Dear Mr. Halsey:
This Department has received your conU11ent letter and revised drawings dated August 2, 2004
based upon this Department's review of June 15,2004. Based on a review of your comments and
the submitted drawings, the issues from the Department's first review were satisfactorily
addressed. Thank you for making the requested revisions. Based on this Department's second
review, please find the following comments:
1. Please confirm that the sanitary line shown on the south side of the building heading to
the west was installed as a part of Phase I. Please label the sanitary line as existing or
provide more information, including the westem tetminus, if the line is to be installed
under this approval.
2. Please confirm that the 8" water line shown on the north side of the building heading to
the west'was installed as a part of Phase 1. Please label the 8" water line as existing or
provide more information, including the westem terminus, if the line is to be installed
under this approval.
3. Please show the Phase 11 limits on all of the plan sheets to clearly define what is being
constmcted as a part of this approvaL
4. Structure 15 End Section is scheduled far installation under Phase II per the Stmcture
Data Table but is not shown on the Drawings:
5. Please label the ADA ramps on both sides of the main entrance.
6. Is it possible to screen back the items that are to be constructed as a part of Phase I and
Phase II (utilities, curbs, sidewalks, etc.)?
7. There is no Keynote "A" noted on the Site Plan but it is shown in the Legend. This is a
general comment and not a condition of approval.
8. The City is assuming that all site improvements, regardless of responslbility, shown
within the Phase II limits are to be constructed under this approval (pavement, curbs,
sidewalks, etc.)?

9. As we discussed on the phone today, there are a few contour lines missing trom the
Grading Plan. Please add so that the City can confirm positive drainage to the proposed
in lets.
10. Structure No.9 is labeled for installation as a part of Phase 11 per the Stmcture Data Table
but is shoVv11 on the Utility Plan as an existing structure. Please clarifY.
11. As we discussed on the phone today, please clarify if the walk on the south side of the
pond is being constructed as a part of this approval. If it is being constructed during
Phase II, please revise the Phase II limits accordingly.
Please respond in writing to the above comments. If you agree to all of the above comments and
make the requested changes, you may submit the appropriate number of copies for approval and
this Department will approve the Drawings. If you have questions, please contact our office at

Install an appropriate sediment control practice between construction areas and lower lying areas.
Install sediment traps as shown on the plan. Gullies have been created where sediment traps
are located on the plan.
Replace/Repair silt fence and/or straw bale barriers. Silt fence along west side needs maintenance.
Silt fence at south-east corner is bulging with sediment and needs to be cleaned.
Entrench silt fence (6-8 in.) and/or straw bale barriers (4 -6 in.) and stake straw bales.
Remove accumulated sediment from:
o sediment traps/basins,
o behind silt fence/straw bales,
o around storm drain inlet protection devices,
o streets and gutters (Do not flush with water)
Temporary seed', fertilize, and/or mulch: Disturbed areas must be protected if site is dormant
for more than 14 days.

Greyhound Commons were received June 18, 2004. The comments regarded the
ADLS Application, as well as comments made at T AC on June 16, 2004. Listed
below are each of your original comments along with responses indicating the
action taken to address each comment.
1. Please provide wall pack details and show wall packs with 90-degree cutoff
and flat lenses.
. This is being addressed on the architectural plans by Kip A. Moore &
Associates.
2. Show parking lot island landscaping, per PUD 7.2.D.
. Landscaping in the parking lot islands is shown on Sheet C6.1.

RE: Greyhound Commons (overall parking lot) Landscape Plans
Dear ,Kathy:
My comments for the landscape plan are as follows:
1. The Greenbelt plantings are part of an environment mitigation for Lowe's and
must be matched along the East and West sides: " At least seven species of
trees, including three species of oaks, shall be planted. At least six species of
shrubs, including at least two species of dogwood, shall be planted." The
species of oaks planted were Quercus maeroearpa, alba, rubra, and bieolor.
Other species included hickory (Carya laeiniosa and ovata), sugar maple,
sweetgum. Other suggestions were Black Gum (Nyssa sylvatiea), River Birch
(Betula nigra), American Hornbeam (Carpinus earoliniana), Dawn Redwood
(Metasequoia glyptostroides), London Planetree (Platanus x aeerifora), and
Yellowwood (Cladrastis kentukea).
The Greenbelt must consist of five shade trees, three ornamental trees, and
fifteen shrubs. Please reduce substantially the amount of maples proposed to
increase the species diversity. Do not use Acer rub rum species.
2. There should be 60 shade trees required in the interior of the parking lot.
There are 30 shade trees proposed (and 12 ornamental trees proposed). Please
increase the number or size of the parking lot islands to be able to add 18 trees
to the plan in the parking lot. Also change the ornamental trees to shade trees.
Make sure there are adequate soil volumes to insure the healthy growth of the
plant material.
3. Any Malus species should be from the Indiana Urban Forestry Council's
recommended crabapple list (for pest and disease health). Malus "carnival" is
not on the recommended list. Please choose an approved variety.

