We offer the following comments: CONSTRUCTION DRAWING REVIEW COMMENTS General Comments 1. There does not appear to be any bicycle parking on site. 2. Is the "President's Residence" part of this project? If not, please eliminate from the plans. 3. The path shown from the main road to the pond path will parallel the future sidewalk along the public right -of -way. Is this what the developer desires? 4. Will the church maintain the pond, and subsequently all the retaining walls, or will the future HOA be responsible? 5. Is Walter Feeder a structural engineer? 6. Please include the City's curbing policy in the plan set. 7. Please include the City paving policy in the plan set. 8. Sheet C100: Please include a soils map and the design speed for the private road on the cover sheet. 9. Sheet C202: Please include the detail numbers for all pond structures. 10. The City does not have a standard width for frontage roads. If the developer feels that the proposed width is adequate for parking and maintenance purposes, then the City will allow the proposed width as this roadway will not be maintained by the City. 11. Rail will be required along the emergency access ramps to the pond when the road is constructed in the future. The City requires a 50' separation from the road to the I00 -year flood elevation or a barrier when 50 feet is not provided. I2. Thoroughfare Plan Compliance: Section 2.09 of Chapter 2, Article 1 of Chapter 10 of the Carmel City Code requires that all projects and Improvements or authorizations under the jurisdiction of the zoning ordinance that adjoin, include, are served by or affect existing streets bearing a designation on the Thoroughfare Plan shall conform to the requirements of the Thoroughfare Plan in regards to (1) the dedication of public Rights -of -way; (2) design and construction of the improvements indicated by the Thoroughfare Plan across the roadway frontage of the project; (3) Setback; and (4) any other affected development standards, Section 2.09 further states that the petitioner may elect to provide a monetary commitment equal to the value to otherwise design and construct the improvements indicated by the Thoroughfare Plan across the roadway frontage. The value of the commitment shall be equal to the difference in the value to otherwise design and construct the improvements indicated by the Thoroughfare Plan across the roadway frontage, minus the cost to design and construct those improvements indicated by the Thoroughfare Plan across the roadway frontage that will be installed by the petitioner, The values established above shall be approved by the department of Engineering. Has this been formalized? 13. Comment 45 of a letter dated April 1, 2012: Please add note stating, "No Earth Disturbing Activity May Commence Without An Approved Stormwater Management Permit" to construction set. The Department repeats this comment. 14. Please stamp the plans "Approval Pending Not For Construction 15. Please add the following note to the drawings: "If It Will Be Necessary To Relocate Existing Utilities, The Expense Of Such Relocation Shall Be The Responsibility Of The Developer, All Utility Poles Shall Be Located Within One Foot Of The Proposed Right -Of- Way." 16. The following note shall be added to the plans in the vicinity of all pavement cross sections: "Ail Paving Is To Be Completed In One Paving Season." 17. Please add the following note on the Traffic Control Plan, "All Signs Are Installed By The City And Regulatory Signs Require An Ordinance." 18. All technical information required by Section 100 of the Stormwater Technical Standards Manual shall be indicated on the construction plans. Particularly please ensure Section 102.02 xi. m. is addressed on the plans. 19. Please add a note to the drawings as follows: "All paving within the existing and proposed City right -of -way shall conform to the requirements of the Department of Engineering. The Contractor shall contact the Department of Engineering to schedule a pre construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right -of- way." 20. Sheet C104: a. Note 2: Please add, "and/or notification to the City b. Note 11: Please expand this note to include the City's standard note for work in the right -of -way: "All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. The Contractor shall contact the Department of Engineering to schedule a pre construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right -of- way." 21. Sheet C305: a. Please add to Note 2. "in curbs, path, or sidewalk." b. Please add the following note, "Trench backfill in existing, proposed, and future right -of- way shall be to Department of Engineering standards." Easements 22. Comment 47 of a letter dated April 1, 2012: All proposed easements shall conform to the Storm Water Technical Standards Manual and the Subdivision Control Ordinance. The Department restates this comment. The Department has not been able to verify this requirement with the information provided. 23. Comment 50 of a letter dated April 1, 2012: Landscaping and Tree Preservation easements cannot be overlaid with drainage, utility or other easements that give rights to a third party to utilize the easement. We have not been able to check this with the information provided. 