet C203 - Erosion Control Plan · Fuel storage and filling area. Please ensure that the project site is not in a wellhead protection area. Please ensure that all applicable state laws are followed and that all permits that would normally be required for such an application are obtained and kept on-site. 39. Sheet C206- Erosion Control Details · Section-Discharge-Riprap Installation. This detail does not indicate an anchor for the end section. Please include in the detail. 40. Sheet C207, C208 - Water Plan · Please assure that our Water Utility receives copies of all plans, including revisions. · It would be helpful if the storm sewers could be lightened and the water mains darkened to highlight the mains. Very difficult to distinguish as drawn. · Please show the lot service lines, material and size. Our as built specifications will require that these service lines be dimensionally located (from the nearest lot line) and pipe diameter, material, and length designated. Mr. Darryl Philips June 24, 2004 Page 6 of 7 · There are two hydrant symbols shown in most instances and some are not in the same location. · Designate water main pipe size and material. · Carmel Utilities will provide a more thorough review for water issues. · Street cross sections infer a 4' walk. Please edit to match the proposed 5' walk. 41. Sheets C301 thorough C305- Street Plan and Profiles Show back of curb to back of curb widths and fight of way widths. · Show sanitary and storm crossings. · It is apparent that the centerline profile grade at the common Carmichael and Repass Station 0+00 does not match. · Is the short dip in the road at Station 0+50 of Carmichael Lane necessary? 42. Sheet C401 - Entry Details · Identify 131 st Street and West Road on the plans. · Identify and dimension all right of way lines. · It is difficult to distinguish between existing pavement and new construction on the plans. · 131 st Street Entrance - City of Carmel requirements for acceleration/deceleration lanes for Arterial Streets are 250-feet for accel taper, 100-feet for decel lane and 150-feet for decel taper. - Has approval been given for a variance of taper lengths from our standards? - Please provide a pavement marking/striping plan. Thermoplastic markings are required. · West Road Entrance - City of Carmel requirements for acceleration/deceleration lanes for Collector Streets are 100-foot tapers for both accel/decel and 100-foot decel lane. - Has approval been given for a variance from our standards? - Please pursue right of way acquisition on the east side of West Road in order to construct a passing blister for the West Road Entrance and on the west side to accommodate standard decel lanes. If right of way cannot be obtained at this time, we request a written and recorded commitment to provide these improvements when right of way is available. - Widen the West Road pavement along the east perimeter of the subdivision a minimum of 3-feet with 2-foot stone shoulders. Resurface the entire portion of West Road across the frontage of the property or to the limits of the accel/decel lanes, whichever is greater. - Please provide a pavement marking/striping plan. Thermoplastic markings are required. 43. C703, C704, C705 - Storm Sewer Plan & Profiles · Label pipe size, type and slope on plan view on all storm sewer sheets. · Show sanitary crossings. · Please match the crowns of the proposed storm sewers. · There are a few instances where 2' minimum cover per County Standards is not provided. · The City requires a minimum cover of 12-inches between top of pipe and bottom of pavement aggregate course. Please place this notation on all appropriate sheets and edit design as needed. · Are all curb inlets to be Inlet Type "F"? We want to assure that no drainage structures associated with curb inlets shall be used that extend under the pavement causing reflective cracking in the roadway pavement. 44. Sheet C801 - Site Details · The Typical Street Cross Section W/Roll Curb and Gutter is confusing. Please use our Typical Section- Local Street Standard (copy included). Mr. Darryl Philips June 24, 2004 Page 7 of 7 · Show a Typical Section for the Frontage Place (Schmidler Drive) pavement on this sheet. Show Typical Sections of the 131 st Street and West Road entries, including median data and type of curbs. These sections could be included on Sheet 401, Entry Details. · The Typical Pavement Section is a duplication of the information included in the Typical Street Cross Sections and could be eliminated or revised to be the Multi-use path detail. Multi-use path section is 1" surface over 2" binder over 5" #53 stone. · Provide a Right of Way Typical Section Detail for 131 st Street and for West Road. · Show the SSD under the roll curb on the Typical Street Cross Section. · Edit all pavement sections on all appropriate sheets to be as follows: 1" H.A.C. Surface #11 over 5" H.A.C. Base #5D over 7" Compacted #53 Stone. Additionally, add a note to the pavement section specification and any details that states that all paving is to be completed in the same paving season. · Include all pavement markings/dimensions in the Pavement Standard Markings Detail including directional arrows. We require thermoplastic pavement striping/markings. Please include the thermoplastic designation in these details. · Please add a street underdrain detail (attached). · Rolled curb detail does not meet the City's standard. Please revise per attached detail. Also, change Compacted Subgrade to Compacted Subbase #53 Compacted Aggregate. Change the 8" depth to 6 1/2 ". · Spacing between sidewalk joints shall be no greater than 1.25 times the width of the sidewalk. · Add note that sidewalk at driveways shall be 6" minimum or driveway thickness, whichever is greater. Please provide copies of your correspondence with the TAC members. 3. Indicate the source of title and instrument number. 4. Place zoning designation on plat: S-l/Residence - Estate. 5. Please show curve notes on plat. 6. Please show the monuments and markers on the plat property lines. 7. Please provide a copy of covenants, if any. 8. Show/label the half fights of way for 131st Street (50-ft) and West Rd (40-ft). 9. Show/label the interior street fights of way widths. 10. Show/label a 5-ft non-access easement along 13 l't St and West Rd. 11. Update the plat revision date. 12. Add the owner/subdivider name, address and phone number. 13. Add sidewalk element to encourage access to common area. Pull drainage easement for lots 8-14 away from the tree line. Create a tree preservation easement there. Please provide 50-ft comer cut fight-of-way at West Rd & 131st Street intersection. Check the 14-ft entry lane widths and fence installment in the right-of-way. Widen Repass Dr. right-of-way width at West Rd. to maintain tree lawn width. Please add handicap ramps at the intersection of Repass Dr and Mink Ln.