4. The original development plan submitted with the PUD (Ordinance #Z-344)
shows the bufferyard plantings continuing from the east and west sides
completely around the south side. Though you have some plantings in this area,
it is not of enough quantity to equal the other bufferyards. The south side should
match the other buffers to screen any. future roadways that would be built there in
the future.

A 1997 publication of Purdue Cooperative Extension by CUff Sadof, Department of Entomo!ogy and Paul peckno(d, Department
of Botany and p!ant Pathology outlined crabapples resistant to apple scab and Japanese beetles in rndiana and also those species
not recommended. Note that some of the popular street tree species like Snowdrift crabapple are on the latter list. ·
Keep in mind, also. that crabapples come in al! shapes aTld sizes. They are ideal under power lines and in narrow grow spaces.
When choosing a crabapple species, use the list below to assure plant health a.nd note the eventual width of the tree you plant. If
YOQ. keep in mind requil'ell1ents for sidewalk and street clearances, a proper selec~ion can minimize pruning needs. And don't ·
forget to request "tree fonn" when ordering if you want a single stem tree that is ~!ready pnmed.

We have reviewed the drawings submitted for this project for the June 16, 2004 Technical Advisory
Connnittee meeting. We offer the following comments:

Committee.. All written requests to be place on the Board's agenda nlust include the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Contmission and/or BZA.

Availability (acreage) Fees
Water and Sanitary Sewer Availability Fees for Greyhound Commons were paid by the Developer
when the Abuelo's/Greyhound Commons development was approved. This total acreage of 8.498
acres inclu~ed parcels 1, 2, 3 and 4.

Please provide this office with details regarding the proposed restaurant facility, including square
footage and total number of restaurant, bar and patio seats. I am enclosing copies of our connection
fee schedule for your use. I have highlighted the classification appropriate for this development.
Water Connection Fee - $1,310.00/EDU
Sanitary Sewer Connection Fee - $ 795.00/EDU
Total Connection Fees $2, 1 05.00/EDU
Please be advised that irrigation systems will require Board of PublicW orks and Safety approval of
additional water availability and payment of additional water connection fees based upon review and
determination of same by Carmel Utilities.
5. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until a!l issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of five-sets of approved drawings
after all issues have been resolved and the construction drawings have been approved. The drawings
will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set
which is to be maintained on the construction site at all times. Our Public Works Inspector will
receive one-set and one-set \vill be maintained in the Department of Engineering. Carmel Utilities will
receive two~sets. If more than the minimum five-sets are requested to be approved, the additional sets
(maximum total of two additional) must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, parking lots, etc. within
dedicated right of way and/or dedicated easements \vill require a Consent to Encroach Agreement
between the' Owner/Developer and the City of Carmel. This Agreement requires Board of Public
Works and Safety approval.
7. Carmel Util,ities does not subscribe to "Holey Maley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Please assure that Carmel Utilities receives all drawings and drawing revisions. They will provide a
separate review of this project for water and sanitary sewer issues.

There are no performance guarantee requirements for this proj ect.
Street Cut/Ri'ght of \Vay Permit and Bonding Requirements
Any work in dedicated right of way will require a Right of Way Pennit and a License and Permit
Bond. It does not appear that this requirement is applicable to this project.
PROJECT COMMENTS
Sheet C2.1-Site Plan
11. These plans should reflect the entire scope of work associated with the construction of the restaurant
facility as was done with the Abuelo's site, irregardless if the work is to be done by others. Based
upon. those approved plans, there will be parking facilities and additional storm pipes and structures
constructed to support this facility.

13. There should be a statement on the plans that drainage for this site was included and accommodated in
the drainage calculations submitted for the overall Greyhound Commons site.
Sheet C4.1-Utility Plan
14. Same comment as above (#13).
15. The plans for Abuelo' s indicated that a water service line was to be stubbed from the 8" water main on
the north side of this proposed site to serve this facility. The plans for the Fox and Hound facility
indicate a service line from a main on the east side of the facility. -Which is correct?
16. This sheet should also show the location of the sanitary sewer main tap for the sanitary sewer lateral.
17. Does the parking approved for the overall plan account for the fmal configuration (s. f. or # of seats) for
the proposed restaurant?
18. Please include who is constructing other infrastructure (storm inlets, pipes, sanitary mains, water
mains, parking, curbs, etc.). We have not seen the plans for these improvements.
The above corn.ri1ents are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. A second
review will focus only on detailed construction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"

1. Is the building going to require a sprinkler system installed for fire protection? If so a meeting will
need to be set up for the location of the fire department connection.
2. If the building is to be sprinklered we are requesting an outside entrance to the riser room for our
access.
3. We are requesting that a Knox Box be installed on the building for fire department emergency
access.
4. What is the height of the building and will the building have a basement?
5 Will the building have a fire alarm system installed? If so, we are requesting that a remote