24. Comment 62 of a letter dated April 1, 2012: The detention facility shall be located within common area and an easement provided from the top -of -bank consistent with the Storm Water Technical Standards. Will the pond be located in a common area? 25. Comment 63 of a letter dated April, 1, 2012: Al] BMP's are required to be in an easement consistent with the Storm Water Technical Standards. Comment 67 of a letter dated April I, 2012: Off -site flood routes must be contained in an easement per the Stonn Water Technical Standards. The flood routing does not appear to be in the proper easement. 27. Will this development be platted? Is the Secondary Plat not being submitted at this time? Perimeter easements per the Subdivision Control Ordinance will need to be platted at the time of the Secondary Plat submittal. 28. Are there any existing easements that need to be vacated? 29. The small area of flood zone on the western property line needs to be contained within an easement. 30. Sheet C i 02: a. What are the northern limits of the drainage easement surrounding the pond? b. Please include an access easement to the pond from the public right-of-way. Drainage 31. All swales shall have a subsurface drain. 32. Sheet C503.1. Thank you for adding the language from Section 500 of the Storm Water Technical Standards manual. 33. Are the maximum water surface elevations noted on Sheet C209 from the 100 -year rain event with all inlets plugged? 34. Swales shall have a minimum 1.0 slope and be no longer than 300 feet in length. 35. is the swale on the west side of the project (parallel with Line A) draining the entire wooded area? Has the capacity for this swale been checked and does it conform to the open channel requirements in the Storm Water Technical Standards? Please ensure it is designed to accommodate the entire area, as well as, the flood routing from 116th Street. 36. Sheet C209: a. in each instance, please show the flood routing all the way to the pond. Also, please indicate the location at which the flood route from the detention facility ]eaves the site. b. At the western border with Chateaux De Moulin (where the elevation is labeled 842.1), why is the flood route not shown as following the swale? Does the proposed grading in this area result in the flood route not crossing the proposed path above the culvert? Accessibility 37. Please change all "Handicap" references to "ADA 38. The detectable warning elements (DWE) on the ADA ramps are not shown in the proper locations. The DWE should be at the pavement edge. 39. If the inidblock crosswalks will remain for the Line A, the crossings need to be shifted away from the intersection to be ADA complaint. Details 40. City standard curb: The maximum spacing for control joints shall be 10 feet on tangents and 5 feet on radii. The maximum spacing for expansion joints shall be 50 feet. 41. Please include the Hamilton County Surveyor's Office debris guard standard detail drawing. Is this the "animal guard" referenced in the plans? 42. Are weepholes provided for the retaining walls? Is there a drainage system for behind the walls to relieve hydrostatic pressure in the soil? 43. Is no rail specified along the top retaining wall because it is less than a 3.0' drop? 44. Where is the road side swale detail on Sheet C507 to be used? Is this for Line A west of the Temple and the Meeting House? 45. Please replace all the City details for ADA ramps with the INDOT standard details. 46. Where is the modified roll curb being used? Please add the City's standard trench detail for utility installation in the right -of -way to sheets C502 and C504. 48. The details indicated on Sheet C503.2 were not reviewed by the Department of Engineering and shall not be considered "approved" with the plan set when it is released for construction. The City has no standards for such an installation nor does the Department of Engineering staff have the expertise to review these details. Please provide approval from that agency (or agencies) that customarily approve the proposed engineered structure. 49. The City will not approve the proposed retaining walls below the 100 -year pond elevation. The walls do not conform to Section 302.06 (5) of the City's Storm Water Technical Standards nor do they conform to the Hamilton County Surveyors Office details D -6, D -7 or 0-8. The Department is also concerned that individuals will not be able to walk out of the pond if they fall in. The Hamilton County details have various configurations and depths for the safety ledge and a 4:1 or 5:1 slope to above the 100 -year elevation. Further, the details do not provide a reasonable amount of space for an individual that might have fallen into the pond to walk around the pond to access the emergency exit ramp. 50. The details indicated on Sheet C505 and C506 were not reviewed by the Department of Engineering and shall not be considered "approved" with the plan set when it is released for construction. The City has no standards for retaining walls and pedestrian bridges nor does the Department of Engineering staff have the expertise to review these details. 51. Please remove the "Typical Local Street Section" detail from 0204 and C205 or revise so that the cross section associated with Line A agrees with Detail 5/C501. 