HomeMy WebLinkAboutDept Report 7-6-04CARMEL PLAN COMMISSION SPECIAL STUDIES COMMITTEE DEPARTMENT REPORT July 6, 2004 le Docket No. 04050037 ADLS Amend: Thrifty Car Sales- The applicant seeks approval for a wall sign. The site is located at 3400 E 96th Street The site is zoned B-3/Business. Filed by Thrifty Car Sales. The applicant is requesting ADLS Amendment approval of a wall sign. Please see informational packet distributed with the. meeting agenda. The sign has been installed without permits and the Department is still contemplating removing the item form the agenda and pursuing enforcement action. Our position continues to be complicated by the applicants disregard for the Commissions role in review of the site modifications they continue to make without approval including lighting modifications made within the last two weeks. This site is zoned B-3 requiring ADLS Amendment for new signage. The Department has the following concerns with the proposal: le 1 e The Department requests that the blue stripe on the east and west fagade of the building be painted over with a color to match the rest of the fagade. At this time the Department is not able to verify if the new site lighting conforms to the Ordinance. No proposed lighting specifications have been submitted as required under the application on file by the applicant. A fixture cut sheet, pole heights, and a photometric plan are required for this review. That approval be granted by the Committee subject to a condition that no future elements be placed on the light poles or building (illegal banner signs, etc.) DOCS will ask the applicant to table the request again in order to address compliance issues related to the modifications to the building exterior as well as site lighting. We would look to the committee for direction to the applicant regarding items one and three above. The Department recommends that the Sl~ecial Studies Committee approve the request after all comments and concerns have been addressed. Note: The item only requires approval by the Special Studies Committee. Committee Report 2004-0706