52. Sheet C206: Please include a reference to Detail 14 -0501 for the curb subsurface drain, 53. Sheet C208: The Curb Transition Detail will not work. I checked with our Engineering Inspectors, and they did not see how this could get constructed. 54. Detail 9 -0507: Where is this located? 55. Please indicate why detail 4/C501 is being used at the entrances? 56. Detail 13/0503, Please "x" out "with less than 1% slope Line "A" 57. Comment 38 of a letter dated April 1, 2012: Due to the fact that Valeside Crescent is a public right -of -way, a public road connection through the development meeting the City's standards for a local street shall be provided. While this entire roadway is not required to be constructed with the planned temple and meetinghouse, the roadway shall be master planned. Such roadways shall be contained within a 50 -foot right -of -way and satisfy the design standards outlined in Section 6.03 of the Subdivision Control Ordinance. Detention facilities shall be 50 -feet from road right -of -way unless a barrier is provided. Line "A" is to be public right-of-way but is presently shown to be a private street within a 50 -foot ingress /egress easement. Will this roadway become public when the Secondary Plat for the development is submitted for approval? If the roadway is to remain private, private streets shall conform to the City of Carmel standards. The roadway indicated does not meet the City standard of 30' back -of -curb to back -of -curb with 26 -feet of pavement as shown on Detail 5 /C501. 58. The City does not favor mid -block cross walks. There are several midblock crosswalks shown for the currently proposed road and the future road to the south. 59. There is a midblock crosswalk shown for the future road going to the south. Will this path remain in the future? The City would prefer for the path to tie into the sidewalk that will be constructed along the future road and the pedestrian crossing to be located at the intersection with the primary road. Line A. 60. The street profile shalt include water mains, sanitary sewers, and storm sewers, with the pipe size, material, and invert elevations of each. 61. How will the road drain at Station 10 +36? 62. What controls will be put in place for the compaction of the fill near Station 19+00 during construction? The City needs to review the specification for the construction of this fill area. The Mr. Ryan Lindley July 5, 2012 RE: LDS Temple. Project Review #1 Page 5 of 9 City will observe this construction and may require third party compaction testing at the expense of the developer. 63. How will the road drain at Station 25 +64? Access from /to Line "A" 64. Comment 58 of a letter dated April 1, 2012: Commercial entrances to public roadway shall be a maximum of 30 -feet wide, have a 40 -foot return radii and shall be concrete within the right -of- way. The current plan shows only 20 -foot radii for the entrances to the meeting house and temple parking lots. 65. Please include commercial type drive entrances (City standard drawing 10 -18) for the entrances to the parking lot and entrances to the private residential fi road. 66. Please include the City's depressed curb detail, SD 10 -19, for the commercial drive entrances, instead of 10 -0501. 67. The entrances to the private residential frontage road shall be no greater than 24 feet wide. The City generally allows 20 feet for residential drives. Perimeter Road improvements 68. Is Detail 4/C507 applicable to all public roadways or just the perimeter roadway improvements? Unless the full depth pavement proposed is consistent with the pavement design for the Springmill Road!1 6`'' Street improvements of consistent with the full depth pavement sections for the appropriate roadway classification from the City's standard details, the pavement section for 1 16th Street and Springmill right -of -way shall be the following: 1.5 inches HMA 1 1 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone and updated in all instances on the plans. 69. The curb on 116th Street could end where it is currently shown as transitioning from roll curb to combined curb and gutter. This is the developer's choice. 70. Please indicate the milling and resurfacing of the full width right -of -way on 116th Street from the City's project limits west to the end of the auxiliary lanes and lane shift. 71. Please add a note requiring that the existing pavement be sawcut to a clean edge where adjacent to proposed widening and auxiliary lane construction along 116th Street and Springmill Road. 72. Please include a note indicating curb within the right -of -way shall be sawcut at the nearest existing joint past the removal limits and removed to this point, in the event that existing curb along 116th Street or Springmill Road needs to be cut during the project. 73. Please show all pavement markings on the plans, including edge lines on Springmill Road and 116th Street, if a portion of 116th Street will not be curbed. 74. Comment 52 of a letter dated April 1, 2012: Roadway pavement and auxiliary lanes in the 116th Street and Springmill Road right-of-way shall be 1.5" surface over 2" binder over 3" base 5D over 7" #53 stone over 4" #2 stone. Where not curbed, a 3 -foot wide, 6 -inch deep #73 stone shoulder with underdrain is required. Subsurface drain is required under all curbing. The Department repeats this comment. The stone shoulder on Springmill Road is currently shown to be 2 -feet wide with #53 stone on the details on Sheet C207. Please change this to 3 -feet in width and #73 stone. Please include subsurface drains under the 3 -foot wide stone shoulder. Please label the stone shoulder in all plan views. 75. Proposed curb cuts on 116th Street and Springmill Road shall be approved by the Board of Public Works. 1 reviewed the alignment of the Springmill entrance and the opposing Bridges development curb cut with the City Engineer. These are not aligned, and he has requested that these be aligned. Was this communicated to you by American Structurepoint? 76. Is the centerline shown on Springmill the same centerline The Bridges is using to base dedication of right -of -way? Please confirm and coordinate. 77. The curb return radii for the entrances off Springmill and 116th Street shall be 40'. 78. Chair back curb is required along Springmill Road and 116th Street instead of roll curb. Please provide a 12' west -bound lane across the property frontage on 1 16th Street holding the northern edge of the existing pavement. This can be accomplished by reducing the width of the proposed auxiliary lane at the entrance from the proposed 13.5 -feet to approximately 12.5 -feet and maintaining the currently proposed 12 -foot WB left turn lane and 12 -foot EB travel lane. 80. Please see the attached scanned mark -up for the auxiliary lane widths and lengths on 116th Street. 81. On Sheets C206 and C207. In the first note, please change DOT to the Department of Engineering. The traffic control plan must be in accordance with the Indiana Department of Transportation Work Zone Safety manual current edition. Please include the sequencing of the Maintenance of Traffic plan, including: a. Building auxiliary lanes b. Shifting eastbound traffic over c. Flaggers to mill westbound and old eastbound d. Flaggers for resurfacing and striping 82. Please include a separate note on the plans stating that all pavement rnarkings in City right -of -way shall be thermoplastic. Utilities 83. Please add the locations of all curb SSDs to all sanitary and storm sewer profiles. 84. All sanitary, water, and storm sewer shall run across the primary road, Line A, perpendicularly. 85. Is the Hickenbottorn riser temporary or permanent? 86. The storm sewer under Springmill Road is sloping away from structure #149. What is the plan for this area? 87. Sheet 0300: a. Please indicate all open cuts on Springmill Road. b. Is the water line shown across Springmill Road, just south of the roundabout, already installed? c. What does Note I refer to? d. Please add the following to Note 2: "to City standard in existing, proposed, and future right -of -way. e. Will the sanitary sewer at the entrance be bored under Springmill Road? 88. Sheet C301: Is the detail "Suggested Bore or Jack Pit" for boring within the right -of -way? If so, please indicate backfill to City standards. 89. How will the existing CMP pipes be extended? The City has not seen existing CMP extended with much success when previously attempted. GENERAL INFORMATION These comments represent the Department of Engineering's first review of the site development plans for this project. We request that all responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. Failure to provide written responses may result in the delay of the review process. It is critical that this office be made aware of all modifications made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. if you have not already done so, please provide a set of drainage plans and calculations to their office for review. We will share Crossroad's comrnents as they are received. Mr. Ryan Lindley July 5. 2012 RE: LDS Temple, Project Review 1 Page 7 of 9 Final drawings will not be approved for construction until: a. All Engineering Department and Utility Department and Hamilton County Surveyor issues have been resolved. b. All bonds and performance guarantees are posted. c. All Board of Public Works and Safety approvals and any other governing agency approvals (if required) are obtained. d. All off -site easements necessary to install utilities to serve the development are secured. e. SWPPP is approved. f All fees are paid. The Department reserves the right to provide additional comments based upon subsequent reviews. An approved Storm Water Management Permit is required prior to commencing any earth disturbing activity. Please contact Mr. John Thomas regarding storm water quality requirements. An approved right -of -way permit is required prior to commencing any work in the public right -of- way and for construction equipment access from the City's right -of -way. If it will be necessary to relocate existing utilities, the costs for such relocation shall be borne solely by the developer. Any utility poles requiring relocation shall be relocated to within one foot of the outside edge of the proposed right -of -way. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to the approval of the construction plans. Please contact the City GIS Department for the requirements. Jurisdictions: g. The project site is located within current City of Carmel Corporate Limits. h. Perimeter Street and Right -of -Way City of Carmel (Northwestern Drive). Perimeter Street and Right -of -Way— Indiana Department of Transportation (U.S. 421 /Michigan Road). j. Water City of Carmel Utilities k. Sanitary Sewers City of Cannel Utilities 1. Storm Sewers /Drainage City of Carmel. m. Legal Drains Hamilton County Surveyor's Office. Drawings submitted for approval: n. The design engineer must certify all drawings submitted for final approval. o. This office will require 9 sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and signed by the City Engineer and by Carmel Utilities. The Owner will receive 3 sets, one of which must be maintained on the construction site at all times. if this project is subject to review and approval by the Hamilton County Surveyor's Office. a total of 11 sets will be required for final approval. Cannel Utilities will provide separate reviews of this project for water issues. Availability (acreage) Fees BOARD OF PUBLIC WORKS AND SAFETY A schedule for Board of Public Works and Safety meeting dates and agenda deadlines will be sent electronically for your use upon request. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and /or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Plan Commission and /or the Board of Zoning Appeals (if applicable). Water Availability and Sanitary Sewer approval from the Board will be required. This is an EDU approval based upon the proposed use of the site. Reference Items #33 to #35 below for additional details /explanations. Please note that if an entryway or other irrigation system is planned for this development, additional Water Availability Approval from the Board will be required and additional Water Connection Fees will be assessed based upon the size and usage of the system as determined by the Director of Carmel Utilities. Commercial Curb Cut Approval. Please provide 8 x 11 exhibits with the request for approval. Provide all pertinent information including lane widths, overall width, radii, lane markings, location of opposing drives or streets, relationship to the location of previous curb cut, etc. Temporary Construction Entrance Approval. If the construction entrance is to be located separate from a permanent curb cut, then Board of Public Works approval is required. If the existing grave] roadway is not at the permanent curb cut location from Springmill Road, Board approval must be obtained for the construction entrance. The installation of any permanent, privately owned and /or maintained improvement (signs, decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated easements requires the execution of a Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer may approve irrigation system agreements. Secondary Plat approval if applicable. Ail performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. Dedication of right -of -way if not platted. This is based upon the City of Carmel 20 -Year Thoroughfare Plan requirements. Dedication documents are available upon request. Please be advised that all Right -of -Way Dedications must be accompanied by a Sales Disclosure Agreement completed by the owner for the property being dedicated to the City. The dedication document cannot be recorded without a completed Sales Disclosure. The form is available upon request. Any open pavement cuts of City right -of -way will require Carmel Board of Public Works and Safety approval. BONDING REQUIREMENTS Please contact Mr. Dave Barnes to review performance guarantee requirements. Please contact Mr. John Duffy to review water and sanitary sewer bonding requirements. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes, and materials, etc. Upon completion and release of individual Performance Guarantees, a three -year Maintenance Guarantee will be required (see Street Sign comments above). The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Mr. Ryan Lindley July 5, 2012 RE: LDS Temple, Project Review #1 Page 9 of 9 Perforrnance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the available enclosures for more detailed explanation of our procedures. RIGHT OF WAY PERMIT AND BONDING Any work in the dedicated right -of -way will require an approved Right -of -Way Permit and a License Permit Bond. The bond amount is determined by our Right -of -Way Manager. However, if the work is included in the scope of work of a required and posted Perforrnance. Guarantee, the Performance Guarantee may be used to satisfy the bond requirements of the Right -of -Way Permit. Please contact our Right-of-Way Manager, Fred Glaser, to arrange right -of -way permitting and bonding. AVAILABILITY AND CONNECTION FEES We defer to Carmel Utilities regarding this issue. If an entryway or overall site irrigation system is planned for this development, additional Water Connection Fees will be assessed based upon the size and usage of the system and upon the recommendations of the Director of Carmel Utilities. These fees are required to be paid prior to final approval of construction plans by Engineering and prior to issuance of building permits by Building Codes Services.
